1. Approval of Amendment No. 2 to the “Memorandum of Agreement Regarding Prepara�on of a Groundwater Sustainability Plan for the Paso Robles Groundwater Basin” allowing the County of San Luis Obispo to Serve as a Contrac�ng Agent
PUBLIC COMMENT: Greg Grewal, Dale Gus�n, Cody Ferguson, Gary Lehrer, and Mauri Powell.
Ac�ng jointly as the City Council and the Paso Robles Groundwater Sustainability Agency Board, mo�oned by Councilmember Strong, seconded by Councilmember Gregory, and passed 4-1 (Bausch opposed) to approve Resolu�on 24-004 authorizing the City Manager on behalf of the City of Paso Robles and the Paso Robles GSA to sign Amendment No. 2 to the “Memorandum of Agreement Regarding Prepara�on of a Groundwater Sustainability Plan for the Paso Robles Groundwater Basin” to allow the County of San Luis Obispo to serve as an addi�onal contrac�ng agent on behalf of the PBCC.

Mo�oned by Councilmember Gregory, seconded by Councilmember Bausch, and passed unanimously, to receive and file ECHO’s FY 23-24 first quarter report and direct staff to disburse payment in the amount of $55,500; approve the first amendment to the ECHO Supplemental MOU; and disband the temporary ECHO City Council Mee�ng Minutes January 16, 2024 Page 5 of 6 AD Hoc Commitee.

City Manager Ty Lewis provided an update on current City ac�vi�es.

Councilmembers and the Mayor reported on commitee atendance and other City related ac�vi�es. Councilmember Bausch with the support of Council requested that staff return to Council in the future regarding Sister City op�ons, the noise ordinance, and downtown ligh�ng op�ons.
