A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASADENA ADOPTING THE 2026 FAIR OAKS ORANGE GROVE SPECIFIC PLAN
WHEREAS, the Land Use Element of the Pasadena General Plan calls for the preparation of Specific Plans as an implementation strategy for the Land Use Element; and
WHEREAS, the 2026 Fair Oaks Orange Grove ("FOOG") Specific Plan is a document that provides land use regulations and public and private ream standards for new development in the area; and
WHEREAS, there was extensive public participation associated with the adoption of the FOOG Specific Plan, using a series of community workshops, both in-person and virtual, commission meetings, and stakeholder meetings including residents, businessowners, and commissioners; and WHEREAS, the Planning Commission reviewed and commented on the draft FOOG Specific Plan; and
WHEREAS, the City Council held a public hearing on the recommended FOOG Specific Plan on September 29, 2026, at which it reviewed and considered the recommendations set forth in the Staff Report of the same date, and the Planning Commission's recommendations. The City Council found that the Addendum to the 2015 Pasadena General Plan Environmental Impact Report (EIR) properly discloses only minor technical changes or additions to the EIR, and none of the conditions triggering a subsequent or supplemental EIR are present, as set forth in State CEQA Guidelines Section 15164, and adopted the Addendum and Findings for Approval for the Specific Plan Amendment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASADENA RESOLVES AS FOLLOWS:
1. The City Council finds that the FOOG Specific Plan is consistent with the policies of the City’s General Plan and the purposes of Title 17 of the Municipal Code, and adopts the Findings attached hereto and incorporated herein by reference. 2 X9NS4KHP0D4H2T
2. The City Council adopts the FOOG Specific Plan, as attached to the Staff Report, which will take effect based on the adoption of the forthcoming ordinance.
