• Currently, no similar store types exist in Census Tract 102.07. • Other gas station markets in Paso Robles operate under a Type 21 license (Chevron, One Stop) • The proposed usage is consistent with Municipal Code regulations. • Food and beverage allowed within the C-3 Zoning District. • Addition of distilled spirit sales would not create a further undue concentration of off-sale alcohol establishments.

• Action is not a project under CEQA pursuant to State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
