The military exercises that were announced with minimal specificity and with an unreasonable lack of notice are deeply concerning. There are several specific questions that the city needs to answer about what took place.

In the weeks since the incident, it has been reported that the "[the] city of Pasadena said the U.S.

Military had contacted the police department back in March about the drill but didn't provide many details." (KTLA. June 8. 2026)

What was communicated to PPD in March 20267
What was the series of communications that led to the last-minute notice sent out on June 3, 2026?
What was the role of the police and fire departments in this military exercise? Was the fire department given advance notice like the police department has been reported to have been notified?
Were there other city departments engaged in this activity-whether planned in advance or responding to last-minute needs imposed by the situation? What arrangement was made to use the St. Luke's Medical Center property for this purpose? Were any permits sought by either the owner of the property or by the Federal government? Has the city issued any citations for violations of noise ordinances, use of explosives, or any other cause in relation to this incident?
Given the contentious history between the city and Mr. Boulour regarding the St. Luke's property (KTLA, June 17, 2023), what is the current state of the relationship between the city and the owner of the property?
