Chair Madison:

Thank you for taking up AT&T copper wire line service on October 5 and for asking staff to look into what the City did in 2024 and to check with police, fire, and others responsible for emergency communications. I am writing to ask that this not end as an open-ended inquiry. Please direct staff to return a report to the Legislative Policy Committee on a date certain, and to answer three questions:

1. Whether any Pasadena addresses, including foothill and canyon neighborhoods, fall inside the Arcadia or South Pasadena-Mission wire centers named in AT&T'S residential discontinuance application, or any other listed wire center. 2. What the Police and Fire Departments say about backup voice service when power is out and cell networks are strained, as they were during the Eaton Fire. 3. What position, if any, the City took when this issue came before the CPUC in 2024, and whether that position should be updated before the June 1,2027, discontinuance date.

I live in the Kinneloa Mesa neighborhood and my family and I were evacuated on January 7, 2025. The City's interest is Pasadena's. Linda Vista and the other foothill neighborhoods inside the city limits face the same outage and evacuation problem. A report that answers those three questions will tell the Committee whether a Council resolution is warranted.

Thank you for calling this a serious inquiry. A date certain is what keeps it that way.

Respectfully,
William Paparian
