OLD BUSINESS
1. CONTINUED DISCUSSION ON A POSSIBLE EXPANSION OF THE EATON
FIRE REBUILD PERMIT FEE WAIVER PROGRAM TO INCLUDE STANDING HOMES WITH DOCUMENTED DAMAGE*
MEMORANDUM
TO: ECONOMIC DEVELOPMENT AND TECHNOLOGY COMMITTEE
FROM: JASON MIKAELIAN, AICP, ACTING DIRECTOR OF PLANNING AND
COMMUNITY DEVELOPMENT DEPARTMENT
DATE: JUNE 16, 2026
SUBJECT: CONTINUED DISCUSSION ON A POSSIBLE EXPANSION OF THE EATON
FIRE REBUILD PERMIT FEE WAIVER PROGRAM TO INCLUDE STANDING
HOMES WITH DOCUMENTED DAMAGE
RECOMMENDATION:
Staff recommends that plan check and building permit fees for repairs to ‘standing homes’ with smoke, ash or water damage by the Eaton Fire be waived or refunded for eligible properties (as defined in this report), for a total estimated cost of up to $100,000.
BACKGROUND:
The City Council approved the current Eaton Fire fee waiver program on August 25, 2025. The program waives all City of Pasadena plan check and permitting fees associated with the repair or reconstruction of red-tagged structures on eligible single-family properties. This also includes fees for rebuilding or repairing other fire-damaged structures on the property such as pools, covered patios, walls, and fences. Fees not waived include the Construction and Demolition (C&D) Waste Management Deposit, which is reduced to a flat $1,000, water service fees charged by Pasadena Water and Power, and fees imposed by outside agencies such as the Pasadena Unified School District or the Los Angeles County Sanitation Districts and fees for new structures that did not exist prior to the Eaton Fire.
Following implementation of the program, staff received inquiries from residents whose houses remained standing but sustained significant smoke and ash infiltration, including contamination of HVAC systems, insulation, attics, and interior surfaces. These properties are commonly referred to as ‘standing homes’. On March 17, 2026, the Economic Development and Technology Committee (EdTech) was presented with an update on the Eaton Fire Fee Waiver program and information to consider an expansion of the program to possibly include waivers for standing homes with documented smoke, ash or water damage.
Economic Development and Technology Committee June 16, 2026 Consideration of Eaton Fire Fee Waiver Program Expansion to Include Eligible Standing Homes
DISCUSSION:
City’s Existing Program
To be eligible for the existing fee waiver/refund program, the property must have been developed with an owner‑occupied single‑family dwelling or condominiums as of January 7, 2025, and must contain one or more red‑tagged structures. Reconstruction must comply with the City’s Rebuild Ordinance, which limits additions to 10% of the previously existing dwelling or 200 square feet (whichever is greater). Properties that have been sold or transferred on or after January 7, 2025 are not eligible unless the new owner is a family member. Construction of new structures that did not exist prior to the fire, including converting a destroyed structure to a different use (such as converting a garage to an ADU), are also ineligible.
Damage assessments post-Eaton Fire completed by the City and by CalFire focused on livable structures within the Eaton fire line and excluded damage to non-livable structures such as fences, driveways and block walls. Sites were inspected and a “red tag” was assigned to properties with destroyed structures or with damaged structures that were considered a collapse hazard. If there was visible damage to a structure and it was determined that parts of a damaged building may still be usable, a “yellow tag” was assigned. Green tags were also issued for buildings that were assessed but had no apparent structural damage visible from the exterior as of the date and time of the assessment. Based on the City’s assessment, 149 residential and commercial sites were red tagged, 17 sites were yellow tagged, and 16 sites were green tagged (Attachment A). Beyond the tagged sites, there is no inventory of ‘standing homes’ or sites that may have sustained fire related damage such as smoke, ash or water damage.
At the time of the program’s inception, staff estimated that up to one-third of the 125 red-tagged properties would not utilize the program because the property was not owner occupied, would be sold or the replacement house would not comply with the Rebuild Ordinance. City fees to reconstruct a 1,900 square foot single-family house and garage were estimated to be approximately $50,000. Remaining fees collected would include the $1,000 C&D deposit, the water-service fee (typically $952) and fees imposed by outside agencies. Assuming that two- thirds of 125 properties had their fees waived/refunded, staff estimated the total program cost at $4.15 million. To date, 49 permit applications have been received, with 44 approved for waivers or refunds, one denied because the size of the rebuild did not comply with the Rebuild Ordinance, and four are under review. As of end of May 2026, almost $1.8 million in permit and plan check fees have been waived, and $327,000 have been refunded.

Expanding the City’s Program
As previously noted, staff was asked to consider expanding the fee waiver program to cover the cost of City permits for fire-related repairs to properties that were not red-tagged. Impacts to ‘standing homes’ were not captured in the City’s initial tagged assessments because they focused on damage visible from the exterior of such structures. Nonetheless, many of these houses were unhabitable until remediation or permitted repairs were completed. EdTech requested staff to determine eligibility criteria for the program’s expansion, including a boundary for eligible sites, and requirements for the eligible types of repairs.
At the March 17, 2026 EdTech meeting, staff presented information on permit records from January 7, 2025, through April 2026 to identify typical costs for fire‑related repairs; 43 permits were identified as having fire-related repairs. Table 2 is not comprehensive but provides an overview of the types of repairs that have been needed following the fire and their associated permit fees. Some fees are higher because additional work, such as building remodels for rooms that were not damaged, were completed at the same time as the repairs. Fees also vary based on project size, fixture counts, and valuation. It is also assumed some completed repairs without obtaining necessary permits.
Table 2 – Overview Permit Fees for Fire-Related Repairs January 2025 – April 2026 Scope of Repairs Estimated Fees

Repair fire-damaged siding or stucco (3 permits) $499.46 – $514.00 Repair demising wall between condo units (1 permit) $1,351.68 Other permits (for various scopes such as repairs to fences, retaining walls, pools, decks, etc.) (6 permits) $449.13 – 1,185.19 *Large scope repairs such as a combination of insulation, drywall, roof, windows, stucco, etc. (15 permits for 7
properties)

* These permits were more often associated with a larger remodel being done because of fire repair, so the fee range is higher
California Department of Insurance Report
In March 2026, the California Department of Insurance (CDI) released its Smoke Claims and Remediation Task Force Report, which found that standing homes located within wildfire evacuation zones frequently sustain substantial smoke and ash damage even when they remain structurally intact. Examples of such damage include attic and insulation contamination, HVAC system contamination, interior smoke infiltration requiring removal of finishes, ash accumulation requiring specialized remediation and corrosion of mechanical and electrical components.
According to the report, the 2025 Eaton and Palisades fires resulted in more than 40,000 insurance claims, and of those claims, more than 13,000 were for standing homes with smoke or ash-related damage. The report also cites that many policyholders have filed complaints with CDI on how these smoke-damage claims have been handled, including disputes over the scope of inspections, reduced or denied claims, disagreements about the extent of remediation, and concerns that houses were not restored to pre-loss condition. These concerns also align with those reported by Pasadena residents.
Pasadena’s Evacuation Zones
In the absence of an ‘ash zone’, CDI’s report identifies evacuation zones as a reliable indicator of exposure severity and recommends that local jurisdictions consider the needs of standing home survivors in post-disaster programs. Refer to Figure 1 on the following page for a map showing Evacuation Order Zones, Evacuation Warning Zones, the Eaton Fire Perimeter (as mapped by Los Angeles County’s Geographic Information Systems) and the locations of fire repair permits referenced in Table 1. This map illustrates that the fire repair permits issued in Pasadena are all located within the official Eaton Fire Evacuation Order or Evacuation Warning Zones (as identified by the Pasadena Fire Department), which coincides with CDI’s report that standing homes in these zones frequently sustained smoke and ash-related damage. If the City is to consider expanding the existing fee waiver program to include standing homes, staff’s recommendation would be to implement a requirement that eligible houses must be located within either the official Eaton Fire Evacuation Order or Evacuation Warning Zones.
Staff also reviewed other data sources to determine whether the eligibility area should extend beyond the official Evacuation Order and Warning zones, including the locations of closed water and electric service accounts from Pasadena Water and Power (shown in Figure 2) as well as the locations of red, yellow and green tagged sites (shown in Figure 3). However, these closed accounts and tagged properties were also located within the same evacuation zones and therefore did not support expanding the boundary further.

Economic Development and Technology Committee June 16, 2026 Consideration of Eaton Fire Fee Waiver Program Expansion to Include Eligible Standing Homes
SUMMARY OF EXPANDED PROGRAM:
Eligibility Criteria
Staff recommends expanding the program to include standing homes that meet all of the criteria listed below:
1. Located Within a Mandatory Evacuation Order or Evacuation Warning Area Eligibility would extend to standing homes within officially designated evacuation zones.
2. Owner-Occupied at the Time of the Eaton Fire
The property must have been owner-occupied as of January 7, 2025, consistent with the existing program. For multi-family sites, only owner-occupied units are eligible for fee waivers.
3. Documented Fire-Related Smoke or Ash Damage
Applicants must submit a professional report verifying fire-related smoke or ash damage.
Examples of acceptable documentation includes:
o Licensed contractor assessments;
o Industrial hygienist or environmental testing reports; o HVAC contamination assessments;
o Insurance adjuster findings; and/or
o In some cases, dated photos showing condition of the area to be repaired ‘before’ and ‘after’ the fire may also be accepted.
4. Repairs Limited to Restoring Pre-Fire Conditions
Fee waivers apply only to repairs necessary to restore the house to its pre-fire condition.
Elective remodels or expansions are not eligible.
Eligible Repair Types
Based on the City’s review of fire-related repair permits (Table 1), eligible repairs may include:
• insulation and drywall replacement;
• HVAC cleaning, replacement, or ductwork remediation;
• roof repair or replacement due to ember or ash exposure; • siding or stucco repair;
• window or door replacement due to heat or smoke damage; and • interior material removal and replacement due to contamination.
Consistent with the existing program, the City would waive building permit fees, plan check fees, and mechanical, electrical, and plumbing permit fees for these types of repairs. The $1,000 C&D deposit, water-service fee, and fees imposed by outside agencies would not be waived.
Estimated Fiscal Impact
Standing home repairs are generally smaller in scope than full rebuilds, requiring nominal permit fees or in some instances, such as soot removal, no city permits for the remediation. Based on the permits analyzed for Table 1, staff anticipates average waived fees of $150 to $2,000 per house, depending on repair type and valuation. An itemized list of the fire repair permits is included as Attachment B, which totals just over $51,000. Staff is proposing a total program budget of $100,000 for fee waivers for standing homes to be funded by the Building Fund.

COMPARISON OF EXISTING PROGRAM AND EXPANSION:
Table 3 below provides an overview of the existing fee waiver program, which is applicable only to red-tagged fire sites, and the proposed expansion that would allow eligible standing homes to receive fee waivers for repairs related to the fire, water, ash and soot damage.

Support recovery of standing
homes with significant but
non-structural fire impacts.
Estimated Cost per
Property
Approx. $49,123 in waived fees
per eligible properties based on
a 1,900 sq. ft. home (reduced to
$1,952 after waivers).
Estimated $150–$2,000 in waived
fees per eligible property,
depending on repair scope.
NEXT STEPS:
If EdTech supports expansion of the existing Eaton Fire Fee Waiver Program to apply to eligible standing homes, the reductions will be presented to the City Council with the required fee waiver resolution.

From: David A. Klug, Economic Development Director
Subject: Economic Development Update
The Economic Development Division is committed to supporting a thriving local economy. This memo provides an update on market conditions and the Division’s efforts.
1. Business Development
a. Notable Openings & Successes
i. Olive Young, the world-
renowned South Korean
beauty retailer, opened their
Pasadena store on May 29.
The store, located at 58 W
Colorado Blvd, is the first Olive
Young location in the United
States. The grand opening
brought out crowds of skincare
lovers and make-up fanatics
that wrapped around the entire
block. The Economic
Development team is excited
to welcome Olive Young to
Pasadena, and to continue to
support their team.
ii. Wa-Iro Japanese Bakery & Café is a new bakery located on 38 S Raymond Ave in Old Town serving pastries made with Hokkaido flour. The café had their grand opening on May 9, where guests enjoyed matcha, coffee, paninis, breads, and more.
iii. Kissa by Motto, created by Motto Tea Café, is a new café and dessert shop inspired by Japan’s mid-
century coffee shop culture. Located on 165 S De
Lacey Ave Suite 1049, the café is currently in its soft opening serving delicious coffees, cakes, and pastries
in a peaceful, inviting atmosphere.
iv. General Motors Advanced Design Studio is
officially open at 639 N Rosemead Blvd, providing a
space for engineers, innovators, and designers to
create the newest vehicle concepts and ideas. The
studio, fully equipped for clay modeling, fabrication, and immersive digital collaboration, will be home to 100 employees, pushing the boundaries on ‘what could be'.
2. Business & Market Updates
a. East West Bank Becomes First Business Banking Partner for AEG’s Ticketing Platform
East West Bank, the Pasadena-headquartered financial institution with total assets of $82.9 billion as of March 31, 2026, has been named the first official business banking partner for AXS in North America. AXS, owned by Anschutz Entertainment Group, is the ticketing platform that partners with over 1,600 of the most recognized brands in sports and entertainment, including the LA28 Olympic and Paralympic Games and the Coachella Valley Music and Arts Festival, according to the company.
b. Rocket Lab Acquires Motiv
Rocket Lab announced plans to acquire Pasadena-based Motiv Space Systems, bringing Mars rover robotics and critical satellite manufacturing components into its growing space systems portfolio. The deal further expands Rocket Lab’s vertically integrated spacecraft manufacturing capabilities and reflects continued investment in Pasadena’s aerospace industry.
3. Outreach & Small Business Support
a. Economic Development LinkedIn Page
Economic Development staff, with support from the City’s Communication and Marketing team, launched a LinkedIn showcase page. The team will use this page to announce deep tech events, procurement opportunities, and to showcase the innovative discoveries that take place in Pasadena. The page also provides an opportunity for Economic Development staff to network with local tech CEOs and attract emerging companies and startups to move to Pasadena.
b. Northwest Pasadena Commercial District Needs Assessment The Economic Development team has officially
begun conducting a Commercial District Needs
Assessment in Northwest Pasadena in collaboration
with LA Economic Equity Accelerator & Fellowship
(LEEAF), a local economic justice nonprofit. The
assessment will collect qualitative and quantitative
data on the businesses in the region. With the data
collected through canvassing, along with stakeholder
input, LEEAF and the Economic Development
Division will create a final report with
recommendations to elevate the region and address
issues business owners are facing.
c. Shop Local Social Media Series
In partnership with the City’s Communications and
Marketing team, the Economic Development Division
continues to spotlight local businesses across the
City’s various social media channels. Recent features
include Highlight Coffee, a café on Lincoln that serves as a community space, and Thaim, a new restaurant
inspired by Bangkok street food. The videos, on
average, reach up to twenty thousand views and give
business owners a chance to attract an audience that
may have not previously heard of their business.
4. Community Events
a. World Cup Watch Party
In collaboration with LA Metro, Los Angeles County's Fifth District Supervisor Kathryn Barger’s Office, and the Pasadena Center Operating Company, the Economic Development Division hosted a world cup watch party at the Pasadena Civic Auditorium Plaza on June 12. The event was free for the public and families enjoyed soccer themed games, local food trucks, a live DJ, merch customization, and an entertaining match displayed for all attendees to see. This event highlights the City’s interest in bringing global sport events to Pasadena and the opportunity for local businesses to benefit from increased visitation to the Los Angeles region.
5. Special Events & Conferences
a. Economic Development Staff Honored at 100 Women Luncheon Pasadena City College’s Women’s Business Center hosted the “100 Women” luncheon and awards celebration on May 27, at The Athenaeum on the California Institute of Technology campus, honoring 100 women business owners and advocates. Deborah Membreño and Teresa Garcia, of the City’s Economic Development division were chosen to be honored for their overall commitment to uplifting small businesses through advocacy, recommendations and referrals to the center for business technical assistance, and supporting the center's programming through promotion, funding, and partnerships.
6. Technology & Innovation
a. CalTech Researchers Create Hantavirus Vaccine Candidate A Caltech research team created a candidate vaccine for hantavirus using technology that edits genetic sequences, previously used to create covid-19 vaccines. The researchers created the candidate vaccine in only two days, following the reports of hantavirus cases on board a cruise ship. While the vaccine still requires additional testing, it is an example of the groundbreaking work that Pasadena scientists do.
