CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: After receiving and considering input from the Planning Commission and Airport Commission during the joint meeting, it is recommended that the City Council direct staff to proceed with preparing a Request for Proposals (RFP) to solicit an agreement with a firm that is qualified to complete all remaining steps necessary for preparation and submittal of the application for a Federal Aviation Administration Commercial Spaceport License; and to direct staff to return to the City Council at a future meeting with the results of the RFP process and a recommended agreement for Council’s consideration and possible approval.
