M Public Comment,
The latest AB 481 Military Equipment report states that the Pasadena Police Department intends to purchase more drones and significantly expand their use outside of SWAT. I oppose the expansion or purchase of surveillance equipment like drones and robots. There was no discussion by PPD, the Community Police Oversignt Commission or the City Council about independent studies on the effectiveness of drones for public safety. Pasadenahas a responsibility to clearly discuss with the public what this program will look like, the acceptable uses, the vendors under consideration, and the drone capabilities. Most importantly, the City should first determine if this is even what the community wants! It is unacceptable for community members to have to fight for our privacy when the monies have already been allocated and the RFPs have been issued. City leadership needs to first find out if the community even wants these instead of just nodding yes to everything that PPD asks for.I oppose the purchase of a robot for PPD for the same reasons. Once again, the public hasno idea from the AB481 Report, CPOC materials, or any other public information what isbeing considered. PPD is always talking about transparency and accountability but all we getis more secrecy. No more surveillance! No Drone as First Responder or expansion of surveillance inPasadena!Daniel James Pasadena, California 91104

Correction: in the paragraph starting with "Third, as a resident in the city", the paragraph was missing the word "not" and should read as follows:
Third, as a resident in the city, I do not support the use of Drones as First Responders. Theability for their misuse and abuse is exceedingly high, and they will add to the nuisance ofyet more PPD vehicles hovering over our neighborhoods.

Committee,
I am very concerned about the two draft policies for PPD: so-called "Energy Assisted Breaching" and expanded UAS/drone policies.
Regarding "Energy Assisted Breaching," has PPD presented any justification for the need to maintain an inventory of explosives and trained blasting personnel? hlas our SWAT team been defeated or otherwise diminished because the department does not currently have the ability to use explosives to blow holes in walls? Has the "lock defeating rounds and breaching shotgun" that the department already possesses proven ineffective? (Notably, it was reported to not have been used in the 2025-2026 Annual Military Equipment Report.) The euphemistic "Energy Assisted Breaching" is a term that conceals the department's intent to handle a new class of dangerous explosives. I do not feel safer with a policedepartment authorized to use more explosives than they already possess authorization to use.
Committee, please use your seats of power to at least demand justification for thisinherently-dangerous and expensive authorization. 1 Regarding the expanded UAS/drone policies, there are several unanswered questions about the new policy.First, is the existing policy 408.4.4 that is written to scope the UAS authorization to SWAT alone being deprecated or changed as a result of the new draft policy 622?Second, is the intent of the new draft policy 622 intended to broaden the authorized operators within PPD beyond just SWAT? If so, this is a big expansion of authorization andenables lesser-trained members of the agency to use and access these systems.
Third, as a resident in the city, I do support the use of Drones as First Responders. The ability for their misuse and abuse is exceedingly high, and theywill add to the nuisance of yet more PPD vehicles hovering over our neighborhoods.
Fourth, the List of permitted missions for UAS deployments include "Project planning and threat assessment imaging of infrastructure and facilities" and "Mapping critical infrastructure" which are concerns outside of the police department and likely better served by the Department of Public Works, or another adjacent city department.
Fifth, the paragraph describing how the department may deploy UAS for some events, parades, etc., but limits itself when deploying over "First Amendment-protected activity" is a weird way to suggest that the First Amendment somehow doesn't apply equally toevents. If this policy is to stand at all, the stricter policy regarding First Amendmentprotected activity should be the standard for deployment, regardless of the type of event.
I firmly oppose draft policy 622 and its significant expansion of PPD's use of drones.

Privacy is a human right. Pasadena has a responsibility to clearly discuss with the public what this program would look like, and how it would affect that right to privacy. It is unacceptable for these funds to be allocated to sun/eillance technology without our input.
I also oppose the purchase of a robot for PPD for so many reasons. There is no world in which Pasadena— a relatively crime-free city— needs one of these robots. I find the robots disturbing due to their inability to be shut off by a layperson, and their incredibly high potential for misuse. And after the shenanigans earlier this year with PPD officers "fooling around" with firearms and shooting each other, I don't believe they can be trusted with this sort of powerful technology. I'm not even sure they can be trusted with regular guns.Is the future you want to see in Pasadena one in which we are afraid of our police state? That's not how I want to live. No more sun/eillance! Other cities are scaling down mass surveillance. Why is Pasadena's increasing? [ i ] CAUTION: This email was delivered from the Internet. M T Sabha,
Community members have been raising concerns about surveillance technology for years, and we have been coming to city meetings in increasing numbers to talk to you about how dangerous this is. Other cities are cancelling contracts and recognizing the frequent abuses of this technology that inevitably occur, but Pasadena is doubling down. Why? In addition to adding more and more surveillance cameras to our city, Pasadena PD wants topurchase more drones and significantly expand their use outside of SWAT. Our City Council, as well as the Public Safety Committee and the Community Police Oversight Commission, has a responsibility to discuss what that would mean for the people who live, work, and spend time in Pasadena. What vendors are up for these contracts, what use of drones is acceptable, what safeguards will be in place? The public shouid be allowed and encouraged to weigh in. The potential purchase and use of robots should be discussed as well.
With few exceptions, public commenters have been telling you again and again that we do not want more drones, ALPRs, Flock cameras, or any other kind of mass surveillance technology here. Please listen to the people of Pasadena.

Hi,
Please find attached my public comment for the September 16, 2026, Pasadena Public Safety Committee Meeting, agenda item 2.D. Proposed Pasadena Police Drone DFR Policy. Thanks, Yadi
1 2. AB 481 D - Drone (UAS) Policy
I give the Pasadena Police Department an "A" for their effort to co-opt the Police Oversight Commission as having spoken on behalf of the community and giving their blessing for a full-blownDrone As First Responder Program.
No, we do not support DFR and no we do not support this expansive DFR proposed policy.
This proposed expansive PPD drone policy blatantly ignores the public's input and is not reflective of the broader public's overwhelming opposition to mass surveillance.
Do not approve this expanded policy, it needs more discussion and direction from City Council as to what DFR is, what it will look like and cost, and get the community buy in before sourcing grants, before changing policy, before issuing RFI or RFPs, before purchases, before placing it on a citycouncil agenda consent item.
Why is the burden on residents to have to voice their opposition to every surveillence tool, how many more Flock-like fights must we have?
Enough is enough.
Keep the drones within SWAT. Keep the prior drone policy with more stringent prjvacv protections.Ensure our public's information isn't being used to train Al or being shared or sold to unknown third parties.

Dear Committee Members:
I oppose any further expense on drones and any expansion of the use of drones in our city. PPD is not being transparent with the public about the full costs of such a program, which can run in the millions" That money needs to be spent on our most vulnerable residents including of unsheltered folks languishing on the streets while PPD searches for innovative ways to spend inordinate amounts of money our city does not have. PPD will have more toys to surveil us from the sky and probably use against our unhoused and most vulnerable.
The department currently has drones for use by SWAT for indoor use only, and they want to expand to a full Drone As First Responder (DFR) program, which means flying drones across the city for anything related to "public safety". To be clear, this is an extreme expansion of the use of drones and surveillance in Pasadena. This is being done without transparency or community consent. No one from the community has advocated in favor of this massive surveillance overreach! Drone vendors are problematic, and are taking our money and resources that should be used for our most needy residents. Further, there aren't appropriate guardrails of our privacy, or guarantees against abuse.
No more funding for drones and no expansion of their use in our City.Sonja K. Berndt Pasadena

M T Sabha,
The latest AB 481 Military Equipment report states that the Pasadena Police Department intends to purchase more drones and significantly expand their use outside of SWAT. I oppose the expansion or purchase of surveiliance equipment like drones and robots. There was no discussion by PPD, the Community Police Oversignt Commission or the City Council about independent studies on the effectiveness of drones for public safety. Pasadena has a responsibiiity to clearly discuss with the public what this program will look like, the acceptable uses, the vendors under consideration, and the drone capabilities. Most importantly, the City should first determine if this is even what the community wants! It is unacceptable for community members to have to fight for our privacy when the monies have already been allocated and the RFPs have been issued. City leadership needs to first find out if the community even wants these instead of just nodding yes to everything that PPD asks for.
I oppose the purchase of a robot for PPD for the same reasons. Once again, the public has no idea from the AB481 Report, CROC materials, or any other public information what is being considered. PPD is always talking about transparency and accountability but all we get is more secrecy. No more surveillance! No Drone as First Responder or expansion of surveillance in Pasadena!

This proposed Drone as First Responder program does not comply with AB 481 which requires full disclosure of all costs.

DFR program balloon into a massive city budget expenditures, because of the high costs of drones, hardware subscriptions & upgrades, Software Integration like linking drone feeds natively into existing Computer-Aided Dispatch (CAD) systems, airspace compliance &tech. This doesnt touch the staffing or training.
The rush to lock in multi-million-dollar technology contracts has outpaced verified proof of their social or financial utility.A Texas law enforcment said in an Ars Technica article that there's no economically viable domesticmade drone manufacturer.
This is not the economic climate for extravagances like drones or horses when our neighbors need food and housing.
