Council,
I want to address the travel accommodations being billed to Paso Robles taxpayers by outside counsel.
According to invoices provided to the public, Elizabeth Hull billed the City for hotel lodging, rental cars, parking, and fuel expenses connected to council meetings. One hotel stay alone was over $350, on top of rental car, parking, and fuel charges.
If these accommodations continue throughout the year, taxpayers could easily be paying up to $20,000 annually just in travel accommodations and related expenses alone — and that is before legal fees are even counted.

The public has a fair question: why does Elizabeth Hull require overn ght lodging while Thomas Rice appears able to make the same trips without billing taxpayers for hotel stays? If one attorney can drive back without accommodations, why can’t the other? if Thomas lives closer then he is a fine replacement for Ns. Hull.
At a minimum, this City should require government hotel rates before approving any lodging expenses. Even high-end hotels routinely offer government rates when requested.
Taxpayers should not be paying premium retail prices for outside counsel travel. This is not personal. It is about oversight.
I am asking the Council to adopt stricter policies requiring government rates, written justification for overnight stays, and clearer public reporting of outside counsel travel expenses going forward.
Especially at a time you state you cannot pay Mainstreet, Chamber and other entities what they have asked. Aat lest they produce money for the City.
