meeting.

1. Approval of November 4, 2025 City Council Meeting Minutes 8 - 13 Melissa Martin, City Clerk

2. Receipt of Warrant Register 14 - 73
Ryan Cornell, Administrative Services Director

3. Approval of a Resolution Declaring Certain Real Property Located near 1910 Riverside Ave, Paso Robles, CA 93446 a portion of APN 008-254-003- is Non-exempt Surplus Land Pursuant to Government Code Section 54221, Approving the Notice of Availability There
74 - 82
Angelica Fortin, Community Services Director
CEQA: The Resolution has been reviewed with respect to the applicability of the California Environmental Quality Act (Public Resources Code Section 21000 et seq.) (“CEQA”). City staff has determined that the designation of the Property as nonexempt surplus, approval of the form of Notice of Availability, and authorization for the City Manager to comply with the Act do not have the potential for creating a significant effect on the environment and are therefore exempt from further review under CEQA pursuant to State CEQA Guidelines Section 15060(c)(3), because such actions do not constitute a “project” as defined by the CEQA Guidelines, Section 15378. In the alternative, even if the actions contemplated here constituted a “project” under CEQA, they involve the sale of surplus government property, which is exempt from environmental review under CEQA pursuant to a Class 12 categorical exemption. Specifically, the government Property is not located in an area of statewide, regional or areawide concern as defined in CEQA Guidelines section 15206(b)(4). The Property is not located in any of the following: the Lake Tahoe Basin, the Santa Monica Mountains Zone, the California Coastal Zone, an area within ¼ mile of a wild and scenic river, the Sacramento-San Joaquin Delta, the Suisun Marsh, or the jurisdiction of the San Francisco Bay Conservation and Development Commission. Therefore, the City Council’ adoption of this Resolution is exempt from CEQA review. Finally, adoption of the Resolution does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. If and when any of the Property is sold to a purchaser, and that purchaser proposes a use for the Property that requires a discretionary permit and CEQA review, that future use and project will be analyzed at the appropriate time in accordance with CEQA. The Resolution does not constitute a binding commitment to any particular use of the property.

Recommendation: Approve Resolution 25-XXX declaring pursuant to Government Code Section 54221 that the Property is non-exempt surplus land, approving the notice of availability therefor, authorizing the City Manager to comply with the Surplus Land Act, and finding that such declaration is exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15060(c) and 15312 of the CEQA Guidelines.

4. Approval of Award of Contract for Logo Design Services for the Paso Robles Municipal Airport
83 - 116
Mark Scandalis, Airport Manager
CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378 as the award of the contract will not result in a direct or reasonably foreseeable indirect physical change in the City Council Agenda November 18, 2025 Page 3 of 5
environment.

Recommendation: Approve Resolution 25-XXX, authorizing the City Manager or designee to execute a Professional Services Agreement with lowercase productions for logo design services for the Paso Robles Municipal Airport, with the City Manager and City Attorney authorized to make minor, technical, or non-substantive changes to the agreement, as necessary, consistent with the Council’s overall intent.

5. Approval of Oak Tree Removal Permit 25-13 -Turtle Creek Park 117 - 124 Dwayne Brown, Maintenance Services Superintendent
CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State CEQA Guidelines, § 15304 for minor alterations to land which do not involve the removal of healthy, mature, scenic trees.

Recommendation: Approve Resolution 25-XXX, approving Oak Tree Removal Permit 25-13, authorizing the removal of the hazardous Blue Oak and replacing it with five (5) 15-gallon 1.5” DBH Blue Oaks on public property.

6. Authorization of an Application for Sustainable Transportation Planning Grant Program Funds to Update the Paso Robles 2018 Bicycle and Pedestrian Master Plan and Design Advancement of the 13th Street Bicycle Corridor 125 - 130
Leslie Frazier, City Engineer/ Deputy Director of Community Development CEQA: The City finds that this activity is not subject to the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378. The activity is authorization to apply for funding through a state grant. The activity will not result in a direct or indirect physical change in the environment. Additionally, the activity is not a “project” as defined under State CEQA Guidelines § 15378.

Recommendation: Approve Resolution 25-XXX, authorizing staff to submit an application for Sustainable Transportation Planning Grants Program Funds to the California Department of Transportation.

7. Approval of a Professional Services Agreement Amendment with Oasis Associates for the Professional Land Use Planning and Regulatory Liaison Services Related to the Hunter Ranch Golf Course Project
131 - 136

Recommendation: Approve Resolution 25-XXX, authorizing the City Manager to execute a Third $30,000 contract amendment (for a total not to exceed of $120,000) with Oasis Associates Contract for Professional Land Use Planning and Regulatory Liaison Services for the Hunter Ranch Golf Course Resort Project.

Q. PUBLIC HEARINGS

1. 2026 Community Development Block Grant Program and the Draft Annual Action Plan
137 - 146
Darren Nash, City Planner
CEQA: The Draft Annual Action Plan is exempt from the California Environmental Quality Act (CEQA) pursuant to State Guidelines Section 15061(b)(3) and 15378 as it is does not constitute a “project” under CEQA because it can be seen with certainty that there is no potential the action will result in direct, or reasonably foreseeable indirect, physical change in the environment.
