Ordinance Fact Sheet
August 17, 2026
TO: Honorable Mayor and City Council
FROM: City Attorney/City Prosecutor Department
SUBJECT: AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE

CITY OF PASADENA TO ESTABLISH THE MESITA ROAD
LANDMARK OVERLAY DISTRICT.

TITLE OF PROPOSED ORDINANCE

AN ORDINANCE OF THE CITY OF PASADENA AMENDING THE OFFICIAL ZONING MAP TO ESTABLISH THE MESITA ROAD (LD-30) LANDMARK OVERLAY DISTRICT

PURPOSE OF ORDINANCE
This ordinance implements and codifies the boundaries of the Mesita Road Landmark Overlay District, as approved by the City Council on August 17,2026.

REASON_WHY LEGISLATION IS NEEDED
This legislation is needed to amend the Zoning Map to create overlay zoning of certain properties that are included in the Mesita Road Landmark Overlay District, based on historical characteristics of the structures within the District. Among other things, a landmark overlay district promotes development consistent with the historic and cultural resource elements and the Secretary of Interior Standards and other design guidelines, as well as conservation and enhancement of landmark districts by applying additional standards to development in the landmark overlay district. Pursuant to the Pasadena Municipal Code, this ordinance is required to establish a landmark district.

ENVIRONMENTAL DETERMINATION
On August 17, 2026, the City Council found that the ordinance is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Class 8, Regulatory Actions to Protect the Environment.
