Council Agenda Report
From: Kevin Wells, Assistant Capital Projects Manager
Subject: Approval of a Construction Contract for Annual Pavement Striping and Markers Refreshment
CEQA Determination: The City finds that this action is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 1 exemption, which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features where the project involves negligible or no expansion of existing or former use (State CEQA Guidelines, § 15301).
Date: April 15, 2025
Facts
1. The City road system consists of more than 150 lane miles, or 33 million square feet, of pavement and sidewalk. Pavement markings and striping are an important part of the roads system and is essential for the safety of motorists and pedestrians. Maintenance of faded pavement striping and markings improves pedestrian and motorist safety, especially at night.
2. The State of California imposes per-gallon excise taxes on gasoline and diesel fuels with allocations to the City dedicated for transportation purposes. The City receives approximately $900,000 each year in Gas Tax revenues.
3. Historically, the City has allocated Gas Tax revenues to replace and refresh pavement striping and markers. Locations to be upgraded are determined by a combination of staff and/or concerned residents and business owners. See Attachment No. 2 for specific locations.
4. Plans were prepared and advertised for bids for the Annual Pavement Striping and Markers Refreshment project. The engineer’s estimate for the project was $290,000.
5. On March 6, 2025, City staff opened bids for the Annual Pavement Striping and Markings project.
Three (3) bids were received as follows:
Contractor Bid Amount
Specialized Pavement Marking $190,764.20
Chrisp Company $206,358.00
Toste Construction $286,750.00
Options
1. Take no action;
2. Authorize the City Manager to enter into a construction contract with Specialized Pavement Marking in an amount not-to-exceed $190,764.20 (with a 5% construction contingency for a total project cost of $200,400) for the Annual Pavement Striping and Marker Refreshment Project; or
3. Provide alternative direction to staff.
Analysis and Conclusions
Staff reviewed the low bid submitted by Specialized Pavement Marking and found it to be a responsive and responsible bid. Pavement markings and striping are critical to the roads system and essential for motorist and pedestrian safety. Each year, staff evaluates segments of faded pavement striping and markings. The following locations for striping and markings are scheduled to be addressed:
Airport Road (SR46 to Tower Road)
River Oaks Drive (Buena Vista Drive to North River Road) Experimental Station (Buena Vista Drive to River Oaks Drive) South River Road (Niblick Road to Navajo Avenue)
South River Road (Navajo Avenue to approximately 750 feet North) South River Road (13th Street and Creston Road intersection approximately 900 feet South) 1
st Street (South Vine Street to Oak Street)
Scott Street (Creston Road to Via Ramona)
Fiscal Impact
The total cost of the construction contract to Specialized Pavement Marking is not to exceed $190,764.20, including a 5% construction contingency, the total cost for the Annual Pavement and Markers Refreshment Project is estimated to be $200,400. The funding for this project will be appropriated from the City’s Gas Tax allocation, which is restricted for transportation purposes, such as striping and marking.
The FY 2024-25 adopted budget anticipates this project each year, and as such, no further action is required.
CEQA
The City finds that this action is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 1 exemption, which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features where the project involves negligible or no expansion of existing or former use. (State CEQA Guidelines, § 15301).
Recommendation (Option 2)
Approve Resolution 25-XXX authorizing the City Manager to enter into a construction contract with Specialized Pavement Marking in the amount of $190,764.20 (with a 5% construction contingency for a total project cost of $200,400) for the Annual Pavement Striping and Markers Refreshment project, with the City Manager and City Attorney to make any minor, technical, or non-substantive changes to the City’s standard contract documents consistent with this Council action.

Date: April 15, 2025
Facts
1. The Paso Robles Gateway Annexation project is located northwest of the intersection of Highway 101 and Highway 46 West and includes the development of two hotels with 325 rooms, three commercial centers with approximately 75,600 square feet of space, a 30,000 square-foot conference center, 17 workforce residential units, and up to 80 resort residential units or a third hotel with 100 rooms.
2. In 2020, the City Council approved a Development Agreement (DA) with the developers of the Gateway Annexation project which requires the realignment of South Vine Street with Theatre Drive, which involves not only construction of a new road, but also construction of a bridge in order to connect to Highway 46 West.
3. In accordance with the DA, the City is responsible to construct the bridge and approximately half of the cost to realign the road within 7-years of annexation, which occurred on December 20, 2021; the Developer is responsible for their portion of the road and undergrounding their utilities.
4. In September 2024, after a lengthy process, an encroachment permit was issued by Caltrans allowing the City to move forward with construction of the project. The encroachment permit allows for the connection of the bridge to Caltrans’ right-of-way.
5. The estimated construction cost of the bridge is $15 million. Due to the challenging nature of the project, it requires staff to have technical assistance to oversee and manage the construction. To that end, a Request for Proposals (RFP) was issued to provide construction management services (CMS) for the South Vine Bridge construction.
6. On March 6, 2025, the three firms who submitted a response to the RFP were invited to interview with a panel consisting of Tom Noya, representing the developer of the Gateway project, Buddy Hain representing the City’s design engineer, Stantec, Freda Berman, Public Works Director, and Ditas Esperanza, Capital Projects Engineer.
7. The selection committee concluded that the team from MNS Engineers, Inc. is the best qualified firm and has the requisite technical ability and knowledge to assist staff in overseeing the bridge project for the City.
Options
1. Take no action;
2. Authorize the Interim City Manager to enter into an agreement with MNS Engineers, Inc. to provide construction management services for the South Vine Bridge, in the amount of $839,743.20; or
3. Refer back to staff for further analysis.
Analysis and Conclusions
In 2009, Caltrans conducted a Project Study Report (PSR) for improvements to the U.S. 101/Highway 46 West interchange. The Caltrans PSR included the reconfiguration of the South Vine Street and State Highway 46 West intersection, westward to realign with the Theatre Drive/SR 46 signal. The realignment of South Vine Street is only one part of the overall interchange improvement project. Part 1, which included the relocation of Theater Drive west of the original intersection location, has been completed.
Part 3 includes converting the existing off and on-ramp intersections into roundabouts; this portion of the project, funded by San Luis Obispo Council of Governments, is currently in design. Overall, the purpose of the Caltrans project, including the South Vine Street realignment, is to improve local and regional congestion, including improving the ramp intersections and frontage road intersections with Highway 46 West.
Additionally, by completing the construction of the South Vine Bridge, the City is meeting its obligations pursuant to the development agreement for the Gateway project and the settlement agreement in the litigation related to the CENCO hotel and Gateway projects.
The challenging nature of the bridge portion of the project requires staff to have technical assistance to oversee and manage the construction. As a result, it is necessary to secure construction management services (CMS). The contract for the construction of the bridge structure is currently out for bid and anticipating award, including the debt financing package, to be reviewed by City Council in May 2025.
Obtaining the construction management services prior to the awarding of the bridge construction agreement will be of benefit to the project by providing technical assistance in evaluating the construction bid packages and advancing pre-construction collaboration with the Gateway project team and other stakeholders.
Fiscal Impact
The total cost for construction management services to MNS Engineers, Inc. is $839,743.20. The City’s Capital Improvement Program project budget totals $27.7 million, consisting of several different funding sources such as the General Fund, Transportation Impact Fee Fund, developer contributions, and debt financing. The construction management services were anticipated and can be accommodated in the current budget with any debt financing.
CEQA
The City finds that approval of a construction management services contract is not a project subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060, subd. (b)(2)-(3), 15378.).

I Section 7. Scope of Services
Project Understanding
MNS understands the City is seeking a qualified consultant to provide construction management professional services to oversee the construction of the South Vine Bridge at State Route-46 West.
The South Vine Bridge project is part of a traffic congestion relief program to relieve local and regional circulation issues by improving operations of the US 101/State Route 46-
West Interchange. The improvements are being designed
and constructed in four different phases. The initial Phase 1 was constructed in 2012, and relocated Theatre Drive to create a new intersection with State Route-46 West and
constructed an interim three-signal intersection.
The South Vine Bridge project is part of the Phase 2
improvements. This includes the construction of the new bridge and the relocation of South Vine Street to the
Theatre Drive intersection with State Route-46 Westmaking the intersection into a four-signal intersection. The relocation of South Vine Street will be constructed as a separate project.
The bridge construction will consist of a single span, 47-feetlong prefabricated steel truss bridge founded on 36-inch cast-in-drilled-hole (CIDH) piles. The project also includes construction of fill slopes, two abutments, retaining walls, rerouting of the creek bed, and the fabrication of the bridge structure. The fabrication of the bridge structure will require source inspection to ensure that the bridge is fabricated in compliance with the contract plans and specifications.
The abutment fills require sub-surface settlement
monitoring, this will require coordination with the City's Geotechnical Engineer to ensure proper compliance with
design expectations.
The CIDH pile will require Gamma-Gamma testing, and if
needed, cross-hole sonic testing, to verify soundness of the pile. If anomalies are detected mitigations may be required.
One the piles are placed, the abutments will be constructed and the prefabricated bridge structure will be set on its foundation. The approach slabs and the final paving will complete this phase of the work.
The work on and along State Route-46 West will require
coordination with Caltrans and a Caltrans Encroachment
Permit Engineer. Traffic control and closures affecting the state highway will need approval through Caltrans.
Scope of Services
MNS tailored a scope of work to provide comprehensive
construction management services to meet City and
Caltrans LAPM requirements for the South Vine Bridge

OMNS
For each meeting, MNS will prepare the agenda and
distribute the minutes, which will include pertinent
discussions and action items.
@t+fijf JI Project Schedule Control
The RE will review and analyze the contractor's proposed baseline CPM schedule and recommend acceptance
or require changes. The initial review will verify the
baseline schedule adheres to the contract specifications, the milestone dates meet the overall project schedule,
appropriate and realistic relationships and durations, and critical and near critical path activities.
The contractor's approved baseline CPM schedule must
be updated monthly to reflect the current progress of the work, changes to the work, weather delays, and remaining work to be performed. This is the most valuable tool for monitoring the overall project progress and approach to the work relative to the contractor's initially planned schedule, identifying potential concerns related to the contractor's actual progress, identifying potential issues affecting the overall work progress, evaluating the effects of delays and developing alternatives to mitigate them, and ensuring the project stays on track for timely completion.
Phil has extensive experience with CPM scheduling
methods and software, performing CPM schedule reviews,
preparing and evaluating time impact analyses for changes, and developing alternatives to improve upon the current schedule.
MNS will examine monthly as-built schedule updates for
completeness and identify any potential problems and
impacts. Should the project begin to slip, the contractor will be requested to submit a Recovery Schedule showing their plan to get the project back on track. The contractor will be providing a three-week-look-ahead schedule, which will be reviewed at the weekly project meeting. The CPM and
three-week look-ahead schedules will be used to foresee when submittals need to be received and reviewed; and to determine when to distribute notices to local businesses and residents.
if®f JI Project Cost Control
Cost control will be an ongoing task throughout the project.
Costs will be carefully managed to contain expenditures within the available budget. The project's document
control system will be used to track and monitor the actual construction costs on a project. The tracking of contract item payments and quantities will be incorporated into
the progress payment spreadsheet. These items will also be tracked: contract change order payments, extra work, supplemental work, and item overruns and underruns. The project contingency balance will be verified as part of the monthly progress pay estimate review and submittal.
Efficient Management of Resources. The detailed lookahead schedule will provide the RE with the information needed to efficiently manage MNS' team resources. The
contractor's detailed plan for the work also allows the RE to identify specific inspection or testing staff required on a daily basis. This ensures the proper scheduling for test staff or other subconsultants to support the planned work.
The most effective way to avoid exceeding the resources allocated for specific tasks and to keep the contractor on schedule is to solve problems before delays occur. The
contractor must be held to his obligation to complete the work within the time allowed in the construction contract.
Our focus on preventing construction delays, combined with our monthly tracking reports, keep our costs down and our -
clients informed, resulting in a cost-effective project.
Quantity Calculations and Progress Pay
Estimate
MNS understands the importance of providing adequate
backup information to support costs paid to the contractor.
The team will prepare accurate and complete quantity
calculations (Q-sheets) for each contract item and each progress pay estimate. The RE will review the contractor's monthly pay request against the Q-sheets before
recommending payment approval to the City. Extra work
and supplemental work costs will be tracked and compared against the authorized change order amounts.
lhf if JM Submittals and RFls
The timely review of submittals and RFls will be critical to the construction of the project. Our document control system includes logs for tracking both submittals and RFls.
All submittals and RFls will be logged and distributed as necessary. They are tracked and discussed at the weekly meeting with the contractor to ensure each is resolved
quickly. RFls are reviewed to see if they are legitimate before processing. As the RE, Phil will monitor the log and coordinate with the City and Design Engineer as needed
to ensure timely response to RFls and submittals. Initial SECTION 7 SCOPE OF SERVICES ■

OMNS
submittals to be reviewed and approved as the first order of work include:
• SWPPP
• Project baseline schedule
• CIDH pile placement plan
• Bridge erection plan
@@f@ Change Order Management
As part of their daily activities, the RE and the field inspector will be alert for issues that may require changes to the work.
The RE will contact the City's Project Manager promptly in the event of changes or potential changes to the work, and he will work with the contractor to eliminate or mitigate the effects of these changes.
If a change to the work is necessary, the RE will develop proposed alternatives and present these to the City's
Project Manager. All contract change orders must have
a defined project scope of work and limits and be in
compliance with the project documents. This information will be used to determine the preferred alternative. Upon reaching agreement of the change order scope of work, a detailed scope and an independent cost analysis and time impact analysis will be prepared. This will form the basis for evaluating the contractor's submitted costs and time impact for the changed work and negotiating a change order with the contractor.
A discussion of changes and potential changes will be a key agenda item for the weekly coordination meetings with the contractor to ensure the proper monitoring for changed work and effective mitigation of impacts to the project. Any potential claims associated with changes to the work will be addressed before becoming actual claims. The RE will work closely with the City's Project Manager and contractor to resolve change orders and/or disputes in a timely and efficient manner.
@tJMf J:i Daily Field Inspection and Documentation
MNS will provide experienced project inspection staff
skilled in the inspection of all aspects of the proposed improvements. Our inspection team will ensure the
contractor provides a quality product meeting the plans and specifications, safeguards the City from defects and deficiencies in the work, and guards public safety. To meet this goal, our staff's duties will include:
■ SECTION 7. SCOPE OF SERVICES
• Ensure the contractor complies with project document
requirements.
• Monitor work for compliance with the large array of
project permits and water pollution control requirements in the Construction General Permit and the contractor's approved SWPPP.
• Check work is being performed in accordance with the
latest issued plan sheets, specifications, and submittals. • Disallow deviations from the contract documents unless proper approvals have been obtained.
• Verify only conforming materials are incorporated into the work. Track daily item quantities.
• Schedule required materials testing.
• Answer public and business owner concerns in a prompt, professional manner. All public inquiries will be sent to the RE for prompt follow-up.
• Provide daily photo documentation of the work performed. • Regularly maintain as-built drawings.
lfri-ifJI Claims Management
Our objective is to resolve any potential claim at the job level before it becomes an actual claim. Potential claims submitted by the contractor will be acted on in a timely manner in accordance with the contract documents and
City policies and procedures. Phil will review all potential claims and resolve disputes in the most cost-effective and fair manner. We find the following reduces the risk of dealing with a contract claim:
• Anticipate problems and resolve issues proactively
• Timely response to RFls and CCOs
• Keep quality documentation
• Be firm, but fair when analyzing potential disputes
A thorough review of the contract documents prior to
bidding, utilizing our experience on similar projects, allows us to identify potential problems early and develop solutions to avoid potential claims and minimize delays to the project.
In the event issues arise leading to potential claims, the RE will promptly notify the City's Project Manager of the nature of the issue, provide an initial assessment of the merit of the issue, and estimate the magnitude of the potential exposure to the City. Our steps in resolving the issue will be to explore alternatives to resolve the issue. We will present the City with our alternatives and provide our recommended Attachment 2

Council Agenda Report
From: Ditas Esperanza, Capital Projects Engineer
Subject: Approval of Award of a Construction Contract for the Downtown Parking Lot Rehabilitation Projects at 12th Street and Railroad and at Marv’s Pizza, and a Change Order for Related Construction Design Services
Facts
1. The City Council adopted goals and priorities for Fiscal Year (FY) 2022-23 and 2023-24 which included refurbishing two downtown parking lots, one adjacent to Marv’s Pizza and the other at Railroad and 12th Street.
2. Construction documents were prepared and in February 2025, bids were solicited for construction.
The engineer’s estimate for the project was $1,325,000.
3. At the bid opening on March 27, 2025, six bids were received as follows:
Contractor Bid Amount
Souza Construction $1,029,955.00
JJ Fisher Construction $1,089,616.00
V. Lopez Construction $1,160,331.50
R. Burke Construction $1,198,684.00
John Madonna Construction $1,426,310.00
Papich Construction $1,559,955.00
6. Staff reviewed the lowest bid from Souza Construction and found it to be a responsive and responsible bid.
7. A contract for design services of the parking lots were awarded by the City Council to Cannon on April 19, 2022. The scope did not include construction administration. A change order to Cannon’s contract in the amount of $208,657 is needed to assist staff in construction review of submittals, pay estimates, provide compaction testing and construction staking and surveying, and response to design clarifications and questions during the construction phase.
Options
1. Take no action;
2. Authorize the City Manager to enter into an agreement with Souza Construction to perform repairs to the Downtown Parking Lots, in the amount of $1,029,955, and approve a change order to Cannon’s
contract in the amount of $208,657 and appropriate an additional $217,000 in recognition of the EVC grant; or
3. Provide alternative direction to staff.
Analysis and Conclusions
Refurbishment of the downtown parking lots at Railroad and 12th Street and adjacent to Marv’s Pizza were identified by the City Council as a priority during the February 2022 Goal Setting Workshop. The scope of work includes improving circulation within the lots, maximizing parking spaces, improving lighting, improving ADA parking space availability, improving driveway access to the lots, improving alley access at 12th, 13th, and Park Streets, improving drainage and installing EVC charging stations. The project as bid addresses all the stated scope items.
Building on the City Council's prioritization of parking lot improvements during the February 2022 Goal Setting Workshop, feedback from downtown stakeholders further emphasizes the need for these upgrades. Local businesses and residents have expressed concerns about the current conditions of these parking lots, particularly regarding lighting and accessibility. Inadequate lighting has been a frequent point of discussion, with stakeholders highlighting how it impacts both security and the overall ambiance of the area, especially after dark. Additionally, the lack of efficient circulation has led to congestion, making it difficult for lot usersto find convenient spots. The improvements outlined in the project, such as enhanced driveway and alley access, as well as ADA parking upgrades, directly respond to these concerns.
Stakeholders have also advocated for more sustainable features, such as the installation of EVC charging stations, which are now being incorporated into the project. This comprehensive refurbishment will not only address the functional needs of the downtown parking lots but also enhance the overall parking experience, driving economic vitality and supporting long-term growth in the area.
Fiscal Impact
The City’s Capital Improvement Program includes funding for this project from the General Fund. The current available project balance is approximately $1.2 million. Since the budget was adopted, the City applied for an EVC Grant and is expected to receive a grant in the amount of $217,000. Taken together, the updated project budget is as follows:
Funding Source
General Fund $ 1,693,000
EVC Grant 217,000
Total Budget $ 1,817,000
Project Expenses
Design Services $ 177,732
PG&E Lighting 289,972
Other Misc. 9,541
Construction* 1,029,955
Construction Administration* 208,657
Construction Contingency 101,143
Total Project Cost $ 1,817,000
* Denotes City Council’s current recommended approval.
CEQA
The City finds that this action is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 1 exemption, which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features where the project involves negligible or no expansion of existing or former use (State CEQA Guidelines, § 15301).
Recommendation (Option 2)
Approve Resolution 25-XXX authorizing the City Manager to enter into an agreement with Souza Construction to perform repairs to the City’s Downtown Parking Lots, in the amount of $1,029,955, and approving a change order to Cannon’s contract in the amount of $208,657 and appropriating an additional $217,000 in recognition of the EVC grant.

Council Agenda Report
From: Ditas Esperanza, Capital Projects Engineer
Subject: Approval of a Construction Contract for the Pedestrian and Bicycle Enhancements Adjacent to Flamson Middle School
Facts
1. On June 2, 2020, City Council authorized staff to submit a grant application to the San Luis Obispo Council of Governments (SLOCOG), to install pedestrian and bicycle improvements adjacent to Flamson Middle School.
2. Subsequently, the SLOCOG Board approved a grant in the amount of $50,000 towards the design and $750,000 towards the construction of those pedestrian and bicycle enhancements.
3. The City also has an adopted Local Roadway Safety Plan (LRSP). The LRSP included a recommendation to modify the traffic signal at 24th Street and Spring Street. Unfortunately, the grant application did not include modifications to the traffic signal.
4. Last year staff went out to bid for this project which included signal modifications in the engineering design scope of work. This added item cost an additional $192,305 for construction, of which there was no funding source identified. As a result, on April 16, 2024, the City Council rejected all bids and authorized staff to re-bid the project.
5. Staff intentionally waited to rebid the project so that construction was to be conducted when school is not in session.
6. In January 2025, the project was readvertised with an engineer’s estimate of $725,000. At the bid opening on March 27, 2025, six bids were received as follows:
Construction Company Bid Amount
Souza Construction $625,516.90
JJ Fisher Construction $672,673.00
RCH Construction $721,841.54
R. Burke Construction $730,420.00
Kies & Sons Construction $827,262.50
Papich Construction $1,485,995.00
7. Staff reviewed the lowest bid from Souza Construction and found it to be a responsive and responsible bid.
Options
1. Take no action;
2. Authorize the Interim City Manager to enter into an agreement with Souza Construction for the construction of the pedestrian and bicycle improvements at Flamson Middle School (the Flamson Safe Route to School Safety Project), in the amount of $625,516.90; or
3. Provide alternative direction to staff.
Analysis and Conclusions
The Flamson Safe Route to School Safety Project will provide critical bicycle and pedestrian safety enhancements along the frontage of Flamson Middle School, and along Spring Street. The project will reconfigure 24th Street by installing buffered bike lanes, a new drop off area, curb extensions to narrow the pedestrian crossings, new street lighting and a rapid flashing beacon crossing enhancement.
Installation of a rectangular rapid flashing beacon (RRFB) will provide greater visibility and awareness of pedestrians in the crosswalks. Spring Street will be enhanced with a new pedestrian ramp at 26th Street and buffered bike lane striping.
On April 2, 2025, SLOCOG presented a Program and Project Status update to its board regarding the grant program that funds this project. As part of the update, SLOCOG staff emphasized the importance of maintaining consistent progress throughout the remainder of the calendar year. Failure to do so may result in SLOCOG exercising its right to withdraw funding by December 2025. Therefore, awarding the construction contract reflects demonstrated progress, ensuring that funding for the project remains intact.
Fiscal Impact
The total cost of construction to Souza Construction is $625,516.90. This project has been included in the Capital Improvement Program since FY 2020-21. Project activity incurred to date and anticipated is as follows:
Project Components

As previously stated, SLOCOG awarded the City $800,000 towards the design and construction of these pedestrian and bicycle improvements. As such, there is currently a project shortfall of $121,064. The City has an established “Americans with Disabilities Act (ADA) Transition Fund”. Currently there is an unappropriated balance of $499,348, of which $125,000 is recommended to be used to cover the funding shortfall for this project.
Approve Resolution 25-XXX authorizing the Interim City Manager to enter into an agreement with Souza Construction for the construction of the pedestrian and bicycle safety enhancements at Flamson Middle School, in the amount of $625,516.90, and authorizing a funding transfer of $125,000 to the Flamson Project from the ADA Transition Fund balance.

In case of discrepancy between the Unit Price and the Item Cost set forth for a unit basis item, the unit price shall prevail and shall be utilized as the basis for determining the lowest responsive, responsible Bidder. However, if the amount set forth as a unit price is ambiguous, unintelligible or uncertain for any cause, or is omitted, or is the same amount as the entry in the "Item Cost" column, then the amount set forth in the "Item Cost" column for the item shall prevail and shall be divided by the estimated quantity for the item and the price thus obtained shall be the Unit Price.
For purposes of evaluating Bids, the City will correct any apparent errors in the extension of unit prices and any apparent errors in the addition of lump sum and extended prices.
The estimated quantities for Unit Price items are for purposes of comparing Bids only and the City makes no representation that the actual quantities of work performed will not vary from the estimates. Final payment shall be determined by the Engineer from measured quantities of work performed based upon the Unit Price.
