To Whome it May Concern
My interest in a position on the Planning Commission stems from my conclusion that Paso Robles is at a critical juncture and would like to help the community navigate it.
There have been plans laid, over the past few decades, that will come to fruition over the next few decades. I'd like to ensure that development happens in a way that benefits the community with as little negative impact as possible. It would be great to see local growth as an evolution with consideration given to changing the things that make Paso Robles so unique and special.
I believe I am qualified to contribute to that process because I am intimately familiar with the past 25 years of decision making relative to development here. As a Realtor, I've worked with, and around, the developments in that time. As a person, I've always been interested community development and local legislation. The combination gives me a good working knowledge of traffic concerns, utility management considerations, zoning significance and the mechanics to put those together in a cohesive, package for evaluation. I am familiar with the Beechwood- Olsen Development, the Chandler Ranch Development and the development of the 101/46 West interchange.
In addition, I have solid relationships with a number of members of the planning commission and the city council. These relationships lend themselves to integrating quickly and working cooperatively with the existing decision makers.
Over the past 25+ years, I have dedicated my time and energy to the betterment of Paso Robles. I've volunteered to help the city with community events such as Amgen Tour of California. I've worked for most of the major private events that our community hosts, as well. Including but not limited to The Wine Festival, Firestone Walker Beer Festival, The Mid State Fair, Hospice Du Rhone and The Paso Robles Arts Festival. Coaching local kids and giving time as a Chamber of Commerce Ambassador along the way.
It is my hope that these qualifications make me a good candidate for one of the spots on the planning commission and would be honored to help the community this way.
Regards
Scott Howenstine

As my second term as a Planning Commissioner comes to a close I feel that I would like to continue in that roll to help implement the good work the City has already started.
During my time on the commission we have seen the approval of two specific plans, two apartment complexes on Creston Road, the updated Housing Element and in progress the update of the Zoning Code, it is rewarding to see those projects move forward. I continue to feel there are still some challenges and opportunities facing the City that should be addressed:
1. Employment housing balance – allowing those who live here to work here.
2. Increase of mixed use development – creating vibrant, walkable and lively neighborhoods.
3. Circulation – movement through and across the city.
4. Tourism – keeping what makes Paso Robles special even as more people discover it.
I have enjoyed my time as a Planning Commissioner, and if afforded the opportunity of reappointment it would be my honor to serve the City for another term. Thank you for your time in considering my application for Planning Commission.
