The Housing Authority Board of Commissioners is responsible for policy, fiscal management, and the appointment of the Housing Authority Chief Executive Officer. There are seven commissioners, who serve overlapping four-year terms. The City Council appoints members of the Board of Commissioners. The recruitment for upcoming vacancies was for two at-large commissioners.

The Planning Commission prepares and recommends City Council consideration of the General Plan and Zoning Ordinance, including formulation of policies for development and land uses. The Commission also performs duties related to the review and approval/denial of development applications and subdivision maps. The City Council will interview for two vacancies. Applicants are:

3. Supplemental Sales Tax Oversight Committee 32 - 57
The Committee shall provide a forum for citizens to review and report to both the City Council of the City of Paso Robles (“City Council”) and the community as a whole on matters relating to Supplemental Sales Tax revenues and expenditures resulting from both Measure E-12, approved by the voters in 2012 and extended by voters in November 2024 as Measure I-24, and Measure J-20, approved by the voters in 2020.
The Committee has two distinct roles: oversight and advice. The oversight role is the higher priority: Paso citizens need to know whether the voter-approved supplemental sales tax revenues are being spent on community priorities established by the City Council, based on information gained from business and resident surveys and other means. At each regular meeting, the Committee shall review the latest accounting for each of the ballot measures, which shall summarize funds generated and expended. The Committee shall determine if the funds were spent appropriately, and report that to the Council and public.
The intent is for expenditures by the City in the priority areas to equal or exceed the revenues generated by the measures.
In December 2025, the City Council approved updates to the Supplemental Sales Tax Oversight Committee (SSTOC) bylaws to revise the number of committee members from eleven to nine. Of the nine members, six are AtLarge appointments and three are appointed by Standing Community Organizations.
The Standing Community Organization members include representatives from:
City Council Special Meeting Agenda - Advisory Body Interviews - February 11, 2026 Page 2 of 57 • The Downtown Paso Robles Main Street Association
• Paso Robles and Templeton Chamber of Commerce

To align the current membership with the revised bylaw structure, staff recommends that Patricia Wilmore, who was previously appointed as a Community Organization Member from an affiliated organization, be retained as an At-Large member for the remainder of her original term, which expires on March 31, 2027.
The current Chamber of Commerce appointee resigned in January 2026, and the Chamber has appointed Jennifer Loftus to fill that role. Travel Paso has appointed David Morneau as its representative to the SSTOC. Staff recommends that the Council affirm the appointments of Jennifer Loftus and David Morneau as Standing Community Organization Members representing their respective agencies.
This recruitment was for two at-large SSTOC Committeemembers.

Skills
Assessing one’s skills is an interesting challenge. I have been successful in multiple roles that required collaboration, effective communication, compassion, courage and the self-confidence to recognize that I may not always have the answers. We need the knowledge and experiences of others to achieve success. I have received training and have facilitated workshops related to diversity and inclusion and the impact of various group dynamics, including those we cannot see. I also enjoy working hard, achieving results and having fun while doing it.
I am very much interested in being considered for the position on the board of Affordable Housing Paso Robles and would be happy to answer any questions you or others might have about my interest or ability to perform in the that role.

I have served on the Paso Robles Planning Commission for the past six years, including as Chair, during a period of significant growth, code updates, and increased development complexity. During my tenure, I have reviewed and deliberated on a wide range of land use matters, including discretionary permits, subdivision maps, housing projects, commercial and industrial development, zoning amendments, and long-range planning initiatives.
Paso Robles has been my home for most of my life. My wife is 5th generation to Paso Robles and together we care deeply for our community. We love what has been created here and feel fortunate to be able to live and work in a community with so much to offer.
When clients ask us why we think Paso Robles is the place to live, I always tell them "community." That is why I feel it is my duty to serve and give back to our city.
Professionally, I am a licensed California real estate salesperson with extensive experience in land use, property development, zoning regulations, and market feasibility.
This background allows me to evaluate projects with a practical understanding of both regulatory requirements and real-world impacts on property owners, neighborhoods, and the broader community.
I try to bring a balanced, fair, and detail-oriented approach to decision-making, with a strong emphasis on consistency with the General Plan, Municipal Code, and applicable state laws. I have truly enjoyed my service on the Planning Commission and value the opportunity to work alongside dedicated staff and engage with the members of the public I have met throughout my tenure. My goal has been to support thoughtful growth, protect community character, and ensure transparent, well-reasoned decisions in the public interest.

The committee's purpose of assessing and helping direct the use of funds for the improvment of city infrastructure is something I very much agree is necessary, and of which I would like to be a part. I have extensive experience in transportation matters including monitoring funding and budgets, and assessing transportation gaps, including through participation in the Unmet Transit Needs (UTN) process. As a longtime resident of Paso Robles, I take a considerale interest in the quality of the streets and roads, and appreciate how much the quality of this infrastructure affects our community as a whole. I understand how an effective maintenance program can be an effective cost-saving measure in the long run. When citizens want sound policy, effective maintenance and improvments, and assurance that funds are being used properly, it's important to step up and be part of the process. Thank you for the oppourtunity to do that through this committee.
