Staff Recommendation
1. Find that the action proposed in the agenda report is covered by the “Common Sense” exemption set forth in State CEQA Guidelines Section 15061(b)(3) as CEQA only applies to projects that may have a significant effect on the environment; and
2. Provide feedback and direction to staff in the following areas:
a. The recommendations prepared by ULI TAP; and
b. Options for governance models to engage in public/private partnerships; develop infrastructure improvements; implement Council-approved restorative justice elements; and oversee development, buildout and management of the relinquishment area.
