City Council Agenda Report
TO: Mayor McCord and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Di Smith, Human Resources Director
MEETING DATE: February 1, 2022
ITEM NO: 5.2
SUBJECT: Approve the Recommended Part-Time Classifications Salary Schedule Effective January 1, 2022.

RECOMMENDATION
Motion to Approve the Recommended Part-Time Classifications Salary Schedule Effective January 1, 2022.

BACKGROUND
In July of 2021 the City started the formal process of adjusting part-time salary classifications by performing market comparisons and requesting council approval for these adjustments. To maintain that process and to remain consistent with the approval process for full-time salary schedule adjustments staff is requesting approval, in accordance with state law, for the requirement that California workers be paid minimum wage, as per the California Department of Industrial Relations.

Effective January 1, 2022, California’s minimum wage increased. Employers with 25 employees or less wage increased to $14.00 per hour and employers with 26 employees or more are required to pay at least $15.00 per hour. This is in accordance with 2016 legislation, where California was the first state in the nation to commit to raising the minimum wage to $15.00 per hour, over time, statewide by 2022.

ANALYSIS
At this time only part-time classifications with a starting rate below the $15.00 minimum wage, and their corresponding classes, are being adjusted.

Classification adjusted for minimum wage increase:

Cashier / Lead Cashier
Crossing Guard
Recreation Leader / Lead Recreation Leader
Swim Instructor / Swim Instructor Certified
Salaries for all other classifications remain unchanged.

FISCAL IMPACT
No Fiscal Impact associated with this action. Salary increase was included in the 2021-2022 annual budget.
