BACKGROUND:

Annual Action Plan (2026):

The Action Plan identifies efforts to be made toward accomplishing the goals and objectives included in the City's Five-Year Consolidated Plan. The draft 2026 Annual Action Plan (Attachment B) was available for public review and comment from April 16 through May 15, 2026. Any comments received will be included in the final version prior to submission HDD. Recommended funding allocations under the CDBG, HOME, and ESQ programs are summarized in Attachment A. ENVIRONMENTAL ANALYSIS:

CEQA excludes, from environmental review, actions that are not "projects" as defined by Public Resources Code Section 21065 and within the meaning of State CEQA Guidelines Section 15378(b). Sections 21065 and 15378(b) define a project as an action which may cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Section 15378(b)(4) and (5) excludes from the definition of "project" government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

FISCAL IMPACT:

The recommended actions will have no direct fiscal impact. City Council approval of the Plan and grant application submissions, and subsequent approval thereof by HUD, will result in a total allocation to the City of $4,688,396 in CDBG, ESG and HOME funds to support housing, community development, and homeless prevention activities. These federal funds wilt be included as revenue in the proposed FY 2027 operating budget of the Housing Department. Approval also enables the City to be eligible for other federally funded programs that are consistent with an adopted Five-Year Consolidated Plan and Annual Action Plan.

Respectfully submitted,
