Staff recommends the City Council find that accepting Airport Road for public use does not require additional review under CEQA pursuant to Public Resources Code section 21166 and CEQA Guidelines section 15162 and 15182 (no subsequent or supplemental EIR is required, because no “substantial changes” to the project or to the circumstances under which the project was undertaken are proposed, and there are no “new significant environmental effects” or a “substantial increase in the severity of previously identified significant effects” under the existing EIR).

Recommendation: Approve Resolution 26-XXX, accepting the public improvements City Council Agenda September 15, 2026 Page 4 of 6

R. DISCUSSION ITEMS

1. Adoption of the Citywide Traffic Signal Master Plan 448 - 572 Leslie Frazier, Public Works Director
CEQA: The recommended action is not a project subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 because adoption of the Traffic Signal Master Plan establishes a long-range planning, prioritization, and operational framework and does not authorize, approve, or commit the City to any specific physical improvement or construction project. Implementation of individual improvements identified in the TSMP is subject to future funding, project development, and separate City authorization. As individual projects are advanced, the City will evaluate each project for compliance with CEQA and complete any required environmental review prior to project approval or construction.

Recommendation: Approve Resolution 26-XXX receiving the report and adopting the Citywide Traffic Signal Master Plan as the City’s long-range guide for the operation, maintenance, coordination, and modernization of the City’s traffic signal system and direct staff to implement the recommendations of the Plan in phases as funding and resources become available.
