BACKGROUND:
The City of Pasadena ("City") owns and operates the Glenarm Power Plant ("Plant") that consists of five natural gas fueled combustion turbines equipped with generators that produce electrical power. The Plant utilizes demineralized water for various processes essential to the production of this electrical power at the facility. To ensure that a water treatment system is in place, the Plant contracts with qualified vendors to treat the Plant's water to make it suitable for use in a power production application with systems that utilizes reverse osmosis, degasification, and deionization technologies.

The bid was posted through OpenGov, the City's procurement platform, which generated notices to all vendors who have previously registered with the City for this particular commodity class. The proposed contract is consistent with the City Council's goal to improve, maintain and enhance public facilities and infrastructure.
ENVIRONMENTAL ANALYSIS:
CEQA excludes, from environmental review, actions that are not "projects" as defined by Public Resources Code Section 21065 and within the meaning of CEQA Guidelines Section 15378(b). Sections 21065 and 15378(b) define a project as an action which may cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Section 15378 excludes from the definition of "project" continuing administrative or maintenance activities, such as purchases for supplies and services. The actions proposed herein, authorizing the City Manager to enter into a contract to furnish and deliver reverse osmosis, degasification and ion exchange system support services, is an administrative activity for the purchasing of services, and therefore is not a "project" as defined by CEQA. Since the action is not a project subject to CEQA, no environmental document is required.
