AN UNCODIFIED ORDINANCE OF THE CITY OF PASADENA
GRANTING ASSIGNMENT OF A NON-EXCLUSIVE SOLID WASTE
COLLECTION FRANCHISE FROM ROBERT M. ARSENIAN TO
SOUTHLAND ENVIRONMENTAL SERVICES, INC. AND AMENDING
ORDINANCE NO. 7396
The People of the City of Pasadena ordain as follows:
WHEREAS, on July 18, 2022, the City Council adopted Uncodified Ordinance No. 7396, granting the renewal of twenty (20) non-exclusive solid waste collection franchises, including the franchise of Direct Disposal; and WHEREAS, on February 9, 2026, the City Council of the City of Pasadena directed the City Attorney to prepare an ordinance consenting to the transfer and assignment of a non-exclusive solid waste franchise from Robert M. Arsenian, a sole proprietor doing business as Southland Disposal, to Southland Environmental Services, Inc., a California corporation; and
WHEREAS, the Department of Public Works has found Robert M. Arsenian to be in compliance with his existing solid waste franchise agreement, and that Southland Environmental Services, Inc., is qualified to hold a solid waste franchise agreement; WHEREAS, Southland Environmental Services, Inc., has agreed to comply with all applicable provisions of the City's Municipal Code and the solid waste franchise agreement to be assigned;
NOW THEREFORE, the People of the City of Pasadena ordain as follows:
SECTION 1. The City consents to the assignment of the solid waste franchise from Robert M. Arsenian to Southland Environmental Services, Inc., and Ordinance Number 7396 is hereby amended by deleting the reference to "Robert M. Arsenian dba Southland Disposal Company" and substituting the following in its place, as of the effective date of this uncodified ordinance:
"Southland Environmental Services, Inc."
SECTION 2. The city clerk shall certify the adoption of this ordinance and shall cause this ordinance to be published in full text.

SECTION 3. This ordinance shall take effect upon the expiration of thirty days after its publication.
