management; construction management and special inspections; surveying and mapping; environmental assessments; quality assurance and quality control; and public consultation and engagement.

The selected consultants will provide services when City staff is not available, to supplement or support staff, or when services exceed the expertise and/or qualifications of City staff. Stormwater engineering services will support the City's efforts to achieve and maintain compliance with applicable Municipal Separate Storm Sewer System (MS4) Permit requirements, including technical analysis, project development, regulatory coordination, and implementation activities necessary to meet federal, state, and regional water quality standards.

When individual projects are identified, each of the contracted consultants will be solicited for job-specific proposals. Consultant selection for individual projects will be based on qualifications, expertise, time availability, and cost specific to project scope.

When the project consultant is selected, a purchase order will be issued against the consultant's master contract, and their services will be funded by the individual CIP project.

expertise and experience in stormwater planning, engineering and design services and regulatory compliance support services. Some of the key areas demonstrated include feasibility study, preliminary engineering and design services, environmental permitting, hydraulic and hydrologic modeling/analysis, permit compliance strategy development, master planning, Best Management Practice (BMP) performance evaluation, construction management, public outreach engagement, grant application support, and water quality monitoring support. Additionally, these firms have a proven track record of successfully delivering projects funded through various sources, including Safe, Clean Water Program and Caltrans, through which the City has received significant funding to support the current stormwater program.

Craftwater Engineering, located in Pasadena, was established in 2019 and has 40 employees, with two main offices in Pasadena and San Diego and two satellite offices in the Detroit Metro and Washington, D.C. metro areas. The firm has served in key roles on several major City of Pasadena stormwater initiatives, including as the prime consult- ant for the Arroyo Seco Water Reuse & Natural Stream Restoration Project, Eaton Wash Stormwater Capture Project, and Glenarm Feasibility Study, and as a subconsult- ant for the Brookside Park Stormwater Capture Project and Sierra Madre Median Retro- fit Project. Craftwater has also provided stormwater engineering services to numerous agencies, including the Cities of Los Angeles, Alhambra, El Monte, Glendora, La Verne, Monrovia, Pomona, Bellftower, Lakewood, and Long Beach, as well as the Los Angeles County Department of Public Works.

Tetra Tech, Inc., established in 1966 and headquartered in Pasadena, employs over 1,500 professionals across its Southern California offices, including more than 288 staff based in Pasadena. The firm has delivered key projects such as the South Lake Ave- nue Pedestrian Access Improvements to the Gold Line Station in Pasadena. Additional experience includes the Adventure Park Multi-Benefit Stormwater Capture Project for the County of Los Angeles and the Memorial Park Multi-Benefit Stormwater Capture Project in Santa Monica. Tetra Tech has also provided stormwater engineering services to numerous agencies, including the Cities of Los Angeles, Santa Ana, South El Monte, Santa Clarita, Santa Monica, South Gate, San Diego, and Pasadena, as well as the County of Los Angeles.

Pacific Advanced Civil Engineering, Inc., established in 1987 and headquartered in Fountain Valley, has approximately 100 employees. The firm has performed work on key projects throughout the county, including the SoFi Stadium Stormwater Capture and Reuse System in Inglewood and the Earvin "Magic" Johnson Park Stormwater Diver- sion, Capture, and Reuse System in Los Angeles. The firm has also supported agen- cies such as the Cities of Los Angeles, El Monte, South Pasadena, San Gabriel, Santa Clarita, Inglewood, Westlake Village, Santa Monica, and Irvine, as well as Orange County.

Dudek, established in 1980 in Encinitas, California, has since expanded to offices na- tionwide with more than 1 ,000 employees, opening an office in Pasadena in 2013.

Dudek has previously provided on-call stormwater engineering services for the City of Contract Award for On-Call Stormwater Engineering Services March 23, 2026

Pasadena and was selected to provide engineering support services to develop the de- sign of the Sierra Madre Median Enhancements Project and the East Green Street Mixed-Use Project. In addition, Dudek has supported agencies such as the Cities of San Diego, Goleta, San Marino, and Palm Springs, the San Elijo Joint Powers Authority, and the Port of San Diego.

Geosyntec Consultants, Inc., established in 1983 with a regional office in Arcadia, is a nationally recognized engineering firm with extensive experience in public infrastructure projects. The firm is currently providing on-call hydrogeologic support for the City of Pasadena Water and Power (PWP) and has worked on projects including the Intercon- nection Feasibility Study, the Monte Vista Well Condition Assessment, and hydrogeo- logic support services. Geosyntec Consultants has also supported agencies such as the City of Los Angeles, the Los Angeles County Department of Public Works, Los Angeles Metro, and Orange County Public Works.

It is recommended that the City enter contracts with Craftwater Engineering; Tetra Tech, Inc.; Pacific Advanced Civil Engineering; Inc., Dudek; and Geosyntec Consultants, Inc. for an amount not-to-exceed $1 ,500,000 each over a three-year term commencing on the date that each contract is fully executed.

COUNCIL POLICY CONSIDERATION:

These contracts are consistent with the City Council's goal to improve, maintain and enhance public facilities and infrastructure as well as support and promote the quality of life and local economy.

ENVIRONMENTAL ANALYSIS:

The proposed action to authorize entering into contracts for professional services is a administrative activity that would not cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.

Therefore, the proposed actions do not constitute a "project" subject to CEQA, as defined in Section 21065 ofCEQA and Section 15378 of the State CEQA Guidelines.

Since the action is not a project subject to CEQA, no environmental document is required. These contracts would retain consultants for professional engineering services only. The specific designs and potential future construction of capital improvement projects will be subject to appropriate project-level environmental review at the time each is brought forward for first discretionary action.

FISCAL IMPACT:

The combined cost of these contracts is a maximum of $7,500,000 over three years.

Funding for this action exists within various projects in the CIP budget. Funding availability for each project will be evaluated on an as-needed basis. It is anticipated that all the costs for these three-year contracts will be spent between FY 2026 and FY 2029. There is no impact on the General Fund.
