Dear members of the Legislative Policy Committee;
Thank you for this opportunity to discuss the Pasadena Fair hlousing Charter Amendment.

I am the proponent of this initiative, and I am happyto say that some 29,000 Pasadenans signed ourpetition to let Pasadena residents vote on continuing to protect tenants, while making the Rent Board better informed, more fair, more balanced, and more accountable.

In late 2025 and early 2026, Pasadena Housing Providers carried out professional surveys (attached) which showthat Pasadena's voters support:
•
A balanced Rent Board with an equal number of tenants and landlords Extended protections for homeowners
Voter re-approval of the initiative in 2038
Maintaining protections on existing tenanciesMaintaining existing restrictions on rent increases A cap on fees for Landlords
We look forward to giving Pasadena voters an opportunity to have their say in 2028.

Chair Madison and Members of the Legislative Policy Committee, Hello,
My name is Liberty McCoy and I am a tenant in District 5, and I grew up in District 1 . I unfortunately cannot be at the meeting today as I am ill but I wanted to write to you about my experiences with signature gatherers hired by Pasadena Housing Providers. I was a volunteer signature gatherer for Measure H (I did not get paid) so their conduct was particularly appalling to me.I have video taken on my phone of both incidents but I will just describe them. I was texted by another tenant that they were having the police called on them at a Pasadena Target by one of the hired signature gatherers. Their crime? They were "impeding a petition" by silently standing and holding up a sign that urged people not to sign near the entrance. The person who called the police was not satisfied wasting police time but continued to loudly berate us for again silently handing out flyers in different areas of the front of the Target. They repeatedly told people this measure was for rent control.

The next incident occurred when I was entering the Stater Bros in Pasadena (again I have this on video) the signature gatherer told me repeatedly that rent control was going to end in Pasadena on September 30th. That this ballot measure would preserve it. When I showed them on my phone how this was not true, that the rent control rate was changing on October 1 st they made several rude comments and then packed up and left.

I also had individuals text me about the lies and harassment of people by these gatherers, as they knew I was involved in Measure H. For instance my brother texted me about a signature gatherer telling people this was for rent control, to preserve it, also at a local supermarket. I also read stories of lies told by signature gatherers on Pasadena Reddit and saw the video of my own council member when she was asked to sign their petition. Vice Mayor Rivas detailed the lies she was told on her social media.

California Election Code § 18600 reads, in part,"Every person is guilty of a misdemeanor who:
"(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who 1 Sabha, Tamer

Chair Madison and Members of the Legislative Policy Committee, My name is Michael Sigman and I am a long-time resident and tenant in Pasadena. I am writingto tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena, as their behavior has been repugnant and illegal.

Aside from the signature gatherers peddling a false narrative that my wife and I encountered at multiple shopping venues within the Pasadena city limits, they had the nerve to spread falsehoods door-to-door in our neighborhood as well. These paid signature gatherers came knocking on our doorthree times (that we are aware of), and each time they falsely claimed the same thing: "if you support rent control in Pasadena, then you should sign this petition." Luckily, we already knew the law after Measure H passed handily in Pasadena, and I informed these signature gatherers that we already have voter-approved rent control in the city of Pasadena. On each occasion, the response from the signature gatherer was the same: "no you don't, this is the petition to support rent control." They were unreceptive to the idea that their petition would weaken tenant rights, likely because they were incentivized to get signatures no matter the truth. Clearly these paid signature gatherers were being coached to spread false information about the city intentionally.

California Election Code §18600 reads, in part,
"Every person is guilty of a misdemeanor who: "(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is presented forthe person's signature." I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant lying and manipulation is not welcome or tolerated in Pasadena.

Chair Madison and Members of the Legislative Policy Committee, My name is Bin Lee and I live near Octavia E Butler school. I am writing to tell you about my experience encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

A few months, I was shopping at Vallarta, and there was a person there gathering signatures. I asked what it was for, and they said it was "to protect renters". This confused me because I knew about Measure H passing and knew that if there were any new measures to help renters, I would hear about it from Pasadena Tenants Union and other like-minded organizations. I pretended that I had already signed, and went in to shop. Afterwards, I asked friends about this, I felt angry, that this was a very misleading ploy to get this measure on the ballot.

California Election Code §18600 reads, in part,
"Every person is guilty of a misdemeanor who: "(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is presented for the person's signature."

Hello, my name is Michael and I am a tenant in Pasadena Council District 7.1 am writing today to tell youabout my experiences encountering signature gatherers hired by a ballot measure committee called "Pasadena Housing Providers," who are attempting to qualify a measure for the ballot to weaken and eventually repeal essential tenant protections in Pasadena.

Over the course of the past several months, I have encountered several different signature gatherers in and around my district. Outside both the Vromans and Target on Colorado Blvd, on top of the parking structure at Del Mar & Lake, and several times outside the Ralphs on Lake. Each time I encounteredthem, I was asked if I wanted to support "fair housing" and that they were gathering signatures "for Rent Control." When questioned, these individuals would give the same talking points: that the rent control was either expiring, or that Pasadena "doesn't have rent control." To the latter, when I responded"Yes we do, we passed Measure hi severalyears ago,"the gatherer responded that that "wasn'ttrueforthe city of Pasadena" and expected me to just move on. I warned people in their vicinity not to sign their petitions because they were being lied too whenever I could. Another signature gatherer approached my partner outside our apartment building as well, and when told we already have rent control, she simply walked off angrily.

I'd also like to add that there has been a well-documented history about the types of interactions people have had with these signature gatherers on the Pasadena sub-reddit the past couple months, includingphotographic evidence of the talking points they were given to mislead people while gathering signatures duringthis entire process.

California Election Code § 18600 reads, in part,Every person is guilty of a misdemeanor who:
(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresentsor intentionally makes any false statement concerning the contents, purport or effect of the petition, orthe petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, orwho is requested to sign, orwho makes inquiries with reference to it, or to whom it is presented for the person's signature.

I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant lying and manipulation is not welcome or tolerated in Pasadena.

Chair Madison and Members of the Legislative Policy Committee, My name is Karin Rice and I am a renter in Pasadena.

A few weeks ago a canvaser trying to collect signatures for a proposed ballot measure called "Pasadena Housing Providers," knocked on doors at the apartment complex I live in on Los Robles Ave. I was already aware that there was a propose measure that would weaken Pasadena's rental protections put in place with the passage of Measure H in 2022.

The canvaser told me that the new measure would strengthen the existing tenant protections. We had a 10-15 minute discussion during which I asked who was behind the measure (he gave me a website with a benign name) and why we needed to change any part of Measure H. I let him know that I was very happy with the protections now in place. Hereiterated that the proposed measure would increase tenant protections. I told him I would look it all up but wouldn't sign anything because I already knew that this proposed measure would not in fact strengthen Measure H's protectionsfor renters.

I'm frustrated by the deceptive attempt to gain signatures to put this measure on the ballot. This blatant deceptionneeds to be addressed.

California Election Code § 18600 reads, in part,"Every person is guilty of a misdemeanor who:
"(a) Circulating, as principal or agent, or having charge or control of the circulation of, or obtaining signatures to, any state or local initiative, referendum or recall petition, intentionally misrepresents or intentionally makes any false statement concerning the contents, purport or effect of the petition, or the petition's Official Top Funders disclosure required by Section 107, to any person who signs, or who desires to sign, or who is requested to sign, or who makes inquiries with reference to it, or to whom it is presented for the person's signature." I urge you to investigate and prosecute the individuals who have propagated the false information about this ballot measure and make it clear that this kind of blatant lying and manipulation is not welcome or tolerated in Pasadena.

Respectfully,
Karin Rice
