Dear Members of the Municipal Services Committee,
I'm writing to urge you to ensure the City's Plan to transition to carbon-free electric power by 2030 is implemented urgently and without further delay. The City approved this plan, and residents need timely, transparent progress toward its goals, not continued delays or reports that fail to address the plan's key metrics.

Please hold PWP accountable for meeting the plan's commitments and provide clear, measurable progress toward the 2030 target. Climate action cannot wait.

Thank you for your leadership and attention to this important issue.

Sincerely,
April Kobeda

Dear Council Members Jones, Hampton, Lionel, and Cole;
We, the residents of Pasadena, care about the impact of climate change on our community. The bureaucrats at PWP cannot keep delaying and obfuscating with the PWP Progress report. The Council has approved and needs to IMPLEMENT this plan without further delay.

It is important to reach current City and PWP goals formed and established over the last few years.

Planning and implementing these goals, along with reporting of clear results is the important part of any progress. Half measures just seem to perpetuate themselves. Great cities, those that lead the way, and prosper over time, find a way to move beyond half measures for the common good of their citizenry.

Thank you in advance for being that kind of City in particular reference to in place City goals for a carbon free future.

I was told to email you about this
PASADENA 100 ACTION Alert
Hello friends, can you take 5 minutes NOW to write a quick email to the Municipal Services Committee to impress upon them the importance of urgent implementation of our city's Plan to transition to carbon free electric power by 2030? Here is the email address to use: bgao(@cityofpasadena.net What's the latest? PWP is supposed to submit quarterly progress reports on the Plan, but was 4 months late. Last month, the first draft was full of blah blah blah and self- congratulations, and didn't address the metrics of the plan. We wrote a critical analysis in our usual "just the facts" P100 style. PWP then revised the draft, and some aspects were improved in the new draft. But it's still full of delay and disinformation. See our PASADENA 100 analysis of the PWP Progress Report.

The MSC meeting today is our chance to tell our elected representatives that we care about local climate action. The bureaucrats at PWP cannot keep on delaying and obfuscating. Tell the City Councilmembers on the MSC (Jones, Hampton, Lyon and Cole) that climate action can't wait. We have a plan that the Council approved and it needs to be implemented without further delay.

Just a few sentences from you makes a difference. The P100 Steering Committee will attend the MSC today and speak up.Join us if you can: 5pm City Council chambers, 2d floor, City Hall. if you can't attend, just write in support.

Thanks to Sandy, Sam, Genette and Denise who worked this past weekend to study and analysis the revised Progress Report. It's this hard work and vigilance that have brought us this far. We CAN achieve this goal and we will be proud of our city when we do! It's HOT out there. Be careful. Be hopeful. Be brave.

Dear Councilmembers,
PWP seems to be dragging its feet and hoping no one will hold it accountable. The unbearable humidity that has descended upon Los Angeles is a stark reminder to many of us that we cannot delay implementation of the approved plan.

Electric efficiency and Demand Response in the PWP OSP Quarterly Progress Report From Sanford Krasner <

This message is specifically to address the Energy Efficiency and Electrification and Distributed Energy Resources portions of the OWP Updated Quarterly Progress Report, starting on page 15.

I assume that the Council already understands the urgency of the climate crisis. The focus should be on whether we are making sufficient progress.

In general, there is a lot of unnecessary history in these progress reports.

Future reports can probably leave out the efficiency statistics since 2007 - those are unlikely to change.

Let's focus on progress, not history.

In engineering, a quick way to check your work is to check the units. The Energy Efficiency portion of the report is a mishmash of megawatts, megawatt-hours, hidden assumptions, peak and volumetric quantities. In addition, reductions due to residential and commercial solar and battery storage are tracked separately.

Please construct a table for annual demand reduction in MWH, peak reduction in MW, with separate entries for energy efficiency, behind-the-meter solar and storage. Which programs produce these reductions and by how much?
I will note that these numbers are included in a CEC report every year. The last report posted on the Pasadena website is from 2022. Where is the more recent data? How will peak demand reduction be implemented? Many utilities are implementing Virtual Power Plants or other ways of coordinating distributed energy resources. Homeowners receiving the battery rebate will be required to join a VPP plan. How much reduction is expected from that? Are there any plans to extend VPPs to other resources such as smart thermostats and water heaters? What are the plans to introduce Time-of-Use pricing?
Are these dependent on the Advanced Metering Infrastructure? When will the AMI timeline be released?
A quarterly progress report should give usable information on how much progress has been made in each quarter.

Dear City Councilmembers on the Municipal Services Committee, I'm writing to express my concern about PWP's overall delay and disingenuous nature in their July update to their (already late) progress report on the OSP.

If this extended heatwave isn't making it obvious enough, we as a city and community cannot keep this ridiculous stance that carbon alternative sources of power are too expensive - which the progress report implies without considering the fact that so many necessary upgrades to service infrastructure would be needed regardless of the type of power used.

We need to push forward with making real, concrete changes towards a carbon-free energy future, and we need to do it post-haste without the half-truths designed to mislead people.

Thank you,
