MEETING DATE: March 15, 2022
ITEM NO: 5.13
SUBJECT: Approve Resolution No. 2022- 13 Authorizing the City Manager to Submit an Application to the San Joaquin Valley Air Pollution Control District Public Benefit Grants Program.

RECOMMENDATION
Motion to Approve Resolution 2022-13 Authorizing the City Manager to Submit an Application to the San Joaquin Valley Air Pollution Control District Public Benefit Grants Program.

BACKGROUND
The Public Benefit Grant Program has been designed to meet the needs and challenges faced by Valley public institutions and provide a wide variety of clean-air public-benefit projects which will provide a direct benefit to Valley residents. The City of Patterson is an eligible applicant that is located within the geographic area of the SJVAPCD.

One of the options under this program is the New Alternative Fuel Vehicle Purchase option.

Some of the requirements for this option are: vehicles must be new, electric, hybrid, or alternative fuel vehicles; have a Gross Vehicle Weight Rating (GVWR) less than or equal to 14,000 pounds; have existing charging/fueling infrastructure or have access to existing infrastructure; be based and have at least seventy-five percent (75%) or more of the vehicle miles traveled or fuel consumption within the geographic area of the SJVAPCD; and remain under the ownership of the contracted applicant for the full term of the contract. As part of this contract, the city must commit to a three year contact period and must adhere to all program requirements during the contract/reporting period.

ANALYSIS
Staff has researched the viability of electric utility vehicles in the past. In October of 2017 staff purchased one (1) Plug-in Hybrid Vehicle which was assigned as a pool car for City Hall. This allowed all City Hall employees to travel throughout the City of Patterson, and Stanislaus County with little to no emissions depending on whether the gas engine was activated. City staff has secured several of these grants over the years and currently uses a 2017 model Ford CMAX vehicle that was approved and obtained through this grant program for outreach and environmental program enforcement purposes. With approval of this resolution, staff can submit an application requesting funding for the purchase of an additional hybrid vehicles. Funds are awarded on a first-come, first-serve basis utilizing regional allocations based on county population and/or other regional factors. At this time, it is anticipated that the City will need additional electric vehicles. The City is looking to purchase five (5) 2022 vehicles through this program.

FISCAL IMPACT
The maximum available amount for funding will be up to $20,000 per vehicle, with a limit of $100,000 per Public Benefit Grant Program component, per calendar year, per organization.

Therefore, staff will budget $35,000 per vehicle to include $15,000 cost-share from the city. The funds for these purchases will be included in the City’s FY 2022/23 budget.
