City Manager Ty Lewis gave a brief overview of the items approved on the consent calendar.
K. DISCUSSION ITEMS
1. General Plan Amendment and Rezoning Ini�a�on Authoriza�on - Uptown / Town Center Specific Plan Boundary Expansions – “Olive Street Area Rezoning” Councilmember Gregory, Councilmember Roden, and Mayor Hamon each have conflicts of interest related this item. As such, the conflicted councilmembers represent a majority of Council. City Atorney Elizabeth Hull facilitated a random City Council Meeting Minutes October 17, 2023 Page 2 of 4 selec�on to determine which councilmember would be allowed to "rehabilitate" and par�cipate in the discussion item. Each conflicted councilmember's name was put in a hat and City Manager Ty Lewis selected a name. Councilmember Gregory was selected to hear the item. Councilmember Roden le� the mee�ng and did not return. Mayor Hamon was absent from the mee�ng.
PUBLIC COMMENT: Dale Gus�n, Vince Vanderlip, and Jeff Carr.
Mr. Vanderlip provided a handout to Council related to his comments. The handout has been atached to these minutes.
Mo�oned by Councilmember Bausch, seconded by Councilmember Strong, and passed 3-0 to approve Resolu�on 23-124, direc�ng staff to ini�ate a General Plan Amendment and Rezoning of the Uptown / Town Center Specific Plan Boundary Expansions as recommended by the Housing Constraints and Opportuni�es Commitee and shown in Exhibit B of the resolu�on with the use of consultants and a with a cost not to exceed $100,000.

L. CITY MANAGER REPORT
City Manager Ty Lewis gave an update on recent and upcoming City events.
M. COUNCIL BUSINESS AND COMMITTEE REPORTS
Councilmembers reported on commitee atendance and other related ac�vi�es. In addi�on, Mayor Pro Tem Gregory requested that staff return with an item addressing short term rental permit caps. Councilmember Bausch requested that a formal resolu�on in support of Israel be brought back to the next mee�ng.
