Chair Madison and Members of the Legislative Policy Committee, My name is Marley and I am a tenant in Pasadena. I'm writing to tell you about my extremely negative experience encountering signature gatherers hired by a ballot measure committee called "PasadenaHousing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essentialtenant protections in Pasadena.

We encountered these petitioners multiple times outside ofVallarta on Orange Grove and each time they were extremely aggressive, and were being completely dishonest about what the petition included. They were telling people that it was a petition FOR rent control, when in fact it is exactly the opposite. When we pointed this out to them, they became irate and at one point store security had to come ask them to leave after they started yelling at us.

California Election Code § 1 8600 reads, in part, "Every person is guilty of a misdemeanor who: "(a)Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is presented for the person's signature."
If this measure makes it on to the ballot it will be under fraudulent circumstances, which makes a mockery of our election proceedings.

I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant Lying and manipulation is not welcome or tolerated in Pasadena.

Thankyou foryourtime!
Best,Marley

Chair Madison and Members of the Legislative Policy Committee, My name is Steven Wood and I am a tenant in Pasadena.I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena hlousing Providers," who are attemptingto qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena. Everytime I visit the grocery store (Ralph's on Lake) I am approached by a signature gatherer and blatantly tied to.I have seen the signature gatherers being trained and witnessed the trainer instructing the gatherer explicitly to lie about the contents of the ballot measure. The trainer told the gatherer to say "this ballot measure will strengthen rent control and if they ask "who is promoting the measure?" tell them Pasadena tenants union". These are provable Lies designed to trick Pasadenans. This blatant and intentional misleading of voters must be stopped. Chair Madison and Members of the Legislative Policy Committee, My name is Nicole Hodgson and I am a tenant in Pasadena. I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers/' who are attempting toqualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

On four separate occasions signature gatherers attempted to have me sign the petition sponsored by the Pasadena Housing Providers.

My first encounter with a signature gatherer was at my home. The signature gatherer said it was a petition/ ballot measure to end homelessness. After I read the petition statement I inquired further regarding who was sponsoring the petition and why does it state it will terminate sections in the charter amendment we currently have now for rent stabilization and just cause. The signature gatherer was unable/refused to provide information on who was sponsoring the petition. Additionally when pressed about how this helps the unhoused community the signature gatherer stated everyone tenant who is evicted gets money to move out. When I attempted to get clarification regarding everyone who is evicted will receive money under any circumstance the signature gatherer reiterated statement.

My second encounter with a signature gatherer was at Ralph's on South Lake. The signature gatherer stated it was for rent control. When pressed since we currently have rent stabilization the signature gatherer stated it is "for stronger rent control with more protections."
My third encounter was while in the parking lot of Ross in east Pasadena on Foothill. The signature gatherer insisted it was for rent control and stated Pasadena does not have rent control.

My fourth encounter was similar to my third encounter in the parking lot of Ralph's on Lake Avenue. The signature gatherer insisted it was for rent control and stated Pasadena does not have rent control.

California Election Code § 18600 reads, in part,

Chair Madison and Members of the Legislative Policy Committee, My name is Rashna and I am a tenant in Pasadena, District 5, and have lived in my home for over 11 years. I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

I encountered signature gatherers on a few occasions, twice they came to my home, once in front of Target, and once in front of Trader Joes on Lake Ave.At every encounter they provided false information regarding rent control in our city and are misleading people to collect signatures. One of them even said that Pasadena does not have rent control and this is to have rent control and more tenant protections, which we all know is false. At the Trader Joe's encounter one of the landlords was present with the signature gatherer. I expressed to them they are misleading people with false information and was able to prevent one person from signing who seemed uncertain about the information the signature gatherer was stating.

I am involved with the Pasadena Tenants Union and am very familiar with Measure H, so I did not sign and questioned them on their false and unethical practices. Unfortunately I noticed some people signing based on the false information, who are unaware about Measure H.

California Election Code § 18600 reads, in part,
"Every person is guilty of a misdemeanor who:
"(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents orintentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or whodesires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is presented for the person's signature."
I am extremely disheartened that this small group of landlords is spending so much time and money trying to repeal the current Pasadena rent control, which has only made it more fair for both tenants and Landlords. The greed of the landlords and false practices is something that needs to have consequences.

I urge you to investigate and prosecute the individuals who have propagated the false information about 1 this ballot measure and make itclearthatthis kind of blatant lying and manipulation is notwelcomeor tolerated in Pasadena. ThankYou.

Respectfully,

I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

Several times while at Ralph's, Whole Foods, and Target I was approached by petitioners asking me to sign a petition that was for rent control. They told me it would provide rent control in Pasadena, although Pasadena already has rent control. It wasn't until Later that I learned this petition was actually meant to weaken rent control and eventually abolish it. I feel these petitioners were lied to or told to be deceitful in order to collect signatures.

Chair Madison and Members of the Legislative Policy Committee, My name is Ash Riveire, I'm a tenant in District 2 and I've been living in Pasadena for about seven years now. I'm writing today to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

Over the course of the past few months, I encountered several petitioners around Pasadena gathering signatures for that measure. On one occasion, I was approached outside Vans by a petitioner who encouraged me to sign his petition "for rent control." I had heard about this already, so I asked him, "you're sure, this is for rent control?" and he replied "yes, this is to get rent control in Pasadena," as if we didn't already have it. Another time, I was approached outside Food 4 Less by a petitioner telling the same lie. There was another one with him following someone across the parking lot with his clipboard.

The other one asked the person he was following if they were registered to vote; when they replied no, he said "that's okay, I get paid per signature, can you help me out and sign anyway?" In fact I heard him using that line on multiple people as I was loading my stuff into the car, and unfortunately it seemed to be working. I heard from my friend a few days later that she had also run into a petitioner encouraging people to sign who were not registered to vote, this one outside Trader Joe's. As a result, I suspect that the number of invalid signatures on that petition is likely higher than average, and the signatures should be more closely scrutinized than usual.

California Election Code 18600 reads, in part,
Every person is guilty of a misdemeanor who:
a) circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is presented for the person's signature.

I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant lying and manipulation is not welcome or tolerated in Pasadena.

Chair Madison and Members of the Legislative Policy Committee, My name is Jacob Betts and I am a tenant in Pasadena. I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

I spent several shopping trips being hounded by signature gatherers over the previous few months. They would approach me with statements that ranged from misrepresentative to downright untrue.

Frequently, they would gather attention by saying "sign here so Pasadena can get rent control" or"help us protect rent control." This was a naked attempt to gather the signatures of people who support rent control for a ballot measure designed to weaken the very thing they were told they were signing to support. "Help us get rent control" is a particularly egregious statement, given that we currently have rent control and a passerby would naturally hear that and figure that we must not.

As one example, I was approached by a man outside ofVons who asked me if I was a landlord or a tenant. After I told him that I was a tenant, he said "Good, you'll love this measure. It makes landlords pay three times as much." This statement is not reflected anywhere in the proposed measure. It neither creates a system that requires Landlords to pay more money, nor is it written in a way that will create theconditions for landlords to pay more money. He simply knew that I was a tenant and was willing to say anything that would make me sign the petition, even if doing so was a direct lie.

Thankfully I did not sign, but I shudder to think about the amount of people who did so because they were misled or lied to. Underhanded methods like this are a perversion of democracy, and the moral conscience of Pasadena is too upstanding to allow behavior Like this to go ignored.

California Election Code § 18600 reads, in part,
"Every person is guilty of a misdemeanor who:
"(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is 1 presented for the person's signature."
I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make itclearthatthis kind of blatant lying and manipulation is notwelcome or tolerated in Pasadena.

I encountered signature gatherers in several Locations in Pasadena but I want to tell you about one particular case that happened at my local Vans at W. California Blvd. & S. Pasadena Ave. A person with a clipboard approached me as I walked to the store. He asked if I was a registered voter in Pasadena. I said, yes. He then asked me to sign a petition "for rent control." When I explained that we already have rent control in Pasadena, he said, "right, but this is to make it stronger!" I calmly explained to him that this is untrue and that it's actually to repeal rent control. He insisted that I was wrong. That's when I asked him to unfold the petition (he had the petition language hidden so only the signature lines werevisible) and I read to him outloud from the City Attorney's Title & Summary about the things that would be repealed, including the repeal of the entire measure on January 1, 2039.

He looked at me somewhat sheepishly and after a long pause said, "Well, no one will vote for it anyway." "So you know you're lying to people?" I asked, and he walked away.

Hi Legislative Policy Committee members,
I just wanted to Leave a comment regarding my experience with the canvassers for the "Pasadena FairHousing Charter Amendment" measure.

I found the experience very sketchy to say the least. They knocked on my door and asked if I would sign fora ballet measure for rent control for in Pasadena. This confused me, because I knew we already had rent control because I remembered signing the petition for it and voting for it and the yard signs and the advocacy from the tenants union all that.

When I said, "but we already have rent control!" they then pivoted to saying that it would Imit rent increases to 3%. I asked them if theywere with the tenant's union and they didn't say anything. The whole interaction was very sketchy. They knew very little about the history of rent control in Pasadena and were frankly very uninformed. Needless to say, I didn't sign it but I think one of my neighbors didbefore I could warn them. I contacted people who I know who worked on the campaign and they confirmed that it was a measured back by the Landlords.

I thought the whole thing was/is extremely dirty politics. 1 Sabha, Tamer

Dear members of the Legislative Policy Committee,
My name is James dark and I have lived as a tenant in district 5 for 16 years, as well as growing up here in the 80s.

I was approached by a signature gatherer in the parking lot of the Ralphs on Lake and Walnut and askedto sign a petition to support an initiative to "improve" rent control in Pasadena. I let the signature gathererknow that I was aware of the measure and that its proponents were landlord lobby groups trying to weaken rent control. The signature gatherer tried to engage me to convince me that the measure wasactually designed to help tenants and strengthen rent control. I don't know if the gatherer believed the misleading talking points he was using or not. Being familiar with the signature gathering process I'm aware how easilyworkers can be misled about the measures they are gathering signatures for.

I had similar experiences with misinformation and outright lies by the opposition campaign to Measure Hin 2022.1 received a professional campaign mailer that claimed to include quotes from renters about their opposition to Measure H but the individuals quoted were actually landlords who were well known in the public debate about Measure H.

Lying to voters in order to pass a ballot measure is a crime and I urge you to investigate and prosecute those responsible. We have seen the landlord Lobbies spend vast sums of money and time on media, Lawsuits, PR, and now misleading ballot measures, using every means at their disposal to weaken Measure hi. These landlord lobbies and professional associations advised many landlords in Pasadena to ignore Measure hi until the lawsuits were settled, even after the judge mandated that the measure be enforced during the Litigation. My own landlords were among those who ignored the Law and illegally collected excess rent from tenants after the rent rollback was implemented. If these organizations and individuals are not held accountable for breaking the law, they will continue to do so in any attempt to increase the profits for landlords in Pasadena.

Thankyouforyour attention,James dark

Hi Mark,
I was out shopping when a signature gatherer approached me with a petition. When I asked them what the petition was for, they said, "It's for rent control." The city already has rent control so this surprised me. I asked further about the petition language regarding Repealing and Replacing Rent Stabilization and Eviction Protections in the Pasadena City Charter And Repeal Ordinance 7417, the gatherer replied that it would repeal and replace the fair housing council or department (they didn't seem to know which) and make sure that an independent board would be in place that is just tenants and landlords and not run by the city. As far as I know, the PRHB operates independently from the city and the Fair Housing Department is a city agency but doesn't oversee rent control and stabilization.

Further, their pitch that "tenants still have equal representation" is misleading. The board currently has more tenant board members than landlords and this petition would, if passed, reduce tenant membership. If there is existing equal representation as their statement implies, reducing membership would not preserve equal representation.

I am very concerned by incorrect claims about the petition's purpose and urgently request action by thecity to prevent further misinformation. ((
I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant lying and manipulation is not welcome or tolerated in Pasadena.
1 Sincerely,
Dan

Chair Madison and Members of the Legislative Policy Committee, My name is Sam Berndt and I am a resident of district 5.

I have two personal incidents of misinformation from paid signature gatherers, and can say second handof another.

The first happened at Vallarta on Fair Oaks and Orange Grove on Friday, 7/10. I had noticed the signature gatherer had said to another person that the petition was for rent control and so I approached them. The gatherer had said to me that the petition was for rent control and asked me to sign. I asked for more details and they mentioned that it would cap rent increases by $181 per year, pointing to the cap on landlord fees at $181 peryear. I corrected them, to which they doubled down. I pointed out that the ballot initiative would decrease the amount of renters on the housing board and is seekingto replace Measure H, the measure that brought us rent control. They said that they were a renter and wouldn't bedoing this if it wasn't for rent control. I informed them they are being misled and that this initiative is led by Pasadena Housing Providers, a group made up of predominantly landlords. They informed me they drove approximately 30 minutes to get paid to collect these signatures.

On Monday, 7/13 I had someone knock on my door asking me to sign the petition for rent control. I asked if it was for rent control and they said yes. I asked who they worked for and they said Pasadena hlousing Providers. They said that the current system has equal tenants and Landlords and this would make it so there are more tenants. They claimed it would cap rent increases at 3%. I asked for their petition and showed how what they were saying was misinformation. It is unclear whether they realized at the time that they were spreading misinformation, but later justified it because they were getting paid so well for it and there were no other good paying jobs available to them. 1 Second hand, my partnerwas approached at Ralphs on 6/24 by someone who was collecting signatures for this petition. They asked "Would you like to sign a petition for rent control?" My partner responded:
"Oh, to keep rent control?" The signature gatherer replied, "Yes."I want to be clear that I hold no ill will towards these workers. However, it is unacceptable that PasadenaHousing Providers are either providing misinformation to their workers or incentivizing their workers toprovide misinformation in order to gather signatures.

I would appreciate those responsible for misrepresentation of the ballot initiative be held accountable.

Thanks,
Sam Berndt

Chair Madison and Members of the Legislative Policy Committee, My name is Rene Handley-Arriaza and I am a renter here in Pasadena.I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

They came to my apartment. There's a no soliciting policy. I opened a window that leads to the landing, I live on the second floor, and asked point blank, "Are you endorsed by the Pasadena Tennants Union?" The person tried to sidestep the question. I very directly asked for, "Yes or No?" Instrad of answering they tried to say their script about renter protections, I cut the person off and closed the window and emailedthe PTU.

No point in listening to a spiel about "protecting me" when that canvasser/ solicitor is likely being paid by the very people who opposed and continue to chip away the MEASURE THAT PASADENA VOTERS PUT IN PLACE. Your constituents that are not at the city council meeting because they are busy or burnt out by trying to have their badic needs met and are in survival mode so they don't have the privilege to take time away to exert and express their civic rights on the terms of the dominant status quo system. How much weight do you all give the noisy corporate business of home managers over the people who LIVE, pay taxes, and don't reap the benefits of said taxes? For every noisy corporate Chad there are hundreds of renting families. Some of which are climate change refugees: Eaton Fire.

Why would you Lend them more weight? They don't do the bare basics now. I'm pretty sure there's been an environmental issue with our building since I moved in 10 years ago... For sure since 2023/2024. Then the interiors and duct work were never cleaned after the fires. My next door and shared wall neighbor died at the age of 36 this past July. In our complex there are 2 buildings, 12 units total. In the 10 years I've been here, there have been 9 serious illness and/or deaths. The deaths are 3. It wouldn't surprise me if there's something here that shouldn't be here, something contributing but we go ignored when asking reasonable questions such as, Do you have a record of...?" When still had the functional capacity I attempted to communicate as a partnering tennant. Still, years later to my work orders, communications, and/or letters of inquiry continue to be unanswered. I asked for information about abestos abatement on the popcorn ceeling so that based on that answer I could 1 ask to scrape and resurface the celing to help with dust. NO ANSWER, so that I could partner to fix the problem.

After measure G was passed. I posed that they look into the annual deposit interest being paid.Aren't tenants supposed to get interest paid annually. I can't even get a straight answer on how much was the deposit because when we started I was naive. There was one contact, a calculation was messed up, then there was a correction. I think they documented this incorrctly. It was a money order and I cant find my reciepts. I trusted that the businesses had integrity and ethics. They act like they don't keep records.

I have a work order that's not been resolved since November of 2025. It's about SAFETY. Nails are sticking up out of my carpet. It was suggested to me to put a rug over it.

So why would you ever give bad actors more grace than they already have. It's laid out in front of you. Achoice to not address and investigate the people funding these signature gathering campaigns isachoice of apathy and a continuation of the dominant narrative. That is an unfortunate take on ourcollective values. The integrity isn't here. The people funding and underwriting the payroll need to be heldaccountable for willfully allowing misrepresentation.

California Election Code § 18600 reads, in part,
"Every person is guilty of a misdemeanor who:"(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or whodesires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it ispresented forthe person's signature." I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant lying and manipulation is not welcome ortolerated in Pasadena.
