Summary
An inventory of the existing traffic signal system in the City of Paso Robles was created with the intention to develop a Citywide Traffic Signal Master Plan. Two field reviews were conducted with city staff and Bear Solutions, the City traffic signal maintenance company, to collect information and inventory of items such as controllers, cabinets, traffic signal poles, signal head lenses, pedestrian signal heads, push button heights and distances, and ADA ramps at each of the 27 controlled intersections in Paso Robles. An analysis of the information gathered reveals several areas that have deficiencies. A list of short term and long term recommendations are provided to the City to improve the current traffic signal system.
Recommendations
Interim Recommendations
The inventory of the existing traffic system reveals areas for improvement. Interim recommendations per location are included as Appendix D. Budget permitting, some of these areas can be addressed within a shorter amount of time compared to others. The City will need to hold discussions with the maintenance group on the best route for addressing who will perform the upgrading of equipment. A summary of some interim recommendations is below (ranked from highest priority to lowest priority):
• Upgrading curb ramps to ADA compliant ramps
• Verify that every traffic signal cabinet has the most current traffic signal plans and timing sheets
• Move signage from mast arm and place it on the traffic signal pole to address exceeded mast arm case loading
• Adjusting the height and locations of push buttons so that it conforms to Caltrans ADA Compliance
• Installing/repairing countdown pedestrian heads
• Replacements to damaged pullboxes and controller cabinets • Upgrades to signal heads from existing 8-inch lenses to 12-inch lenses Long Term Recommendations
There are other areas that would require more time and coordination for the long term to address. These long-term recommendations per location are included as Appendix E.
A summary of some recommendations is below:
• Upgrading the traffic signal poles to meet Caltrans standard of 100 mph for wind loading as budget and time permits

Project Name PASO ROBLES - TRAFFIC SIGNAL MASTER PLAN
Subject Traffic Field Observations: Summary and Initial Recommendations
1. Introduction
The City of Paso Robles has retained GHD to prepare a Traffic Signal Master Plan. In support of this work, GHD staff met City staff in the field at various locations during peak traffic times. These field observations were conducted on the afternoon of Tuesday, November 18, and on the morning of Wednesday, November 19, 2025. The following locations were observed for sustained periods of time, with the adjacent corridors also being driven:
– Tuesday afternoon:
• Creston Road Corridor near Trigo Lane
• Spring Street at 24th Street (Lewis Flamson Junior High School) • 13th Street Corridor near Paso Robles Street
• Niblick Road Corridor near Spring Street
– Wednesday morning:
• Niblick Road Corridor near River Road
• Niblick Road Corridor near Bearcat Lane (Paso Robles High School) This technical memorandum provides a summary of the field observations and initial recommendations.
2. Field Observations Summary
2.1 Creston Road between Walnut Drive and Orchard Drive The corridor generally has one travel lane per direction with a two-way left turn lane, bike lanes, parking lanes, and sidewalks. Numerous public and private schools are in this area of the corridor with staggered bell schedules including Saint Rose, Georgia Brown, and Trinity. The intersection of Nickerson Drive is signalized, and the offset intersections of Walnut Drive and Bolen Drive have recently been signalized as a single intersection. Crosswalks with warning beacons are available at Trigo Lane, Ivy Lane, and Orchard Drive. – City staff report intense peaks of traffic during each school’s staggered start and release times, with lengthy queues entering and exiting the sites.
Attachment 1 Page 566 of 576 City Council Agenda September 15, 2026 12655121 2
– City staff report that a school crossing guard controls the Ivy Lane crosswalk which also has warning beacons.
– Traditional public school bus transportation is no longer offered for most students.
2.2 Spring Street at 24th Street (Lewis Flamson Junior High School) The signalized intersection of Spring Street at 24th Street is the crossing of two major corridors in the City. Each approach to the intersection has one left turn lane, one through lane, one bike lane, and one right turn lane.
Left turns from Spring Street are protected while left turns from 24th Street are permissive. There are sidewalks and crosswalks on all legs of the intersection. Lewis Flamson Junior High School, now the only middle school in Paso Robles, is located on the northwest corner of the intersection. Crosswalks with warning beacons are also available nearby on 24th Street at Oak Street and on Spring Street at 26th Street. – An intense peak of traffic was observed during the school release time, with heavy pedestrian crossings and vehicle congestion at the intersection of Spring Street at 24th Street. Some vehicles were observed to block the intersection or turn in front of pedestrians. Some students were observed to cross against a solid Don’t Walk signal.
– School crossing guards control the crosswalks of 24th Street at Oak Street and of Spring Street at 26th Street which also now have warning beacons.
– At the intersection of 24th Street at Oak Street, where crosswalk bulbouts have been added, westbound left turns and U-turns have recently been prohibited though multiple violations were observed. – Traditional public school bus transportation is no longer offered for most students. RTA Tripper service is available during the academic year.
– City staff report that traffic is especially congested during the Friday afternoon school release during warmer months when there is heavy recreational traffic traveling westbound on 24th Street towards Lake Nacimiento.
2.3 13th Street between Riverside Avenue and River Road The corridor generally has two travel lanes per direction with dedicated left turn lanes, bike lanes, and sidewalks. This area of the corridor sees steady traffic volumes accessing the nearby Route 101 ramps and crossing the Salinas River, with three signalized intersections at Riverside Avenue, Paso Robles Street, and River Road. There is an at-grade railroad crossing just west of Riverside Avenue though there are typically only a few trains per day.
– It was observed that false signal detections were occurring for the left turn lane from westbound 13th Street to southbound Paso Robles Street.
– It was observed that the left turn movement from northbound Paso Robles Street to westbound 13th Street typically had no space to turn into after receiving a green signal indication due to the vehicle queue extending back from Riverside Avenue.
– It was observed that vehicles traveling eastbound or westbound along 13th Street often experienced poor signal progression, having to stop for more than one red signal indication.
2.4 Niblick Road between Spring Street and River Road
This area of the corridor generally has two travel lanes per direction with dedicated left turn lanes, discontinuous bike lanes, and partial sidewalk coverage. There are heavy traffic volumes accessing the Route 101 ramps and crossing the Salinas River, with three signalized intersections at Spring Street, Woodland Plaza, and River Road. There are several major commercial traffic generators at Woodland Plaza. – It was observed that the Spring Street intersection, controlled by the City, experienced heavy traffic volumes, especially during the 4 PM hour. Steady vehicle demand approaching from the northbound offramp, 1st Street, and Spring Street enter the intersection to cross the Salinas River eastbound. There is persistent congestion, and vehicles frequently block the intersection attempting to pass through. Dual right Attachment 1 Page 567 of 576 City Council Agenda September 15, 2026 12655121 3
turns on red from the offramp typically use any space that opens eastbound. Additionally, whenever the eastbound through movement has no space to enter the intersection on green, the eastbound right turn is blocked.
– There was lengthy queuing observed on the northbound offramp which may extend into the ramp deceleration area during the heaviest demand.
– City staff report the ramp metering on the southbound onramp is typically operational on Friday afternoons and generates manageable queuing.
– It was observed that the River Road intersection has insufficient turn storage, particularly for the westbound left turn, southbound left turn, and northbound left turn. The westbound right turn does not have a dedicated lane, but these vehicles often pass queued through vehicles on the right if space exists.
The westbound through movement was observed to occasionally block the intersection during the morning peak period.
– It was observed that vehicles traveling eastbound or westbound along Niblick Road often experienced poor signal progression, having to stop for red signal indications at both the Woodland Plaza and River Road intersections.
2.5 Niblick Road between Appaloosa Drive and Rambouillet Road The area of the corridor generally has two travel lanes per direction with dedicated left turn lanes, bike lanes, and sidewalks. There is heavy school traffic, with signalized intersections at Bearcat Lane and Rambouillet Road. A crosswalk with warning beacons is available at Appaloosa Drive. Paso Robles High School (PRHS), two alternative high schools, and the School District office are located along this area of the corridor. – The morning school start at PRHS was observed and it was noted that the Bearcat Lane intersection had insufficient capacity for the volume of traffic experienced, with heavy volumes of student commuters, parent drop-offs, and pedestrians leading up to the school start time. The eastbound queue at Bearcat Lane extended back to Appaloosa Drive and there was insufficient storage for the eastbound left turn.
There was especially limited capacity for the southbound left turn movement at Bearcat Lane due to the permissive signal phasing. There was also congestion approaching the school driveways westbound from Rambouillet Road.
– It was observed that many PRHS parent drop-offs occurred on the other side of Niblick Road in the School District office parking lot to avoid congestion entering and exiting the PRHS campus. – Some vehicles were observed to block intersections or turn in front of pedestrians. Some students were observed to cross against a solid Don’t Walk signal, particularly the south leg of the Bearcat Lane intersection.
– Traditional public school bus transportation is no longer offered for most students. RTA Tripper service is available during the academic year.
– Some vehicles traveling along Niblick Road appeared to exceed the 25 MPH school speed limit. – No significant signal progression issues were observed for vehicles traveling eastbound or westbound along this section of the Niblick Road corridor.
– It was observed that traffic operations greatly improved overall soon after the PRHS start time.
3. Initial Recommendations
Creston Road between Walnut Drive and Orchard Drive
1. Continue to monitor operations at the new traffic signal at the intersection of Creston Road at Walnut Drive and Bolen Drive and adjust signal timings as needed.

WHEREAS, the City’s existing traffic signal system generally operates as a collection of individual intersections, with limited communications between signals and no centralized traffic management system, limiting the City’s ability to coordinate traffic progression, remotely monitor system operations, and efficiently respond to changing traffic conditions; and WHEREAS, the City prepared its first comprehensive Citywide Traffic Signal Master Plan (“TSMP”) to establish a long-range framework for the operation, maintenance, coordination, and modernization of the City’s traffic signal system; and
WHEREAS, the TSMP establishes a 10-year roadmap intended to improve traffic operations, safety, mobility, accessibility, reliability, emergency response, and the City’s ability to manage its traffic signal system; and
WHEREAS, the TSMP builds upon the City’s Local Roadway Safety Plan, adopted in May 2021, and provides a framework for advancing identified roadway safety priorities through improvements to signal timing, coordination, detection, pedestrian operations, emergency vehicle response, communications, and centralized monitoring; and
WHEREAS, the TSMP identifies a phased hierarchy of improvements beginning with functional traffic signal equipment, followed by individual intersection timing, coordinated timing, signal communications, and ultimately implementation of an Advanced Traffic Management System; and WHEREAS, the TSMP identifies approximately $16.5 million in improvements, based on planning-level construction estimates over the 10-year planning horizon, consisting of immediate, short-term, midterm, and long-term improvements; and WHEREAS, adoption of the TSMP does not appropriate funding, authorize construction of individual projects, or commit the City to completing all improvements identified in the TSMP, and individual projects will be implemented as funding and resources become available and subject to applicable future City approvals; and
WHEREAS, the TSMP will provide a prioritized framework to assist the City in developing future Capital Improvement Programs, coordinating development-related improvements, planning future operating and maintenance needs, and pursuing state and federal transportation and safety grant funding; and
WHEREAS, the City Council desires to adopt the TSMP as the City’s long-range guide for the operation, maintenance, coordination, and modernization of the City’s traffic signal system and to direct staff to implement the Plan in phases as funding and resources become available; and
Attachment 2
WHEREAS, the City Council finds that adoption of the TSMP is not a project subject to the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15378 because adoption of the TSMP establishes a long-range planning, prioritization, and operational framework and does not authorize, approve, or commit the City to any specific physical improvement or construction project.
Individual improvements identified in the TSMP are subject to future funding, project development, separate City authorization, and applicable CEQA review prior to project approval or construction.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL PASO DE ROBLES DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. All of the above recitals are true and correct and incorporated herein by reference.
Section 2. The City Council finds that adoption of the Citywide Traffic Signal Master Plan is not a project subject to CEQA pursuant to CEQA Guidelines Section 15378 because the action establishes a long-range planning, prioritization, and operational framework and does not authorize, approve, or commit the City to any specific physical improvement or construction project.
Section 3. Individual projects identified in the TSMP will be evaluated for compliance with CEQA, as applicable, prior to future project approval or construction.
Section 4. The City Council hereby adopts the City of Paso Robles Traffic Signal Master Plan, Final Plan, June 2026, substantially in the form presented to the City Council and on file with the City Clerk, as the City’s long-range guide for the operation, maintenance, coordination, and modernization of the City’s traffic signal system.
Section 5. The City Council directs staff to implement the recommendations of the Traffic Signal Master Plan in phases as funding and resources become available and to utilize the TSMP to inform future Capital Improvement Programs, operating budgets, grant applications, developmentrelated improvements, and other transportation projects.
Section 6. Adoption of the TSMP does not appropriate funds or authorize construction of individual projects identified in the Plan. Future projects and expenditures shall remain subject to applicable budget appropriations, procurement requirements, environmental review, and other City approvals.
Section 7. This Resolution shall take effect immediately upon its adoption.

Council Agenda Report
From: Melissa Martin, City Clerk
Subject: Establishment of a Standing Committee for Advisory Body Interviews CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Date: September 15, 2026
Facts
1. The City regularly conducts recruitments to fill vacancies on various advisory bodies. Currently, the full City Council holds special meetings to conduct interviews for each recruitment cycle, which necessitates aligning all Councilmember schedules, holding multiple additional special Council meetings every year, and often adding additional meetings as unexpected vacancies occur.
2. With the passage of SB 707, new requirements for “eligible legislative bodies” took effect July 1, 2026.
SB 707 mandates livestreaming of all Council meetings, including special meetings, using two-way audiovisual platforms.
3. Conducting applicant interviews in livestreamed full-Council meetings places added anxiety and unnecessary burden on applicants, who may feel pressured or intimidated by the formality and publicity of a live broadcast. This environment is not ideal for fostering comfortable, candid dialogue with applicants.
4. As recruitment frequency increases due to the addition of new advisory bodies and as unexpected vacancies occur, the current process has become resource-intensive for Council and staff and can delay appointment timelines.
Options
1. Take no action;
2. Establishing an Advisory Body Standing Committee, select two Councilmembers as committee members, and determine that future updates to the committee membership will be made as part of the Council Liaison Appointment process which occurs at least biennially and as needed in the interim.
3. Provide alternative direction to staff.
Analysis and Conclusions
Establishing a standing committee for advisory body interviews will streamline the recruitment process, reduce the need for full-Council special meetings, and create a more comfortable and productive interview environment for applicants. The standing committee format maintains full transparency and complies with all SB 707 requirements. Staff will still provide an agenda for the standing committee meetings that will include applicant information as well as details related to the current recruitment filled, and term information.
Each interview session will include participation by the two members of the Advisory Body Interview Standing Committee, the Department Director and/or Manager overseeing the advisory body, and the City Clerk. The department director and/or manager may offer limited input and context during interviews. Final determinations on which applicants to recommend will be made solely by the standing committee members.
Following each standing committee meeting, the City Clerk will prepare a formal report-out summarizing the committee’s recommendations and will place the recommended appointments on a future City Council agenda for consideration.
Establishing a standing committee offers several benefits, including improved efficiency and fewer scheduling demands on the full City Council, improves applicant experience by providing a smaller and more focused interview setting rather than a fully livestreamed full-Council meeting, and continued transparency because standing committee meetings will remain publicly noticed and open for in-person attendance.
Fiscal Impact
No additional fiscal impact is anticipated. Efficiency gains may reduce staff time associated with repeated special meeting preparation and livestream support.
CEQA
The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation (Option 2)
Approve Resolution 26-XXX establishing an Advisory Body Standing Committee, select two Councilmembers as committee members, and determine that future updates to the committee membership will be made as part of the Council Liaison Appointment process.
