This is in regards to Item 12 Refuse Truck Camera Policy Presentation.

I have serious concerns about adding surveillance cameras to the refuse truck fleet. This is unacceptable and invades privacy. The people of Pasadena do not want this.

Why in the world would you think it is acceptable to put Al cameras on garbage trucks to spy on people?! This is insanity. Everyone involved should have a Live feed available to the public facing directly at their house. -Sam

With all due respect, I would love it if the City of Pasadena would stop surveillance of me, my family, my neighbors... all of Pasadena residents and taxpayers.

Kind regards,
A concerned Pasadena resident.

Municipal Services Committee,
As a resident and homeowner in Pasadena, I stronaly oppose any surveillance project within the city, including FLOCKALPR cameras and turning garbage trucks into roaming surveillance vehicles. This does not belong in Pasadena, and any elected member supporting these initiatives will not get my vote! To whom it may concern,This is a very concerning matter. Having cameras on refuse trucks is a real invasion of privacy. As a concerned resident, pleaseconsider your own home being tracked. Watched though you've done nothing worthy of being watched. Time money and effort are also a concern. Who pays, who has access. It's gone to far. No cameras! Thank you,Shelly Gurzi

Members of the Municipal Services Committee and Pasadena City Council, I am a Pasadena resident writing to express my concerns about the continued expansion of surveillance technology in our community, including the City's use of automated license plate reader (ALPR) cameras and the proposed installation of Al-powered surveillance cameras on City refuse trucks.

Regarding ALPR/Flock cameras, I am concerned about the scope of the existing program, the placement of cameras, how long vehicle data is retained, who can access that information, and whether data can be shared with other agencies or third parties. I also believe residents deserve clear and accessible information about how the system is being used and what safeguards are in place.

I am equally concerned about Item 12, "Refuse Truck Camera Policy Presentation." Turning City garbage trucks into mobile surveillance platforms could result in the routine recording of streets, homes, vehicles, and people throughout Pasadena. Before expanding this type of surveillance, I believe the City should clearly establish:
• What exactly the cameras will record and whether they will use facial recognition, license plate recognition, or other Al analysis; • How long video and associated data will be retained; • Who will have access to the recordings and under what circumstances; • Whether information will be shared with law enforcement, other government agencies, contractors, orthird parties; • What cybersecurity protections will be required; • What limitations will prevent the technology from being repurposed for unrelated purposes; • Whether Al will be used to identify alleged code violations or assign property "blight" scores; •What oversight, auditing, and public reporting will be required; and • What process residents will have to challenge or obtain information about surveillance records involving them or their property.

I am particularly concerned about function creep, the possibility that technology introduced for one purpose gradually becomes a tool for additional forms of monitoring or enforcement. 1 Before Pasadena adds another Al-powered surveillance system, I believe the City should have a comprehensive, publicly available policy governing the acquisition, use, access, retention, sharing, security, and oversight of these technologies.

I respectfully ask the Committee and City Council to prioritize transparency and meaningful public inputbefore moving forward with the proposed refuse truck camera program or expanding the City's surveillance capabilities.

Thankyou for considering the concerns of Pasadena residents.Sincerely, Ciaadia
