Hello Municipal Services Committee,
I'm writing to urge you to reject the proposal of the addition of putting Al cameras on trash trucks. We can usethe money and invest resources to empower residents to collectively address property issues and providing assistance to residents who may need to help with the upkeep with their homes.
I have serious concerns about potential third parties, access and privacy, data retention policy, data security, function creep, and the addition of yet another Al-powered surveillance tool. I'm also concerned about the potential for the cameras to use Al to document code violations and assign blight scores to Pasadena homes.
This usually disproportionally affects lower income residents.
I genuinely don't understand how this will help with illegal dumping because it can occur at all hours of the day and not when the trucks are out and about. Please reject the proposal.
Thankyou!Maggie chen(91107)

This has to be satire, right? Keep intrusive cameras off garbage trucks driving down our streets.A concerned resident, Joseph Roelle

Hello,
I am a Pasadena resident and I'm writing to express by concern with the proposal to put Al-enabled surveillance technology on citytrash pickup vehicles.
This solution severely degrades the privacy of city residents and visitors and does not in itself address anyissues with regard to refuse collection. I do not support this proposal and know that I speak for most Pasadena residents in my opposition.
The use of Al-enabled surveillance should be a last resort for resolving any municipal issue rather than a first resort.
The use of similar technology by the city of Dallas has turned city service vehicles into de-facto code enforcement units that disproportionately target less well-off and marginalized residents. In addition to the racial and economic profiling of residents, there are considerable privacy concern. There is no detail in theproposal about how this surveillance data will be managed or protected from unauthorized access by otherparties. The mere existence of such data could make it the subject of a subpoena by federal immigration enforcement authorities who already have access to eye-wateringly broad amounts of personally identifiable information on citizens and their movements.Pasadena does not need to go down this route. There are innumerable other solutions that don't create apermanent data trail of every square inch of the city that is visible to refuse vehicles.
Best,
Michael "Oz" Smith

Municipal Services Committee,I am writing to oppose adding surveillance cameras to the refuse truck fleet.f\s you are aware, the 4th Amendment to the Constitution guarantees the right of the people to be secure in their personsand prohibits unreasonable searches. Unwarranted surveillance constitutes intrusion into the lives of citizens and is anunreasonable search.Pasadenans are rightly concerned about governmental overreach and the surveillance state. Pasadena has thrived formany years without surveillance cameras on refuse trucks, please find a better way to allocate those funds. Thank you,Mike Dieffenbach Pasadena, CA 91104

Pasadena just can't find enough places to put Al-powered surveillance cameras. The Council is proposing to turn City-owned refuse trucks into roving surveillance that records and stores video of every street, home and person in our community. The Department of Public Works' presentation today was on how they intend to do just that. The presentation is vague on details, and Pasadena Privacy has serious concerns about potential third parties, access and privacy, data retention policy, data security, function creep, and the addition of yet another Al-powered surveillance tool in the continued absence of a City policy on the use of artificial intelligence. We're also concerned about the potential for the cameras to use Al to document code violations and assign blightscores to Pasadena homes. The use of these cameras as virtual code inspectors in cities such as Dallas has functioned as a tax that disproportionately impacts lower income residents. Resources should instead be invested in empowering residents to collectively addre'ss property issues impacting the quality of life in theirneighborhood and providing assistance to residents who may need help with the upkeep of their homes.
