"horseplay" with firearms
Dear Public Safety Committee,
I am writing because I'm seriously concerned about the recent Pasadena Police Department incident involving "horseplay" with firearms that ended with one officer being shot and others placed on administrative leave. It is difficult to understand how something like this can happen inside a police department.
Firearms require absolute seriousness at all times. There is no room for joking, carelessness, or lapses in judgment. The fact that this behavior occurred at all raises serious concerns about training, supervision, and the culture of accountability within the department.
This incident did not just put officers at risk, it also damages public trust. The community depends on law enforcement to consistently act with discipline and professionalism, especially when handling lethal weapons. When that standard breaks down internally, it raises legitimate concerns about how it is being upheld in the field.
It is difficult to understand how we are expected to trust law enforcement to act responsibly in the community when incidents like this happen.
Because of this, serious questions are raised about proposals to expand surveillance technology, including drones and other tools. Pasadena Police Department cannot be trusted with expanded surveillance authority when it is struggling with basic firearm safety and internal discipline.
What the community needs most right now is trust, and that comes from accountability, culture, and consistent standards, not just new equipment or expanded surveillance.
I respectfully ask for a full, transparent investigation and a detailed public report on what happened, what went wrong, and what changes will be made to address these cultural and operational issues.
More than anything, I hope this leads to real accountability.
Thank you,
Daniela Navin
