Contribution Agreement
1. Since 2022, the City has provided annual contributions to ECHO.
2.On June 16, 2026, the City Council adopted the Fiscal Years 2026–28 Operating and Capital Improvement
Budgets, which include appropriations for the
proposed Contribution Agreement.
3.The proposed Contribution Agreement provides for an
annual City contribution to ECHO of $222,000 during
Fiscal Years 2026–27 and 2027–28 for a total of
$444,000.

Receive and file ECHO’s 2025-26 End-of-Year report
and direct staff to distribute the final FY 2025-26
payment in the amount of $111,000 and approve the
Contribution Agreement for FY 2026-28;
