Dear Mayor Gordo and City Council Members,
Achieving carbon-free electric generation in 2030 was identified as a high priority goal in Council's December 1, 2025 Budget Priorities Workshop.

On December 15, 2025 City Council unanimously approved the Optimized Strategic Plan (OSP), a forward-looking framework that will guide Pasadena Water and Power (PWP) to meet the goals of Resolution 9977, sourcing 100% of Pasadena's electricity from carbon-free resources by the end of 2030.

OSP Table 19. Action plan to accelerate local solar and storage adoption (page 88) presents a timeline for planning and construction of solar and battery storage at city-owned properties. Total Annual Resource Additions at the end of Table 19 shows timing for completion of 20MW of solar and 75MW of battery storage on City properties by 2030.

Following a nearly two-year study period and a cost of $1.2 million, the Optimized Strategic Plan provides a roadmap for achievingthe goals of Resolution 9977 approved by Council in January 2023. The OSP must not be put on a shelf to gather dust and be forgotten.

Because the OSP does not include a budget for implementation of its goals, Council must measure progress in achieving OSP goals for solar and battery storage on city-owned properties in Megawatts (MW) installed rather than dollars.

The FY 2027-2031 Capital Improvement Plan must include line items for planning and construction to achieve the stated goal for 20MW of solar and 75MW of battery storage on city-owned properties by 2030.

Sincerely,
Genette Foster, CD2

Dear Mayor Gordo, Vice Mayor Rivas, and Council members, I write to thank you for your continuing support of Resolution 9977 and urge that the Council prioritize the implementation of the plan for 100% carbon free electricity by 2030 in the city budget.

The wildfires a year ago completely validated the bold action that the Council took two years before that in January 2023, declaring a climate emergency and the carbon-free goal. Now added to the reality of climate change is the war that our nation is waging, which is causing oil and gas prices to skyrocket. We need to get off oil and gas as fast as we can! It has to be a priority for Pasadena and it must be appropriately funded.

I write to you from Freiburg im Breisgau, Germany's greenest city. There are solar panels all over, windmills on the surrounding mountains, a passive housing complex, public programs on climate protection projects, and a heat pump information day this week.

There is a Lot of talk about the high quality of life in Pasadena, and there are many reasons for Pasadenans to be proud. But in our current climate and environmental crisis, high quality of life means embracing green solutions for a sustainable city future. Pasadena's carbon-free electricity goal is an important beginning.

Yesterday was International Women's Day, and I respectfully request that you prioritize climate action in the city's budget in honor of Rachel Carson, who sparked the modern environmental movement. We have only one planet and one Pasadena.

Sincerely,
Claudia Funke

I am supporting the prioritizing budget to actually implement the plan that the City Council studied and approved- a plan to transition to carbon free electric power by 2030. I am expressing my support for the PASADENA 100 Coalition of non profit, non-partisan organizations and volunteers. I care about climate change! I am a Pasadena resident living at Pasadena, CA 91 104. Thank you! 1 3/9/2026

Dear Members of Pasadena City Council,
I am writing about Agenda Item #8 for tonite's Council meeting.

I strongly support the plan to transition to carbon free electric power by 2030 that the City Council studied and approved. Anyone who believes in science can see the existential threat that ignoring the threat to life on our planet is by increasing use of fossil fuels.

Pasadena 100 is to be respected and followed for initiating this transition by our city. I urge your continued support of their Leadership.

Sincerely,
Kris Ockershauser

Dear City Council,
As you and staff work hard to prepare a budget that meets the exigent and medium to Long term needs of our city and its residents, please stay firm on investing in full implementation of Climate Emergency Resolution and the OSP pathway to success.

We thank you for your December decision to make the transition to 100% carbon free electric power a budgetary priority. And we ask you to stay resolute.

Investing in carbon free energy infrastructure is prudent. Global violence, political instability and skyrocketing fossil fuel prices confirm what we already knew: that adding local solar is a smart investment in an asset, with resilience and energy security value.

Investing in clean energy infrastructure is morally sound. We know that fossil fuels are harmful and will destroy the ability of future generations to live on earth.

In Pasadena we have a chance to lead. Some people say Pasadena's plan is "ambitious." Serving on the TAP confirmed for me that it is audacious and achievable.

Things have changed dramatically in the last 10 years. We now have the technology and the market dynamics that will enable us to finally end our city's destructive dependence on burning fossil fuels. Saying that success will be expensive ignores the fact that failure is even more expensive. The OSP pathway is the smart and moral choice.

Agenda Item #8 - Please Invest in Public Solar, EV Charging, and Storage for Pasadena [ I ] CAUTION: This email was delivered from the Internet. Dear Mayor and Council,
As a Pasadena resident heartened by the City's progress in transitioning to a portfolio of cleaner power contracts, I am writing today to urge your support for investments in local, renewable power.

Allocating some of the City's 2026-27 budget to Local solar and storage projects will provide multiple benefits to residents. Solar canopies over existing asphalt parking spaces will:
reduce urban heat island impacts,
provide needed shading and cooling to spaces frequented by Pasadena residents and visitors (especially important for more heat-vulnerable older adults), and add resilience to the local grid, and
• generate clean, locally-produced power.

For example, investing in solar canopies and charging for some of the Rose Bowl's many asphalt parking lots would provide immediate benefits to thousands of users of the Central Arroyo. Flea market vendors and UCLA tailgaters would have additional shade on hot summer days. Everyday users could park and charge while they get some exercise watking/jogging around the Rose Bowl loop. Children learning to skate or bike would have additional shaded spaces to do so.

When paired with batteries and/or EV charging, public solar in the Central Arroyo would also be a visible example of Pasadena's commitment to clean energy and climate action as we prepare to host visitors from around the world in 2028.

Thanks for your service and consideration,
The Reutimann Family
