DETAILED CURRICULUM VITAE
Work Experience
Management Concepts, Inc.

Consultant Instructor 2024-Present
Mr. Agnew teaches financial management courses for federal civilian agencies, DoD, and private sector audiences using student-centered methodologies (e.g., teaching to performance-based learning objectives, individual and group exercises and/or role plays, involving performance of financial functions under simulated conditions, and interactive discussions with the instructor serving as facilitator). Course audiences range in education levels from high school graduate to postgraduate.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION ⚫ NASA AMES RESEARCH CENTER
Assistant Center Director for Management Operations 2019 - 2021 Mr. Agnew provided critical executive leadership for integrated operations and risk management across the Center with an emphasis on facility recapitalization, campus of the future planning and advocacy, and strategic investment funding. He led the development of a cross-functional business model and security approach for the NASA Research Park (NRP) to accommodate the expansion of Public-Private Partnerships/leasing needs and was also responsible for assessing financial arrangements associated with existing leases and partnerships to ensure appropriateness of charging algorithms and long-term viability of the partnerships. Mr. Agnew developed an integrated facility/infrastructure strategic plan that considered all appropriated and non-appropriated resources to improve the center’s strategic management. He served as the architect of the Ames Enterprise Risk Management process that addresses risks resulting from the evolving NASA institutional enterprise management model and the center’s technical project needs. Mr. Agnew reshaped the structure of local operational functions, policies, metrics, governance and organizational structures based on enterprise-led management realignments to assure continuity of service levels from the realigned functions while creating an innovative investment structure capitalizing on current and future revenue streams within the evolving NASA management structure. He also orchestrated a diverse team of facilities, safety, health/medical experts in the design and management of a balanced return to work environment in response to the recent pandemic.

NASA AMES-ARMSTRONG REGIONAL CHIEF FINANCIAL OFFICER/NASA END USER

SERVICES PORTFOLIO LEAD
Chief Financial Officer 2006-2019
Mr. Agnew was selected as the first executive to serve as CFO of two NASA centers concurrently, becoming the trailblazer for innovations in enterprise level financial leadership for all of NASA by leading 220 employees at multiple geographical sites in the management of $1.3B/year in annual operations while achieving approximately 15% in contracted operational savings by realigning services across the two centers. He streamlined the functional management between the Armstrong Flight Research Center and Ames Research Center CFO teams, with the goal of creating a more synergistic relationship between the centers starting with a Change Management “curriculum” focusing on building trust and developing key leaderships skills within the CFO management team to

bridge the functional discipline management across the west coast centers. He choreographed improved vertical and horizontal communications within each supported Center and across the entire NASA CFO enterprise to mitigate service disruptions resulting from the rapidly evolving structural environment within NASA. Mr. Agnew improved the center level budget reporting structure at Armstrong Flight Research Center while concurrently using targeted performance metrics to improve center-level financial performance leading to enhanced senior management understanding of the center’s financial posture. He also adapted the Ames budget process to expeditiously address functional budget restructuring occurring within the Agency. He provided the necessary leadership and direction to the Center’s financial staff in the development, and administration of financial systems and processes enabling effective management, control, and reporting of the government's assets. He maintained his effectiveness as the key business adviser to both Center Directors as well as their respective senior leaders by providing sound budget, financial planning and operational practices leading to detailed analysis and interpretation of the impact of policies, procedures and budget decisions, and business proposals from industry (e.g., Google). Concurrently Mr. Agnew provided effective stewardship of NASA’s resources through the implementation of appropriate internal controls that ensured financial credibility leading to several years of unqualified audit opinions - which is uncommon in the federal sector. He choreographed the Agency leadership in the definition of the accounting and management principles for the oversight of the agency’s more exotic research and leasing agreements with partners in the NASA Research Park at Ames and was responsible for protecting the centers’ financial standing by interpreting the political environment and providing business analysis in support of center plans, strategic investments, and new business opportunities. Mr. Agnew also adeptly led the development and integration of divergent, multi-year budget submissions to meet a variety of strategic and tactical programmatic advocacy requirements in support of the NASA programs leading to the approval the centers’ annual budget/workforce and operational spending plans. He employed analytical techniques to develop cost estimates for technical programs and assessed progress against planned goals as well as determined trends and risks related to center operations. In addition to his direct line authority, Mr. Agnew was chosen as a multifunctional Portfolio Lead using a matrixed management structure to orchestrate key Agency-level end user services that integrated disparate functions and geographical sites resulting in reduced operating costs and enhanced NASA technical operations. He led multiple efforts to address the dynamics involved with NASA’s effort to realign its mission support activities from the center structure to an enterprise managed structure, like transforming the agency Travel service delivery and tool deployment resulting $1M of annual savings for Travel processing operations. Mr. Agnew was the catalyst for an unprecedented innovation in regionalizing the Standard General Ledger (SGL) Continuous Monitoring Program (CMP) and Travel Services between AFRC and ARC which provided a 20% savings. In this Portfolio Lead role, he also mentored Portfolio element champions to develop a cadre of leaders in support of the Portfolio succession planning. Mr. Agnew played a significant role in staff development by serving as a board member for the agency CFO’s University program that developed an inhouse curriculum for NASA financial professionals and co-authored the CFO Community Development Framework that created standardized performance expectations and training requirements for the Agency CFO community.

He also initiated the CFO mentoring program for early career employees that provided employees access to the organization’s senior leader and promoted early mentoring and development of future leaders. In addition, he identified the need for, and initiated an effort to find specialized support for veteran employees to aid their acclimation to the organizational environment. His leadership abilities and commitment to his staff and the Agency’s broader constituencies was recognized with center and Congressional commendations as an avid supporter of the HACE (Hispanic Advisory Committee for Employees), the African American Advisory Group (AAAG) and his selection as the executive sponsor to the Ames Veterans Advisory Group along with being asked to fill a key gap in leadership by serving as the acting Center Associate Director in conjunction with his CFO role.

NASA Robotic Lunar Exploration Program
Agency Business Manager 2005-2006
Mr. Agnew was selected to design and implement a business management/program analysis function that was fully responsible for the financial control of a $3B NASA program that spanned several projects across multiple NASA centers, academia and industry. Once he developed the infrastructure, he managed the staff of key financial specialists and program analysts that provided management oversight and program control. Mr. Agnew led the team responsible for the development of the life cycle cost estimates in support of each constituent project’s resources and schedule requirements for the financial decision-making and risk understanding during scheduled reviews. He also integrated technical issues and risk assessments with schedule and financial analyses. Mr.

Hello, My aviation interests began around the age of 5. My father had a small airplane and would take me up. The span of that experience is the span of my life. I earned my license in my late teens. I continued to fly and own aircraft of many types. Military as well as civilian.

In my many years as a Pilot and Aircraft owner, I specialized in Classic aircraft and owned many different models. Including WW2 military types. I flew these to airshows at airports all over the country. Winning many shows in the process. I know and understand airport operations completely.

I started my own aircraft parts company in the late 60"s specializing in Beechcraft. In 1974 I also started another company Avlite Aviation, Inc. Specializing in Aircraft lighting, which I moved here in 1981 when we relocated to Paso, and is still operating here. Now under new ownership as I have retired. In those years I was very active in Flying and Airport operations. I was one of the small group that started a group called "Confederate Air Force" which evolved into what is now the "Estrella Warbird Museum" of which I am an honorary lifetime member. I also coordinated with then airport manager Chuck Miller in hosting our local Air Shows which were great ways to promote our airport not only to locals but to others that will fly here to participate. Id love to see that happen again.

I was a pilot with the SLO Sheriffs Dept Aero Squadron, which flew search and rescue missions coordinatiing with ground operations.

I also have an intimate working knowledge of Aircraft, engines and systems, having done a lot of my own maintenance.

Page 22 of 41 ends

In 1994 I moved from John Hamons facility where I had located my business into my own brand new 20,000 sq ft building which I had built to include 15K sq ft of Large hangars plus offices and warehouse, which the company still occupies.

This airport has been in my life daily for 45 years. I was a close friend of Archie Dean (Patroline) who the airport is named after.

Aviation is a vital necessity to any communities commerce. In good times and even moreso the bad times. Our Fire base is a blessing this town should never overlook.

Is anything needed in the way of services and facilities? Yes. We havent had a flight school here since Patroline closed. I think that would be one goal of mine to pursue. To include aircraft rental as well. More hangar space is needed. We have the perfect company to effect this in Nunno Corp who is located right ON the airport.

The long term goal is of course to provide commercial service. We have a better facility to handle this then SLO itself in terms of Runway lengths. What we DONT have is a terminal that meets current requirements for TSA demands, post 9-11. I dont believe our current terminal can be modified to meet those demands.

As I am retired I would have the time available to help deal with airport issues as needed.

I am in perfect health and I believe I have the experience and knowledge necessary to be an asset to this facility and the community that has given so much to me and my family.

Thank you for your consideration.
