I've lived in Paso Robles since 2015 with my lovely wife and children. There is no other place we'd rather live. When not working, I spend most of my time with them around the house, or venturing off for family activities. Each year, I look forward to coaching my 8 year old boy who plays Paso Robles Youth Baseball.

I decided to apply for the Airport Commision to make use of my experience and give back to the community. Our backyard overlooks the airport from afar, and so viewing the incoming and outgoing aircraft is part of our daily observations and appreciation of the airport's importance here in Paso Robles. Furthermore, I spend several weeks over the course of each year on the NASA Ames campus providing A/V support, communication, and talent management services. Oddly enough, just after sending this application, I will be heading out to participate in this year's Aeronautics Innovation Forum in Mountain View.

Thank you for your time and consideration.

Upward and onward,
-Kenneth

Additional Information:

I feel that I am a strong candidate for this commission. I grew up local in Paso Robles and care about this community. I spent 6 years away while on active duty in the Air Force and then returned in 2017 to move into the reserves and keep my family here full time. I believe my experience over the last 12 years in the Air Force, coupled with my strong background in commercial and industrial construction makes me uniquely qualified for this position. I have spent time building, maintaining, and expanding airfields in many locations across the globe. Additionally, I am well versed in local, state, and federal contracting. I am applying for this position because I care about the future of Paso Robles and believe that the airport plays an important role for our community and the central coast.

I have literally been immersed in Aviation from berth. Flying with my father from the age of 5. The Air Scouts (Explorers) where I started flight training in 1958. Getting my license in 1964. Starting a parts business with my Dad in 1968 specializing in Beechcraft parts, then leaving in 1977 to start my own company specializing in Military and commercial aircraft lighting. Which I still operate today ON the PRB Airport, in the 20,000 sq ft building I had custom built for me in 1994. Which consists of 3 large hangars, a warehouse, and offices. Though I am retiring and selling the company. Which will give me more time to devote to this position. In addition I have owned/maintained and operated over 50 different aircraft, from civilian to older military (Warbirds) as well as classic aircraft from the 40's and 50's. I have even performed in air shows here over the years in my aircraft. I am still licensed to fly although I have retired from aircraft ownership and their operation. Theres not much I havent done in an airplane and it was enough for one lifetime.

Page 28 of 57 ends

I am passionate about and understand the importance of a towns local airport. Someone once said "The main runway in ANY TOWN is the most IMPORTANT street in it".

Something I truly believe. I was close friends with Archie Dean, Kim Lilly (POrt-a-Port) and many other of our airports citizens over the years. Moving my business here in 1981.

Renting from John Hamon before building my own facility in the 90s.

Most of my life has been spent on and around Airports. Growing up in the shadow of Burbank Airport and Van nuys.

I would be proud to represent our local airport in any way the committee would see fit. I have the time, the desire and the commitment to support Aviation in any way I am able.

I feel that our Airport has never gotten the attention it needs to grow and prosper. To be a part of helping to change that would be a crowning achievement to my commitment and my support of aviation in whatever form it takes.

On a personal level, I am healthy and fit, and see no obstacles to giving whatever time and talent I am able to this Commision.

Thank you for your consideration.

Dear City Council,
I would like to submit my application for the vacancy position for Airport Commissioner. I am interested in this position because I feel like this would be a great opportunity to serve the community given my background in the airline industry. I have a good working knowledge of the airline industry in general given the various roles I have performed over my career.

I started my career at American Airlines in Tulsa, Oklahoma where I served as a Senior Financial Analyst in Corporate Receivables. I oversaw various financial budgets, managed accounting teams as well as managed technical teams for financial system improvements.

I was then promoted within American Airlines to Marketing Manager, Central U.S. based in Chicago, Illinois. I was responsible for a marketing team and preparing marketing plans for the various airline routes based out of O’Hare International Airport.

My duties also included presenting budgets, forecasts, and route performance reviews to American Airlines senior executives as well as other departments. I also liaised with American Airlines O’Hare operations with respect to sharing Sales and Marketing projects.

My current role is Vice President of Operations and Services for UATP, Inc. for which I have now worked over 22 years. UATP is a global airline owned financial company that processes corporate and consumer payment transactions worldwide for the airlines. I am responsible for a team that manages our global data processing systems as well as a team that works directly with the airlines to connect to internal and external systems.

With respect to my education, I have a Bachelor of Science degree in Business Management from Oklahoma State University (1991) and an M.B.A. specializing in Marketing and Finance from Oklahoma State University (1995).

I would like the opportunity to serve on the Commission to provide input and advice for the advancement of the operation and future development of the Paso Robles Municipal Airport. Thank you for your consideration.

Re: Applicaon for Paso Robles Airport Commission
Dear Council and Staff:

It is an honor to submit this leter to you as a candidate for the Paso Robles Airport Commission.

I apologize for not being able to atend the Special Council Meeng in person. My wife and I have planned for a year to atend her nephew’s wedding in Canada which occurred this past weekend. We will be traveling back to California tomorrow (October 11 – the day of the Special Meeng) and won’t likely be able to atend the meeng due to the ming of our flight arrival at Los Angeles Airport.

In my absence, I am wring this leter to state my qualificaons and intenons for the vacant seat on the Airport Commission (along with my already submited CV). I have read the requirements and qualificaons for this seat and hereby agree and atest that I shall abide by all those requirements should I be chosen by the Council.

My wife, Mary, and I have lived in Paso Robles for eight years. During that me, I was able to develop and provide to Almond Acres Charter Acadamy a 32,000 square foot charter school.

That accomplishment was due to many years as an execuve banker in the real estate sector, strong connecons with Wall Street and the Bond Market and having been a CEO, turnaround expert and construcon specialist many mes over. I was very proud to be able to deliver that school to Almond Acres when it was completed in December of 2021. That school project would not have been done without the help of the Planning Department and the City. I am grateful for their help and geng to know the members of the same.

So why my interest in the Airport Commission? It begins with my history in aviaon. I was fortunate to learn how to fly when I was in high school. Years later, when I enlisted in the Air Force ROTC at UCLA (my dream), I was in a program that would accelerate flight training due to the Viet Nam war. Half-way through the program, my vision deteriorated slightly and I would not pass the final flight exam with the Air Force. Sadly I could not pursue my dream and the Air Force allowed me to depart. That did not vanquish my dream, though. I pursued a private pilot’s license in 1990 and flew out of Van Nuys for many years.

Second, my late father was a Commissioner on the Glendale/Burbank/Pasadena Airport for 20 years. He and I had many discussions about the future of the airline industry, its needs for wellmanaged airports and the community interacon with the same. My father was not a pilot, but he relied on me to provide input as to what the airport meant to me, as a private pilot and how

Page 48 of 57 ends

it could best serve its region. As some of you might know, the Burbank airport tower and terminal is dangerously close to the runway. For many years my father led the path to geng the terminal and tower moved. And while that has recently happened, it was aer he passed away that the approval was granted. There are plans to have a plaque in his name to honor the dedicaon and drive he provided.

While Paso Robles is not a towered airport, it sll provides a great deal of service to the community for Cal Fire, private pilots and emergency services, to name a few. In fact, not having a tower puts a greater responsibility on its management and board to give consideraon to its current and future use. That leads me to my third point:

I commend our former City Mayor Steve Marn, the City Council and rering Commissioner Briton’s desire to make the Airport a Spaceport. This is a flag in the ground of what is exactly the right future of the Airport. Cal Poly’s space cube program is just the right impetus for taking our students in higher educaon and pairing them with industry to develop a commercial business for higher uses of technology. Related to this, I watched my father develop the unmanned space program at JPL as the Chief of Design. He started in 1951 and was part of the inial team to launch Explorer and many other solar system cra that have given us today’s knowledge of our universe. My father’s quest was very praccal. Do something in space that can help people’s lives on earth. When he found out that Paso Robles had staked a flag towards a Spaceport, he could not have been more pleased. That leads me to my fourth and final point:

I have that same desire. I think we have many choices to make for the future of our airport which must be made with careful consideraon. I believe I have learned from my past experience of how to “dream” for a future and provide the leadership to implement the same.

Whether it has been a career in banking, the building of schools or observing my father in making a difference. In a nutshell, my hopes are to do the same.

Sincerely,
s/s
Carl W. Raggio

Re: Application for City of Paso Robles Airport Commission To Whom it may concern,
I wanted to express my interest in serving the city in the advisory committee. I’ve been a resident of Paso Robles for 27 years. I am a business owner with a manufacturing company located on airport property. Additionally, I am also a pilot with approximately 200 hours of flying time logged this far.

My interest in serving on this committee is based on my believe that the Paso Robles Airport is an under-utilized resource owned by the city. I want to see the airport and the surrounding region thrive and by serving on the committee I believe that I may provide insight helpful to accomplish that goal. I seek collaborative solutions where differences arise and am always willing to listen to other’s opinions.

I’m aware that you have a long list of candidates to consider. I respectfully ask you consider my application and I apologize that I could not attend as I have a conflict with an industry trade show in Minneapolis, MN.

Thank you for your consideration.

Dear City Council,
I have submitted my application for one of the vacant positions for Airport Commissioner. Due to a previously scheduled executive meeting out of town I am unable to interview in person and would like to submit this letter for consideration for the position.

I am interested in this position because I feel like this would be a great opportunity to serve and contribute to the community given my working knowledge and management expertise in the airline industry for over the past 25 years.

I have worked for Airlines for America (A4A), the association for the airline industry, in an operational and management capacity. Among the many priorities of this association is the modernizing of procedures and technologies for aviation systems, including air traffic control capabilities, airport infrastructure, and policies addressing commercial spaceflight and unmanned aircraft.

I started my career at American Airlines in Tulsa, Oklahoma where I served as a Senior Financial Analyst. I oversaw various operational financial budgets, as well as managed accounting, financial, and technical teams for operational and financial system improvements.

I was then promoted within American Airlines to Marketing Manager, Central U.S. based in Chicago, Illinois. I was responsible for a marketing analysis team and preparing marketing plans for the various airline routes and airport strategy based out of O’Hare International Airport. My duties also included presenting budgets, forecasts, and route performance reviews to American Airlines’ senior executives as well as other departments. I also liaised with American Airlines O’Hare operations with respect to sharing Strategy and Marketing projects.

My current role is Vice President of Operations and Services for UATP, Inc. which was a previous division of Airlines for America and for which I have now worked over 20 years. Universal Air Travel Plan (UATP) is a global airline owned organization founded in 1936 by the airlines that processes flight and financial/payment transactions worldwide for the airlines. I am responsible for a team that manages our global data processing systems as well as a team that works directly with the airlines to connect to airline industry systems. With this role I work with many airline industry entities on a continuous basis like ATPCO, ARC, Airlines Clearing House (ACH), IATA, A4A, ARINC, SITA, GDSs, ISO standard bodies, as well as senior managers and executives of most of the major airlines worldwide.
