Dear Members of the Public Safety Committee,
I am writing to share public comment on Agenda Item 2, the September 7, 2025 officer-on-officer shooting at the Pasadena PD parking garage. Apart from having to acknowledge the painfully embarrassing and juvenile behavior that resulted in an officer being shot, I am deeply disappointed and concerned by what this incident and its handling reveal, for the following reasons:
1. It is alarming that officers were engaged in unsafe, out-of-policy conduct with loaded guns while on duty. This raises questions about firearms safety culture within the department. 2 The 9-month delay in releasing the video is deeply troubling. It undermines transparency and the people's right to timely information about a serious incident involving the police.
3. The news that a new investigation has only now been opened, based on a witness who came forward after the video's recent public release, suggests the original investigation may have been incomplete. I am concerned about what else may not have been addressed.
4. It has been reported that one officer has been fired. However, I have not seen clear information about what other discipline, if any, has been imposed on other officers present, or what concrete policy and training changes are being made to prevent similar incidents.
I urge the Public Safety committee to demand a clear, public timeline for the new investigation, full transparency about disciplinary outcomes, and assurance that this is not symptomatic of a broader pattern within the department.
Thank you for your attention to this serious matter.
Sincerely,
Jennifer Collins
Pasadena resident, District 5
