City Council
City of Paso Robles, CA
Subject: Application to volunteer as Airport Commissioner Dear City Council,
Airports hold a special place in my heart. As a young mechanical engineer, my first job 20 years ago was to help build a small international airport. Since then, I have assisted in expanding and optimizing airport operations. Now, I wish to volunteer as a commissioner for the Paso Robles Municipal Airport to support its growth and operations. My mission is to help public and private agencies optimize their resources to increase their revenue, reduce cost, and become more sustainable.
City Council Special Meeting Agenda - Advisory Body Interviews - October 9, 20204 As a Paso resident, I understand the importance of balancing local small-town culture with future needs. Over the past 10 years, I have become familiar with the facility while working next door at Applied Technologies Center as an Engineering Project Manager. I am certain that my technical expertise, international experience, and unique insight will be of value to the Airport Commission.
Sincerely,
Hanan Azeem

Dear Paso Robles City Council,
I am writing to express my strong interest in serving on the Paso Robles Airport Commission. As a private pilot and partner in an aircraft based at the Paso Robles Municipal Airport, I am deeply invested in the future of this vital community asset.
Having been a resident of Paso Robles since 2003, I have witnessed the growth and development of our city over the past two decades. I obtained my pilot's license in January 2005 and, while my flying activity has varied over the years, I have recently increased my time in the air significantly. This renewed engagement with aviation has rekindled my passion for our local airport and its potential.
My commitment to the Paso Robles community extends beyond aviation. As an active member of the Paso Robles Elks Lodge, I have been involved in various community service initiatives since moving here. This experience has given me valuable insights into the needs and aspirations of our residents.
I understand that the Airport Commission serves a crucial role in gathering public input on the operation and future development of the Paso Robles Municipal Airport. With my unique perspective as both a pilot and a long-time resident, I believe I can contribute meaningfully to this mission. My experience in aviation, combined with my deep roots in the community, positions me well to bridge the gap between technical airport operations and the broader interests of Paso Robles citizens.
As a commissioner, I would be dedicated to:
City Council Special Meeting Agenda - Advisory Body Interviews - October 9, 20204 · Providing informed advice to the City Council on airport-related matters · Actively seeking and considering public input on airport operations and development
· Balancing the needs of aviators with those of the broader community · Supporting initiatives that enhance the airport's role as an economic driver for Paso Robles
I am excited about the opportunity to contribute to the future of the Paso Robles Municipal Airport and would be honored to serve on the Airport Commission. Greetings,
My name is Michelle Graceffa and I have been working at the Paso Robles airport in some capacity either as flight instructor, or comercial pilot since the late 90's. I've had both my personal aircraft tied down, along with a corporate plane I used for work hangared on the field. I've flown for the California State Air Resource Board taking local air temperatures in the early morning hours over Paso Robles. I've also done volunteer work at our airport with local 4-H groups and the 99's women pilots organization.
I can offer a unique perspective as a general aviation pilot as I have witnessed so many changes and developments on the field over the years.
Please consider me for the opening position of Paso Robles airport commissioner.

I have made my living in Paso Robles for the last 6 years, and have been a private pilot (SEL) and sUAS (drone) pilot for over 10 years. I am a hangar tenant at KPRB and airport user. My interest is to help bring valuable feedback to the commission, airport manager, city council, airport users and public citizens. This includes 2 main focuses:
(1) New ideas and volunteerism from pilots and other airport users, to maximize opportunities for all parties. This includes seeking and organizing feedback from new and seasoned pilots and other stakeholders, to increase revenue and decrease costs for the city, and add value to pilots and businesses. See the "advocacy" page at kprbpilots.org for examples.
(2) Aerospace engineering and tech feedback, to bolster and steer achievementof the city's "Space Innovation and Technology Park." This will be based on my 25 years of experience in engineering and manufacturing; the majority of which was in aerospace, at companies Boeing, Pratt & Whitney, Lockheed Martin and Eaton. See my e-mail to the commission dated 8/16 for an example. There are very few experienced aerospace engineering voices in North County to successfully navigate the types of development and planning needed to achieve the city's vision for economic diversity. Consultants may bring excellent value in some areas, but miss the mark on local concerns and industryspecific dynamics. I have the experience, motivation, and skills to help ensure this oncein-a-generation opportunity is not wasted. I will work in a respectful, collaborative, and unobtrusive way, to help bring new jobs and a living-wage to Paso, while mitigating any negative impacts to core airport users.

I was born on an Air Base and lived most of my life on or near airfields throughout the world. I will come from this perspective when dealing with airport management, growth, and conflicts working to seek the best solutions for growth, environment concerns and technology advancement.
I have been a Paso Robles resident since 2005. I have started multiple local business, specifically; House of Bagels in Paso Robles andSan Luis Obispo, Creston Hills Vineyard, and the Triple R Ranch which currently sits inside the Paso Robles Airport Over Fly Zone. As a resident since 2025, I’ve watched Paso Robles grow, giving me unique insight into the city's development needs and challenges. My experience founding and running multiple local businesses has taught me the importance of balancing economic growth with community needs. I believe I can make a positive difference.
I have a genuine interest in aviation having spent 20 years in the US Air Force and retiring as a senior officer in 1995. During my time in the Air Force, I worked at several major military bases, gaining hands-on experience in airport operations and management. I have lead or been a member of multiple government organizations to include leading and representing the USA as the Chairman of a NATO Working Group to develop Stand Off Surveillance Systems. My experience in NATO Working Groups has honed my ability to navigate international cooperation and find solutions to complex geopolitical challenges. I have a good feel for working the dynamics of Boards and Groups and have been very successful finding workable solutions to complex and political challenges.
I look forward to contributing my skills and experience to the Paso Robles Airport Commission and helping shape the airport's future for generations to come.

City Council Special Meeting Agenda - Advisory Body Interviews - October 9, 20204 Dear Paso Robles City Council,
I am writing to express my strong interest in serving on the Paso Robles Airport Commission.
Professional Experience
My professional background further demonstrates my commitment to the Paso Robles community and my understanding of local dynamics:
Real Estate Expertise: I have been a real estate appraiser in San Luis Obispo County since 2003 and obtained my real estate agent license in 2009. This experience has given me a deep understanding of property values, development trends, and the economic factors influencing our region.
Business Ownership: In 2003, I started a business called We Olive in downtown Paso Robles. This venture has not only contributed to the local economy but has also allowed me to forge strong connections with fellow business owners and community members.
Community Involvement
My commitment to the Paso Robles community extends far beyond my professional endeavors:
Paso Robles Elks Lodge: As an active member, I have been involved in various community service initiatives since moving here.
Paso Robles Pilots Association: I am proud to be a founding member of this organization, which demonstrates my long-standing commitment to aviation in our community.
Civil Air Patrol: As a new member, I am actively working to establish a wing stationed at the Paso Robles airport. This initiative showcases my dedication to enhancing the airport's capabilities and its role in emergency services.
Brown, Gary - Interview Letter
City Council Special Meeting Agenda - Advisory Body Interviews - October 9, 20204 Airport Commission Contribution
I understand that the Airport Commission serves a crucial role in gathering public input on the operation and future development of the Paso Robles Municipal Airport. With my unique perspective as a pilot, long-time resident, business owner, and real estate professional, I believe I can contribute meaningfully to this mission. My diverse experience positions me well to bridge the gap between technical airport operations, economic considerations, and the broader interests of Paso Robles citizens.
As a commissioner, I would be dedicated to:
• Providing informed advice to the City Council on airport-related matters • Actively seeking and considering public input on airport operations and development
• Balancing the needs of aviators with those of the broader community • Supporting initiatives that enhance the airport's role as an economic driver for Paso Robles
• Leveraging my real estate expertise to provide insights on airport-related property matters
• Utilizing my business experience to promote the airport's potential for economic growth
I am excited about the opportunity to contribute to the future of the Paso Robles Municipal Airport and would be honored to serve on the Airport Commission. My diverse background in aviation, real estate, business, and community service uniquely qualifies me for this role.
I am committed to ensuring our airport continues to be a valuable asset for our community while fostering its growth and development.
Thank you for your consideration, and I look forward to the possibility of working together to shape the future of the Paso Robles Municipal Airport.
Sincerely,
Gary Brown
