Item 32
32. Local Hazard Mitigation Plan - Tournament of Roses
Since there is no materials included with the Local Hazard Mitigation Plan, I hope the update shows a plan for:
1. Addressing the review process for putting together the LHMP including accountability for errors an omissions; and
2. Engaging broader community input.
For example, despite the Tournament of Roses events being a large factor - and creating risk the Council has repeatedly used as justification for excessive militarization of local law enforcement and the heavy surveillance of residents - its only mentions in the LHMP:1 • The City is perhaps most famous for its New Year's Day Tournament of Roses. (Pg 29) • On January 1, 1890, the Valley Hunt Club initiated a mid-winter festival with a procession of flower-bedecked horses and carriages. This became a yearly tradition that in 1898 was formally sponsored by the Tournament of Roses Association. (Pg 31) * In January 2025, Pro-Palestinian protesters disrupted the 135th annual Rose Parade (Pg 42,147)
However, there is zero acknowledgment or mention that the Tournament of Roses Floats were parked in the direct path of the Eaton Fire or how that will now be mitigated. Had the Eaton Fire broken out just 72 hours earlier, these tinder floats would have endangered hundreds of residents and tens of thousands of visitors.2 Moreover, residents have been left stranded due to an inaccessible emergency access during Tournament of Roses operations.
In addition, law enforcement uses more heavy duty barricades to protect tourists at these events - the same barricades that can keep residents and tourists trapped in an event of an emergency, and possibly impede first responder access.
FloatFest shouldn't be overflowing onto adjacent streets off Sierra Madre or PHS - it is especially unnecessary when Sierra Madre isn't even fully utilized by ToR.
The City and Tournament of Roses need to acknowledge that the times are changing, the climate is changing and the risk profile of the parade has changed. New information compels adapting safety and security to these new realities. Eaton Fire sun/ivors deserve better.
