Ad Hoc Direction to Staff – revise recommendations to food truck regulations based on feedback provided at the second Ad Hoc meeting:
2 Recommendation #1: Staff recommends the City require food trucks utilize acoustic panels to abide by noise standards listed in Paso Robles Municipal Code Table 21.83.060-1 to protect adjacent receiving land uses from nuisance.
Requested changes: option to abide by current noise standards or utilize generator acoustic panel
Recommendation #2: Staff recommends accessory furniture is limited as follows:
Accessory furniture is not permitted:
• in the public right-of-way (e.g., sidewalk or parkway), or • where it will obstruct circulation, ingress, or egress.
Where space allows, permit no more than:
• 1 shade structure no larger than 120 square feet in size (below the threshold for requiring a building permit), and
• 1 table no larger than 24 square feet in size (e.g., 8 feet long x 3 feet wide), and • 8 chairs.
Requested Changes: Use square footage limit not quantity for tables and shade structures. Agree with 8 chairs,
Recommendation #3: Staff recommends that Paso Robles Municipal Code Section 21.69.120 be amended so that a temporary use permit is required for ALL food trucks operating on a single site for between 1 day and 1 year unless the food truck is providing food for a special private event on private property lasting no more than 1 day where the food truck operator has been invited by the event organizer to participate (note, food trucks at City sponsored events are not subject to PRMC 21.69.120).
No changes requested
Recommendation #4: Staff recommend amending Paso Robles Municipal Code Section
21.69.120 to require businesses who have special events totaling 7 or more days in a year, where a food truck is invited to participate, to obtain a temporary use permit for operation of the food truck(s). This temporary use permit would cover all food trucks who operate as specified in the temporary use permit.
Requested changes: clarify language to differentiate better, clarify exempt trucks are for onsite business’s hosting event, opposed to a food truck vendor hosted event Recommendation #5: Staff recommends the ad hoc committee consider requiring a minimum setback from public sidewalks.
Provide City Council with options utilizing graphic examples of setbacks based on direction of vending window.
Recommendation #6: Staff recommends the ad hoc committee consider options to restrict food trucks from the downtown core to reduce conflict.
3 Requested changes: Bring alternative options for City Park buffer distances for City Council to consider.
