D. DISCUSSION ITEMS - SUPPLEMENTAL SALES TAX OVERSIGHT COMMITTEE

APPOINTMENTS
The Supplemental Sales Tax Committee provides a forum for citizens to review and report to both the City Council and the community as a whole on matters relating to Supplemental Sales Tax revenues and expenditures resulting from both Measure N-12, approved by the voters in 2012, and Measure J-20, approved by the voters in 2020. The Committee provides oversight of the expenditures of the supplemental sales tax revenues to ensure that they are being spent on community priorities established by the City Council, based on information gained from business and resident surveys and other means. The Committee shall determine if the funds were spent appropriately, and report that to the Council and public. The Committee may also provide advice to staff and the Council. The recruitment was for seven total member positions, three atlarge membership positions and four community organization affiliate membership positions. As of the January 31, 2024 recruitment deadline, there were only two applicants and on February 8, 2024 City Council interviewed each of those applicants and appointed them to at-large positions on the SSTOC. This left one at-large position and four community organization positions still open. Since the interview meeting in February, another member of SSTOC has vacated a position, leaving a partial term atlarge position available as well. Staff extended the recruitment period in order to continue to solicit applications throughout the community. I have enjoyed being a part of the Supplemental Sales tax oversight committee this last term and I look forward to serving again. I have enjoyed learning about the projects and activities that the Supplemental sales tax has been able to provide the residents of Paso Robles. And in turn having the knowledge of those projects and campaigns to let the business owners and residents know how it is being used.

The Oversight Committee's functions are very important to our community residents.

They want to know that their tax dollars are being spent effectively and wisely--and according to the public's needs, as well as city council priorities and direction. And overall, I want the city to succeed and get the most value for their tax dollar.

I believe I can serve the community well on this advisory body. During my years as an electronics system engineer, my tasks often included taking input from marketing and other company disiplines, as well as from public and customer surveys--and direct that input into systems and products that met those needs. I have strong listening and communication skills that should also be an asset in this position. I'm comfortable with detailed and technical discussions, and have experience working with budgets.

I am a current member of this committee (term expiring March 2024), and I have a good sense for numbers. I enjoy providing oversight into the process through which the city is investing in our roads, police, and fire department. Good oversight is a foundation of public trust, which is a factor necessary for continued public willingness to approve of future supplementary sales taxes to keep our city running.
