2 A roadmap and living guide for improving, coordinating, and modernizing the City’s traffic signal system.
What is the Master Plan and Why is it Needed?
Today’s System
• 29 Signalized intersections
• Signals operate independently
• Aging equipment and detection challenges
• Recurring congestion around schools, major
corridors, and special events
Future Goals
• Improve safety and accessibility
• Reduce stop-and-go traffic
• Identify and respond to problems faster
• Support special events and future growth
• Position priority projects for grant funding
• 10 Year project implementation goal
3 Relationship to Adopted LRSP
The TSMP advances recommendations identified in the LRSP by developing specific projects, priorities, and implementation strategies for the City's signalized intersection network.
LRSP Findings TSMP Implementation
Signal timing deficiencies Systemwide signal timing updates Need for signal coordination Signal coordination improvements Safety issues at high-collision intersections Equipment and detection upgrades Pedestrian safety concerns Pedestrian Improvements - Countdown heads, APS, and LPIs

Grant Opportunities
Recommended Systemic Safety Improvements
• Update signal timing to current MUTCD standards & implement coordination (Future grant opportunity)
• Upgrade loop detection intersections to video detection (Maintenance) Recommended Pedestrian Safety Improvements
• Install pedestrian countdown signal heads (Future grant opportunity) • Implement Leading Pedestrian Intervals (Future grant opportunity) • Correct pedestrian push button deficiencies (Future grant opportunity) Priority Projects
• Accept the proposed Traffic Signal Master Plan
• Adopt the TSMP as the City's Long-Range guide for traffic signal planning
• Direct staff to pursue immediate projects recommendations in FY27 • Direct staff to utilize the TSMP when pursuing grants, future CIPs, and operational improvements.
• Estimated construction budget for all phases - $16,477,000* *Does not include soft costs such as design and permitting.
Recommendation Summary
10 Approve Resolution 26-XXX receiving the report and
adopting the Citywide Traffic Signal Master Plan as the City’s long-range guide for the operation, maintenance,
coordination, and modernization of the City’s traffic signal system and direct staff to implement the recommendations of the Plan in phases as funding and resources become
available.
