Analysis and Conclusions
The City Council has historically conducted goal-setting sessions at the start of the City’s budget process in January or February preceding the budget adoption in June. These sessions help establish policy direction, shape departmental work plans, and guide resource allocation.

With the recent leadership transition and the next budget development cycle beginning in Q1 2026, an earlier workshop allows Council to initiate strategic planning well in advance. This proactive timing will strengthen alignment between Council and staff, ensuring the upcoming budget reflects shared goals and clear organizational priorities.

This facilitated workshop will also review the characteristics of a high-performing City Council, clarity of roles, consistent norms, strategic thinking, effective communication, and a strong working relationship with staff. Integrating these elements into the workshop framework is key to supporting strong governance and successful long-range planning.

The upcoming workshop is designed to provide the City Council and staff with a focused opportunity to collaborate, reflect on governance practices, and establish clear strategic direction ahead of the FY 2026– 27 budget cycle. Through facilitated discussion and shared planning, the session aims to strengthen alignment, enhance teamwork, and ensure that both Council and staff enter the next budget process with a unified understanding of priorities and expectations.
