Currently, no funds have been allocated in the City’s budget for any of the improvements outlined in this report. However, development impact fees may be used for qualifying projects that expand the City’s recreational capacity. Eligible projects include the installation of sports field lighting at Sherwood Park and cost-sharing for the development of new facilities at Beechwood Park.

CEQA
The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.

Recommendation (Option 3)
It is recommended that City Council take the following actions:

1. Direct staff to explore implementation of short-term strategies to alleviate the immediate need to increase sport field capacity and address maintenance concerns which may include installing field lighting and renovating field turf at Sherwood Park sports fields and adopting a formal policy position encouraging the Paso Robles Joint Unified School District (PRJUSD) to incorporate publicly accessible youth sports fields as part of future planning for the 36th Street campus.

2. Direct staff to implement long-term opportunities to meet the growing recreational needs of the community which includes advancing the plans to develop Larry Moore Park, Beechwood Park, and a Master Park, Recreational Facility, and Trails Plan

3. Direct staff to return to the City Council with all necessary items to facilitate this direction, including appropriate CEQA review for the aforementioned items.
