Desired Outcontes
+ Create a safe and visually appealing corridor will benefit both pedestrians and vehicles along Niblick Road, encouraging pedestrian use. + Use a variety of streetscape enhancements including new landscaping, lighting, wayfinding, banners, and artwork will increase the visual appeal for locals and visitors alike who use Niblick Road.
+ Bike & Pedestrian pathway protection measures will be taken along the entire stretch of Niblick Road. A combination of barrier fencing and bollards will be used.
+ The City has a desire to address the degrading stucco and wooden fences along Niblick Road, but there needs to be further coordination with property owners to decide how to address the issues. It is understood that to create an affective pedestrian experience, these need to be addressed. 3 "O

Enhancentent Recontntendations
Spring & Niblick
■ Add a gateway just North on Spring Street to lead patrons to Downtown Paso Robles. ■ Create an entry moment for the new raised bike path heading east on Niblick Road. ■ Install a new/enhanced banner program using existing light fixtures.

Niblick Road Corridor Entry
■ Add a gateway to the west end of the Niblick bridge over US 101. ■ Use various barrier types along raised bike path. (bollards/fence/barriers) Retail Corridor/ Salinas River Walk Trailhead
■ Remove/Improve fencing barrier at Salinas River Walk Trailhead. ■ Add a durable interpretive signage/kiosk to the trailhead. ■ Improve shopping center curb appeal by adding landscaping and/or improving bus shelter.

Residential Corridor/ Quarterhorse Lane
■ Improve the current footpath that cuts between the neighborhood and new pedestrian way. ■ Decide what is possible with stucco retaining walls, and implement a suggested beautification. ■ Stucco walls could also be masked with a temporary solution and later removed. 8 "O

Residential Corridor/ Education Corridor
■ Same comments from previous school zone apply to this section as well. ■ Establish various pedestrian lighting strategies depending on context/surrounding. ■ Public oriented areas may include tall overhead lighting, but residential may be lower lighting.

Niblick Road Corridor Entry/ Creston Road Intersection
■ Use this opportunity to create a bookend gateway on the east end of Niblick Road ■ Maintain existing trees and improve landscaping when adding artful signage moment/canopy. ■ Integrate wayfinding/route map to direct toward downtown, schools, North Creston or into Sherwood. 9 "O

Spring Street Downtown Gateway
To avoid creating confusion on where Downtown Paso Robles is located, we should avoid a major gateway on Niblick Road at this intersection. Instead, the Oity would like a new Gateway just north on Spring Street. Currently, there is a catble to support an over-street banner. The desire it for a more celebratory gatewa that can still support banners.

Niblick Road Pedestrian Gateway
On Niblick Road, there is a desire to create an eye-catching entry to the new raised bike and pedestrian path. The goal of the proposed design would be to encourage walking and cycling rather than driving by creating a sculptural moment designed at the pedestrian level. This design will double as a protective barrier fence. There is also potential for a new/ enhanced banner program utilizing the existing light fixtures on the Niblick bridge creating a unique promenade.

Niblick Road Corridor
It was decided that a gateway moment for Niblick Road would be more appropriate at the western end of the bridge. There was interest in creating pageantry that could integrate with the Salinas River Trailhead, bringing focus to both the trail entry and the pedestrian focused side of Niblick Road. In addition, a sculptural art piece could be integrated east of the bridge.

Salinas River Walk Trailhead
Removing current fencing and improving the barrier, while still considering functions such as preventing shopping carts from entering the trail and hiding trash receptacles. Interpretive Signage and/or kiosk are of interest but must be durable with considerations of fading and vandalism. The same material and durability comments would go for the trail signage as well.

Quartcrhorsc Lane
Landscaping/Trail Improvements
Many people currently cut across this city-owned open
space to get to the northern neighborhood. The city would like to formalize the current footpath and connect it to the new bike and pedestrian pathway. Additionally, the city would like to enhance the landscaping in this area. It is a large parcel of land, so there is the potential for some small amenities, such as a bike repair station and seating.

Protective fencing may transition to bollards in this area or there will be a mix of both.

Appaloosa Drive Green Space
The City would like to remove the stucco wall and create a greater visual connection between Appaloosa Drive and Niblick. To keep safety in mind, a barrier fence over bollards are recommended along Niblick Road. Adding more landscaping will create a more resilient, low-maintenance space. Some integrated seating can be utilized by neighborhood residence, bikeway participants and students.

Education Corridor
It is imperative to create a slower, safer, and unique experience in the school zone of Niblick Road. Integrating placemaking elements, along with fence and bollard barriers, can help drivers recognize that the area is kid-heavy. Enhanced bus stops that celebrate the school colors and spirit along with more shade can signify the school zone and provide protection for students using the public bus. Implementation of a banner program that is a mix of permanent panels and interchangeable banners that utilized the school colors and announce events.

Create more colorful and interesting crosswalks.

Creston/Niblick Intersection
The West end of Niblick Road is a perfect opportunity to create a bookend gateway echoing the western gateway. This signage moment could be in the form of an artful moment or canopy. Integration of wayfinding can direct pedestrians and bikers to amenities on Niblick Road as well as on Creston Road or further into the development on Sherwood. Landscaping here needs to be enhanced while keeping existing trees.
