Dear MSC, PWP and Pasadenans,

1. On urban forestry.

Dr Martin Luther King said: "We must learn to live together as brothers or perish together as fools." Were he alive today, I am sure he would apply this sentiment to climate change.

As we face the climate emergency, collaboration is essential. Environmentalists are brothers and sisters and we must behave as such.

Anyone who says they care about climate change but don't care about trees is not being truthful. And the reverse is true.
1 PASADENA 100 isfortrees because they will help us survive as climate change brings us heat and other natural disasters. They are critical resilience tools. But also because they are nature's glory.

I was surprised to learn from today's slides that the UFAC asked for analysis of how PWP will achieve the20 MW goal and for a cost analysis of solar. Not only is this beyond the UFAC's scope of duty, it appears to be asking for a re-do and delay of work that has been ongoing for more than 4 years by PWP, expensiveconsultants and dedicated residents. The OSP was adopted by the City Council unanimously after vigorous public discussion.

Now is the time to collaborate and find solutions. Following Pasadena's tree replacement policy, and moving quickly to implement the OSP, is a win-win. As we should all know by now, delay in taking climate action is dangerous and irresponsible. So is thoughtless destruction of trees.

2. I am also concerned about slides 16 and 17 titled "Considerations."Considerations for what? This appears to be a list of all the reasons why the OSP and its target of 20 MWof municipal solar might be reconsidered. Unfortunately, we have come to expect this kind of hedging from PWP about the Council's carbon free mandate and the OSP. Not always but too often. What is PWP proposing? It is unclear.

3. Finally, there are no slides about plug in solar. PASADENA 100 wrote to PWP about plug in solar in September of last year, and again in May of this year, with no response. We repeat our request for a policy that encourages and supports plug in solar because it is an affordable way for low to middleincome residents to reduce their bills and reduce their draw down on our limited power especially in times of crisis. It can help people afford air conditioning.

We talk alot about equity, even commissioning an ill-defined study by uninformed non-resident grad students to opine on the topic, but plug in solar is real equity. And investor owned utilities falsely invokeequity when they want to fight rooftop and plug in solar.

I hope that PWP has good news for us today on making it easy for residents to buy and install it.
