3. Analysis
On September 7, 2023, the Council appointed Mr. Hamon to fill the Mayoral vacancy created by the passing of Mayor Steve Martin. As a result of Mr. Hamon’s appointment as Mayor, the District 1 Council seat was immediately vacated. At the September 7 meeting, following Mayor Hamon being sworn in as Mayor, the Council decided to fill the newly created vacancy in District 1 thru an appointment process. The Council determined that the process would be as follows:
 By September 11 the Clerk would post the vacancy and an application for interested individuals;
 The application period would remain open until September 21 at 5 p.m.;  Any interested member of the public may self-nominate by submitting a completed application for the position to the City Clerk by 5 pm on September 21, 2023;  Interviews of all eligible candidates would be scheduled for a Special Council meeting set for Tuesday, September 26 at 6:30 p.m.;
 If necessary, interviews will continue on Wednesday, September 27 at a time in the morning to be determined;
 Should a preferred applicant be identified thru the interview process, the Council will reconvene at the October 3 meeting to make an appointment and the Clerk will swear in the new Councilmember.

Applicants were deemed eligible for interview and potential appointment if they were 1) at least 18 years old 2) registered to vote in District 1 and 3) reside in District 1.

The City Clerk received applications from qualified individuals as follows: (listed in alphabetical order by last name):
 Kris Beal
 Linda George
 Sarah Hinds-Martin
 Elizabeth Lee
 Joseph Manning
 Sharon Roden
 Michael Seden-Hansen
 Darryl Shaffer
Following the interview of the applicants and if the Council comes to a consensus on a preferred applicant, the resolution of appointment and swearing in will be scheduled on the October 3, 2023 City Council meeting agenda.

The appointed Council member will serve until the next general municipal election in November 2024. At that time a consolidated special election will be held for District 1 and the successful candidate will serve a two-year term until November 2026.

The Council has 60 days from the commencement of the vacancy to either make an appointment or call a special election (Govt. Code §36512(b)). The vacancy occurred on September 7, 2023 so the appointment must be made by November 6, 2023 or a special election must be called.

Fiscal Impact
Conducting a special election would cost approximately $50,000 - $100,000. Conducting the interview process and appointing someone to fill the Council vacancy will have no significant fiscal impact.

CEQA
The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.

Recommendation
Conduct the interviews of the applicants, deliberate, and provide direction to staff.

LINDA C. GEORGE DIST 1 CITY COUNCIL APPLICATION PAGE 2.

I feel that I have the knowledge, skills and ability to improve North County. I have lived here and already have a grasp of the needs in this area. The makeup of NC is almost 50/50 Caucasian and Hispanic. As a Native American I do not speak Spanish but I have an understanding of low income areas, farmworkers and unincorporated alike. I have rented all my life and this is the area in Paso Robles that we need to keep low income living low.

I also have a great handle and knowledge of the function of Caltrans. I worked in Dist 4. Local Assistance for 2 years. I collected the sq mileage from the adjoining Bay Area cities. This was how California spends its gas taxes.

I believe that Paso Robles is on the right track on supporting the needs of tourists and locals alike. It is important to treat the locals like tourists and tourists like locals. There needs to be a balance of how the community interacts and feels included.

I would make the City Manger and the CIty Attorney’s job a lot easier. I love to analyze anything given to me. Compare to the Government Codes, and other sources to determine the best solutions. If there is no solution, there is always a workaround.

I believe Paso Robles, being the elbow of California, has the ability to make a very groundbreaking way of handling the unhoused. We could be the model for the State. We have a great foundation in all services for the unhoused.

I have a great many ideas, thoughts to District 1, including possible beautification projects. I am about strengthening the City Ordinances where needed, and continuing on with the path of growth that is reasonable to both locals and tourists.

Wherever I have lived, I have made city improvements via Caltrans Local Assistance funds. In Union City, I worked with the COPPS project and we beautified an alley to stop gangs from walking through. In Castro Valley, I initiated via Alameda County Public Works a flashing crosswalk for many who were being hit. I hope I can continue to find areas we can improve in Dist 1. Wherever I live, I must help improve. Paso Robles Mobile Estates on 3126, now has a corner mailbox. New fire lanes and cleaner facilities to be upgraded park as a whole. I hope I can expand my work to the adjoining neighborhoods.

Greetings! I am humbled to submit my application to you for the city council position. It is a decision I am making whole heartedly as I have been thinking about how I could make a difference. I hail from the city of Chicago, born in Brooklyn, NY. Life changes led me to this area in 1995 as I was finishing up my undergraduate degree from Whittier College, Nixon’s alma mater so I have seen the growth Paso has gone through since then. I permanently moved here in 2004 where I started working at Century 21 with some of the original Paso Roblans and established wonderful friendships which I treasure still today, therefore understand the values here in Paso. I currently own my brokerage company, Heart to Heart Real Estate which my partner, Mark McConnell and I established after the economic downturn in 2009 with the intention of giving back to the community. Since inception, we have made incredible partnerships throughout SLO County in bettering the lives of our residents through organizations such as SLO Food Bank, Boys and Girls Club, ECHO, Restorative Partners, Lumina Alliance, CASA, and many more. In 2018, I was named the Hall of Fame Business Woman of the Year by the San Luis Obispo County Commission on the Status of Women.

Along with being a resident here in Paso since 2004 and being actively engaged throughout the community, I bring a business and development background where I was involved with a redevelopment project in Chicago, working with local agencies and dignitaries such as Congressman Danny Davis, and business owners to create affordable housing and job opportunities. During that time, I also attended Loyola Law School where I obtained a degree in Business Law.

Thank you for your consideration and I look forward to collaborating with the Councilmen and Mayor on the future of Paso Robles!
