564 - 580
Sam Ricklefs, Assistant Planner
CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State CEQA Guidelines, §§ 15060, subd. Recommendation: Approve Resolution 26-XXX, adding Amy Trejo and Manuel Trejo, ISA Certified Arborists, to the City’s List of Certified Arborists.

16. Acceptance of Beechwood Conservation Easement Deed Agreement (Tract 3160) – Beechwood Specific Plan
581 - 624
Dante Peccenino, Interim City Engineer/Deputy Community Development Director CEQA: The Beechwood Specific Plan project was previously analyzed under the Beechwood Specific Plan Environmental Impact Report (SCH #2018061064), certified by the City Council in 2020, together with associated CEQA findings, mitigation measures, and Statements of Overriding Considerations.

The Beechwood Conservation Easement is within the scope of the previously approved project and constitutes an implementation measure contemplated and evaluated as part of the approved Specific Plan, Vesting Tentative Tract Map 3160, City Council Agenda July 21, 2026 Page 5 of 7
Conditions of Approval, and environmental mitigation framework.

The proposed action consists solely of acceptance and recordation of a conservation easement and does not authorize any new construction or changes to the previously approved project. Accordingly, the action is covered by the prior environmental review for the Beechwood Specific Plan project and no additional environmental review is required pursuant to CEQA Guidelines Sections 15162 and 15168.

Recommendation: Approve Resolution 26-XXX, accepting the Beechwood Conservation Easement Deed Agreement for approximately 11.328 acres within Areas B, C, D, and H of the Beechwood Specific Plan area; authorize the City Manager to execute the Conservation Easement Deed Agreement acknowledging the City’s acceptance of the Conservation Easement; and direct staff to record the Conservation Easement Deed Agreement and process all associated recordation documents necessary to effectuate the Conservation Easement.

17. Declination of Drainage Easement – Lot 76, Tract 3153-4, Vinedo Planning Area 4 625 - 641 Dante Pecchenino, Interim City Engineer/Deputy Community Development Director CEQA: The proposed action involves the declination of a previously recorded easement interest and does not constitute a project under CEQA pursuant to CEQA Guidelines Section 15378(b)(5). Additionally, the action is exempt pursuant to CEQA Guidelines Section 15061(b)(3), because it can be seen with certainty that the activity will not result in a significant environmental impact.

Recommendation: Approve Resolution 26-XXX, declining the acceptance of the drainage easement located within Lot 76 of Tract 3153-4 and authorize the City Clerk to record the Resolution with the San Luis Obispo County Recorder and authorize City Manager to take any ancillary actions necessary to effectuate the City Council’s action.

18. Acceptance of Public Improvements for the Remaining Portion of Airport Road, Vinedo Backbone Phase 1 Improvements
642 - 841
Dante Pecchenino City Engineer/Deputy Community Development Director CEQA: In compliance with the California Environmental Quality Act (CEQA), an initial study and environmental impact report (SCH 2019011065) were prepared for the Olsen South Chandler Specific Plan (Vinedo) and were circulated between 10/17/2019 and 12/2/2019. Staff recommends the City Council find that accepting Airport Road for public use does not require additional review under CEQA pursuant to Public Resources Code section 21166 and CEQA Guidelines section 15162 and 15182 (no subsequent or supplemental EIR is required, because no “substantial changes” to the project or to the circumstances under which the project was undertaken are proposed, and there are no “new significant environmental effects” or a “substantial increase in the severity of previously identified significant effects” under the existing EIR).

Recommendation: Approve Resolution 26-XXX, accepting the public improvements for the remaining portion of Airport Road, exonerating the Backbone Phase 1 Bonds, and authorizing administrative release of the associated performance and payment bonds.

19. Acceptance of Public Improvements for Sherwood Road within Tract 3154-1 (Vinedo Planning Area 15) and Rescind the Rejections of Offers of Right-of-Way Dedications for Tract 3155
842 - 904
Dante Pecchenino, Interim City Engineer/Deputy Community Development Director CEQA Determination: In compliance with the California Environmental Quality Act City Council Agenda July 21, 2026 Page 6 of 7
(CEQA), an initial study and environmental impact report (SCH 2019011065) were prepared for the Olsen South Chandler Specific Plan (Vinedo). Staff recommends the City Council find that accepting Sherwood Road for public use does not require additional review under CEQA pursuant to Public Resources Code section 21166 and CEQA Guidelines section 15162 and 15182 (no subsequent or supplemental EIR is required, because no “substantial changes” to the project or to the circumstances under which the project was undertaken are proposed, and there are no “new significant environmental effects” or a “substantial increase in the severity of previously identified significant effects” under the existing EIR).

Recommendation: Approve Resolution 26-XXX, rescinding the prior rejection and formally accepting the right-of-way dedications for those public street segments shown on the Final Map for Tract 3155, accepting the public improvements for portions of Sherwood Road, exonerating Vinedo PA 15 Frontage Performance and Payment Bond No. ES00015902, each in the amount of $2,706,700, authorizing administrative release of the associated performance bond, and administrative release the payment bond ninety (90) days after the recordation of the notice of completion of the improvements.
