Date: August 15, 2023
Facts
1. On March 4, 2020, Governor Newsom declared a state of emergency due to the novel coronavirus COVID-19. In an effort to reduce the spread of COVID-19 at public meetings, on March 17, 2020, Governor Newsom signed Executive Order No. N-29-20, which suspended many of the Brown Act’s requirements for teleconferencing during the COVID-19 pandemic, provided that specified notice and accessibility requirements are met, and that members of the public are allowed to observe and address the legislative body at the teleconference meeting.
2. On June 11, 2021, Governor Newsom issued Executive Order N-08-21, which extended the provision of Order N-29-20 concerning the conduct of public meetings through September 30, 2021.
3. In September 2021, the Governor signed Assembly Bill (AB) 361. AB 361 amended the Brown Act to allow continued flexibility for public meetings following the expiration of the Governor’s Executive Order.
4. With the passage of AB 361, still in effect, local agencies are allowed to continue to conduct remote (teleconference) meetings, provided local agencies comply with specified requirements. The provisions of AB 361 regarding remote meetings provide that public bodies may continue to meet remotely so long as state or local officials have imposed or recommended measures to promote social distancing. Staff recommends that the Council reaffirm Resolution 23-018 with findings that state or local officials have imposed or recommended such measures to promote social distancing, and that otherwise meets the requirements of AB 361. Additionally, AB 361 added new procedures and clarifies the requirements for conducting remote (teleconference) meetings, including the following:
a. Public Comment Opportunities in Real Time: A legislative body that meets remotely pursuant to AB 361 must allow members of the public to access the meeting via a call-in option or an internet-based service option, and the agenda for the remote (teleconference) meeting must provide an opportunity for members of the public to directly address the body in real time. A legislative body cannot require public comments to be submitted in advance of the meeting.
b. No Action During Disruptions: In the event of a disruption that prevents the local agency from broadcasting the remote (teleconference) meeting, or in the event of a disruption within the local agency's control that prevents members of the public from offering public comments using the call-in option or internet-based service option, AB 361 prohibits the
City Council Agenda August 15, 2023
legislative body from taking any further action on items appearing on the meeting agenda until public access to the meeting via call-in or internet-based options is restored. c. Periodic Findings: To continue meeting remotely pursuant to AB 361, a legislative body must make periodic findings concerning the declared emergency and its effects. AB 361 will sunset on January 1, 2024.
The City of Paso Robles has already made it a practice to fulfill requirements a. and b. listed above in carrying out public meetings citywide since the outset of the COVID-19 outbreak in an effort to serve the public well by providing opportunities for public participation and transparency.
5. On March 7, 2023 City Council approved Resolution 23-018 which reaffirms the recommendations from CalOSHA and the CDC as the basis for continuing to meet remotely only or in a hybrid format.
6. As required by Gov. Code § 54953(e)(G)(3), the City Council must reaffirm these findings every 30 days for as long as the City is conducting remote (teleconference) meetings. It should be noted that the reaffirmation of Resolution 23-018 does not prohibit conducting a traditional or hybrid meeting if the circumstances of the declared health emergency change.
Options
1. Take no action;
2. Reaffirm Resolution 23-018 as required by Gov. Code § 54953(e)(G)(3); or
3. Provide alternative direction to staff.
Analysis and Conclusions
Taking no action on this item would require the City to return to conducting meetings according to the unamended requirements of the Brown Act. Reaffirmation of Resolution 23-018 would allow the City to continue remote (teleconference) or hybrid meeting formats while complying with the requirements of AB 361 and would exclude the need for teleconference locations to be provided as part of the public notice and agenda for public meetings.
Fiscal Impact
There are additional costs to conduct meetings remotely; however, the City has already incurred most of the described costs, as City has been meeting pursuant to AB 361 for many months. Primarily the costs relate to the use of Call-In Studio, the cloud-based call-in platform that the City has been using to take public comments via phone, in order to provide the public with an alternative to in-person participation.
In addition, there are associated staffing costs required to provide coverage of the Call-Studio call-in line during the meeting. Call-In Studio should be ongoing regardless of the decision to reaffirm this resolution, as there is a meeting accessibility benefit to the public in allowing remote public comments by phone, whether holding meetings remotely, in a hybrid format, or in-person only.
CEQA
This action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15061, subd. (b)(2)-(3), 15378.
Recommendation
(Option 2)
Reaffirm Resolution 23-018 allowing for the continuation of hybrid remote (teleconference)/in-person public meetings citywide pursuant to the requirements of AB 361.

Subject: Designation of Voting Delegates and Alternates for the 2021 League of California Cities Annual ConferenceCEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Date: August 15, 2023
Facts
1. The League of California Cities Annual Conference is scheduled for September 20-22, 2023 in Sacramento. At this meeting, the League membership considers and acts on resolutions that establish League policy.
2. For the City to have a vote at the Annual Business Meeting, the City Council must designate a voting delegate.
3. Up to two alternate voting delegates may also be appointed, who may vote if the designated voting delegate is unable to attend the meeting or otherwise serve in that capacity.
4. This year, the League of California Cities did not receive resolutions to be considered at the Annual Conference.
5. A petitioned resolution can still be submitted during the Annual Conference and would need to be considered and voted on during the business meeting.
Options
1. Take no action.
2. Approve a voting delegate and up to two alternates.
3. Amend or modify or reject the above options.
Analysis and Conclusions
Consistent with the League of California Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the City Council. Typically, the delegate will vote on resolutions that take a position on municipal issues of statewide importance. This year, the League of California Cities did not receive resolutions to be considered at the Annual Conference. Although no resolutions were received, a petitioned resolution can still be submitted during the Annual Conference and would need to be considered and voted on during the business meeting. Therefore, it is necessary to appoint a voting delegate and alternate voting delegate.
Past practice has been to has been to name Councilmember Fred Strong as the voting delegate and Mayor Steve Martin as the alternate. Mayor Martin is not planning to attend the conference this year and as such, the attached resolution names Councilmember Fred Strong as the voting delegate and Mayor Pro Tem John Hamon as the alternate voting delegate.
City Council Agenda August 15, 2023
Should the Council wish to appoint a different voting delegate or alternate voting delegate then what is included in the attached resolution, this item will need to be removed from the consent agenda for separate discussion and consideration.
Fiscal Impact
No fiscal impact is anticipated with establishing a voting delegate.
CEQA
The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.

TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Sept. 20-22, 2023, Sacramento SAFE Credit Union Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Sept. 22, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Please complete the attached voting delegate form and email it to Cal Cities office no later than Monday, August 28.
New this year, we will host a pre-conference information session for voting delegates to explain their role. Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide preconference communications with voting delegates.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. When completing the attached Voting Delegate form, please attach either a copy of the council resolution that reflects the council action taken or have your city clerk or mayor sign the form affirming that the names provided are those selected by the city council.
Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
Council Action Advised by August 28, 2023

City Council Agenda August 15, 2023
Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration is open on the Cal Cities website.
For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.
Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. 1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.
2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.
3. Registering with the Credentials Committee. The voting delegate, or alternates, may pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they will receive a special sticker on their name badge and thus be admitted to the voting area at the General Assembly.
4. Signing Initiated Resolution Petitions. Only those individuals who are voting delegates (or alternates), and who have picked up their city’s voting card by providing a signature to the credentials committee at the voting delegate desk, may sign petitions to initiate a resolution.
5. Voting. To cast the city's vote, a city official must have in their possession the city's voting card and voting tool; and be registered with the credentials committee. The voting card may be transferred freely between the voting delegate and alternates but may not be transferred to another city official who is neither a voting delegate nor alternate.
6. Voting Area at General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
7. Resolving Disputes. In case of dispute, the credentials committee will determine the validity of signatures on petitioned resolutions and the right of a city official to vote at the General Assembly.

City Council Agenda August 15, 2023
Sixty days before the
Annual Conference and
Expo, Cal Cities members
may submit policy
proposals on issues of
importance to cities. The
resolution must have the concurrence
of at least five additional member cities
or individual members.
How it works: Cal Cities
Resolutions and the General Assembly
General Assembly
General Resolutions
Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure that we are representing California cities with one voice. These policies directly guide Cal Cities advocacy to promote local decision-making, and lobby against statewide policy that erodes local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how Resolutions and the General Assembly works.
The petitioned resolution
is an alternate method
to introduce policy
proposals during the
annual conference. The
petition must be signed by
voting delegates from 10% of member
cities, and submitted to the Cal Cities
President at least 24 hours before the
beginning of the General Assembly.
Petitioned Resolutions
The Cal Cities President
assigns general resolutions
to policy committees where
members review, debate,
and recommend positions for
each policy proposal. Recommendations are
forwarded to the Resolutions Committee.
Who’s who
The Resolutions
Committee includes
representatives from
each Cal Cities diversity
caucus, regional
division, municipal
department, policy
committee, as well as
individuals appointed by
the Cal Cities president.
Voting delegates
are appointed by each
member city; every city
has one voting delegate.
The General Assembly
is a meeting of the
collective body of
all voting delegates —
one from every
member city.
Seven Policy
Committees meet
throughout the year to
review and recommend
positions to take on
bills and regulatory
proposals. Policy
committees include
members from each Cal
Cities diversity caucus,
regional division,
municipal department,
as well as individuals
appointed by the Cal
Cities president.
During the General Assembly, voting delegates
debate and consider general and petitioned
resolutions forwarded by the Resolutions Committee.
Potential Cal Cities bylaws amendments are also
considered at this meeting.
Cal Cities policy
development is a
member-informed
process, grounded
in the voices and
experiences of city
officials throughout
the state.
For more information visit www.calcities.org/general-assembly Prior to the Annual Conference and Expo
Resolutions Committee
The Resolutions Committee
considers all resolutions.
General Resolutions approved1
by either a policy committee
or the Resolutions Committee
are next considered by the General
Assembly. General resolutions not approved,
or referred for further study by both a policy
committee and the Resolutions Committee
do not go the General Assembly. All
Petitioned Resolutions are considered by the
General Assembly, unless disqualified.2
• Voting delegates will receive increased communications to prepare them for their role during the General Assembly.
• The General Assembly will take place earlier to allow more time for debate and discussion.
• Improvements to the General Assembly process will make it easier for voting delegates to discuss and debate resolutions.
What’s new in 2023?
During the Annual Conference and Expo
1 The Resolution Committee can amend a general resolution prior to sending it to the General Assembly. 2 Petitioned Resolutions may be disqualified by the Resolutions Committee according to Cal Cities Bylaws Article VI. Sec. 5(f).

City Council Agenda August 15, 2023
Council Agenda Report
From: Ryan Cornell, Administrative Services Director/City Treasurer Subject: Approval of General Obligation Bond Tax Rate for Fiscal Year 2023-24 CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Date: August 15, 2023
Facts
1. On June 5, 1998, the voters of the City authorized the issuance of general obligation bonds (GO Bonds) in the amount of $38 million for the purpose of providing funds for certain municipal improvements.
The City’s first debt service payment was made on February 1, 2003.
2. In 2007, and again in 2019, portions of the GO Bonds were refinanced to reduce annual debt service costs and reduce taxes to property owners.
3. As of June 30, 2023, the outstanding GO Bond principal balance was approximately $8.3 million, with average total debt service payments of $2.25 million per year, until Fiscal Year 2027-28, which at that time, the debt will be fully retired, and no further taxes will be levied.
4. Pursuant to Government Code Section 43632, the City Council is required to levy and collect taxes sufficient to pay the principal and interest on the GO Bonds due and payable in the upcoming fiscal year. As such, annual debt service requirements for the GO Bonds are funded from the levy of an ad valorem property tax.
5. Per the County Auditor-Controller’s Office, the net secured assessed valuation for FY 2023-24 is $6,178,261,331, and $324,289,481 for the unsecured roll. Thisresults in a total net assessed valuation increase of 7.72% when compared to the previous fiscal year.
Options
1. Take no action;
2. Approve the General Obligation tax rate for Fiscal Year 2023-24;
3. Maintain the tax rate at the current level;
4. Provide alternative direction to staff.
Analysis and Conclusions
For Fiscal Years 2001-02 through 2004-05, the City levied the maximum (self-imposed) tax rate of $0.1775 per $100 assessed valuation in order to establish a debt service reserve. As of June 30, 2023, the bond reserve account had an approximate balance of $2,314,258. Since FY 2004-05, the City has slowly reduced its effective tax rate to only collect what is necessary to pay back GO debt obligations. Setting the general obligation bond tax rate on secured valuations at $0.0372 per $100 will, along with the unsecured rate being set at last year’s secured rate, will generate approximately $2,251,500, the exact amount needed to pay for the GO Bond debt service in FY 2023-24. In other words, the recommended tax rates are set to collect only the amounts needed to pay the debt service.
City Council Agenda August 15, 2023
Fiscal Impact
The tax rate recommended for Fiscal Year 2023-24 is $0.0345 per $100 secured assessed valuation, or $34.50 per $100,000 secured assessed valuation. The tax rate for unsecured assessed valuation is automatically set at the prior year secured tax rate: $0.0372 per $100 unsecured assessed valuation or $37.20 per $100,000 unsecured assessed valuation. Based on the assessed valuation provided by the County, the City will collect $2,251,500 in GO Bond taxes, which is the exact same amount of GO Bond debt service for FY 2023-24. Prior tax rates for secured assessed valuations are as follows:
Fiscal Year Tax Rate Fiscal Year Tax Rate
2002-03 $0.1775 2013-14 $0.0696
2003-04 $0.1775 2014-15 $0.0663

City Council Agenda August 15, 2023
Council Agenda Report
From: Angelica Fortin, Community Services Director
Subject: Approval of Application for the California Community Resilience Centers Grant Program CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Date: August 15, 2023
Facts
1. Increased climate emergencies have resulted in the need to build infrastructure to support the community through extreme weather conditions including flooding, heat, and fires.
2. In the 2021-2022 State Climate Resilience Budget, the California Strategic Growth Council was allocated $100 million to implement the Community Resilience Centers(CRC) Program. Senate bill 155 (2021) specified that $25 million would be available in the 2022-2023 fiscal year and $75 million in the 2023-2024 fiscal year.
3. The CRC Program will fund neighborhood level resilience centers to provide shelter and resources during climate and other emergencies, as well as year-round services and programming that strengthen community connections and ability to withstand disasters. Applications will be accepted for planning, development, and implementation of new construction and upgrades for eligible community-serving institutions like libraries and recreation centers.
4. Resilience Centers integrated with library and recreational activities offer more practical and productive space to be used during climate events than traditional evacuation and cooling centers.
5. The City of Paso Robles 2018 Library Facilities Assessment Report identified a continued need for additional library space in order to meet the growing community’s needs as a resource and information hub. Moreover, built in 1995 and 1989, respectively, both the Library and the Centennial Park Recreation Center have deferred maintenance needs that require extensive updates.
6. The eastward expansion of the City of Paso Robles, and its proximity to several local schools, positions Centennial Park at a more central location in our community and as a natural place to consider developing a joint Library, Recreation and Resilience Center.
Options
1. Take no action;
2. Authorize the City Manager to provide a letter of commitment to proceed with the study for the submittal of a State of California Community Resilience Center’s Program grant planning application for up to $500,000;
3. Provide alternative direction to staff.
Analysis and Conclusions
Increased climate emergencies have resulted in the need to build infrastructure to support the community through extreme weather conditions including flooding, heat, and fires. In response grant funding has
City Council Agenda August 15, 2023
become available to develop Community Resilience Centers throughout California. Community Resilience Centers provide year-round opportunities to build healthy social infrastructure to serve vulnerable populations, improve equity, assist with the ramifications of climate change, and respond to emergencies and disasters within our community. When integrated with services like libraries and recreational activities, they offer a more productive space to be used during climate events than traditional evacuation and cooling centers. Also, because libraries and recreation facilities are trusted community-serving institutions, people are more likely to evacuate to such locations.
As the City continues to consider library expansion and recognizes the need for updates to the aging Library and Recreation Services facilities, the CRC Program grant offers a unique opportunity to conduct a feasibility study to determine if Centennial Park would be suitable as a centralized joint use Library, Recreation, and community evacuation and emergency facility. Together, the Library and Recreation Services already provide year-round activities that strengthen our community and build resiliency. In addition, Library and Recreation staff serve as the Care and Shelter branch during emergency activations, providing support for the establishment of evacuation and cooling centers. Centralization of space would create natural facility and staffing efficiencies. The required square footage each facility needs to operate together as compared to what they would require operating independently could be reduced.
Currently, the City does not have a dedicated community evacuation and emergency center. In January 2023, the City experienced a 100-year storm event that resulted in evacuation orders for residential neighborhoods and commercial corridors. As a result of the evacuation order, an evacuation center was established by the Red Cross at the Event Center. The City was entirely reliant on the capacity of the Red Cross to mobilize, equip and staff an Event Center building for this purpose. With the intermittent closure of the Cuesta Grade due to landslides and the Red Cross resources coming in from San Luis Obispo, there was concern that the City may have to unilaterally standup an evacuation center without any necessary resources ready to mobilize. Although the Red Cross was able to eventually establish an evacuation center, their staffing shortages forced City staff to operate the evacuation center without advanced notice.
Additionally, the center was not optimally equipped to handle 24/7 operations during a prolonged emergency. A dedicated, flexible, and properly equipped space would ensure the City is better prepared to assist community members in emergency situations.
In preliminary evaluations, several City-owned facilities have been identified as potential sites including Centennial Park, the Senior Center, and Council Chambers. While all are functional, none of them have been fully developed as dedicated sites and lack some of the amenities that would make a site ideal. This includes storage space for emergency supplies, pet friendly areas, sufficient shower facilities, and a care room for basic first aid. Having such a facility, with trained staff onsite, would improve response times for the establishment of evacuation and community emergency resources when emergencies arise.
The current round of CRC Program funding provides up to $500,000 for planning projects that includes feasibility studies that incorporate robust community engagement. Such a study would allow the City to determine Centennial Park’s suitability for such a center with the required built-in year-round services via the Library and Recreation Services. Applying for this grant does not commit the City to construct a new facility or expand operations at the Centennial Park location. However, this funding would help evaluate and address a gap in emergency response that was identified in the post-storm event evaluation. It will
City Council Agenda August 15, 2023
also allow staff to engage the community to better understand the needs of residents in times of emergencies.
Fiscal Impact
If the grant is awarded, it will cover the costs associated with conducting a community-based feasibility study to determine Centennial Park’s suitability as a centralized joint use Library, Recreation, and Resilience Center facility. A local match is not required and there is no commitment to construct any new facilities or expand programming if awarded a planning grant.
CEQA
The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation
Authorize the City Manager to provide a letter of commitment to proceed with the study for the submittal of a State of California Community Resilience Centers Program grant planning application for up to $500,000.

Each CRC Grant application must include a Collaborative Stakeholder Structure (CSS). The intent of this structure isto formalize localized, place-based partnerships to ensure consistent buy-in and support; shared values and governance; and alleviation of existing power imbalancesthat may skew input and decisions, especially under time and resource constraints or emergency conditions.
Statute (AB 211) requires applicantsto demonstrate involvement of community-based organizations (CBOs) and community residents within governance and decision-making processes, including selection and planning of the Project and all subsequent phases of the Project.
Applications will be evaluated on the degree to which they incorporate community leadership, especially in decisions like site selection, proposal development, and project design, implementation, and evaluation.
One Lead Applicant willsubmit an application on behalf of their CSS, alongside Co-Applicants. The CSS should also include residents and community-nominated members such as CBOs that are not Co-Applicants.
CRC applications may include multiple sites if all sites share the same owner and each site can demonstrate ability to meet CRC grant requirements by the end of the relevant CRC grant term.
Planning Grants
For CRC Planning Grant applications, applicants must include at least one proposed site per application by time of application submission. Applicants will propose partnersfor a future CSS in their application and, if awarded, use the grant term to finalize the CSS.
Project Development Grants
For CRC Project Development Grants applications, applicants must include an existing facility for proposed retrofits. At least one proposed site or facility is required per application.
Applicants willsubmit a draft Partnership Agreement and/or Memorandum of Understanding to demonstrate their proposed CSS upon application and, if awarded, must finalize the Partnership Agreement and/or Memorandum of Understanding by grant agreement stage.
Implementation Grants
For CRC Implementation Grants, applicants must include at least one proposed site and/or facility per application. Applicants can propose existing facilities or new construction projects. Applicants will submit a draft Partnership Agreement and/or Memorandum of Understanding to demonstrate their proposed CSS upon application and, if awarded, must finalize the Partnership Agreement and/or Memorandum of Understanding by grant agreement stage.

It isthe applicant’s responsibility to ensure that the application is clear, complete, and accurate.
After the application deadline and interviews, CRC program staff may request clarifying information or inquire as to where the application-specific information is located provided that such information does not affect the competitive rating of the application. No information, whether written or oral, will be solicited or accepted if this information would result in a competitive advantage to an applicant or a competitive disadvantage to other applicants.
Based on the interagency review of the applications and interviews, CRC program staff will finalize and prepare award recommendations to present to SGC Council Members for final approval. CRC program staff will contact applicants recommended for funding. Staff recommendations will be posted for public review ten (10) days prior to the SGC public meeting.
