City Council Agenda Report
TO: Mayor McCord and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Fernando Ulloa, City Engineer
MEETING DATE: April 5, 2022
ITEM NO: 7.1
SUBJECT: Approve the Citywide Active Transportation Master Plan and authorize City Staff to implement the Master Plan.

RECOMMENDATION
Approve the Citywide Active Transportation Master Plan and authorize City Staff to implement the Master Plan.

BACKGROUND
Connectivity of bicycle and pedestrian facilities has been a significant challenge for the City of Patterson. The City has taken several steps to address deficiencies within non-motorized networks, but efforts have typically been segmented and solutions have been location-based without significant consideration of the network as a whole. The City was awarded funding through Caltrans’s Active Transportation Plan (ATP) Cycle 4 grant program to design a Citywide Active Transportation Master Plan. The purpose of this project was to identify pedestrian and bicycle infrastructure deficiencies throughout the City.

ANALYSIS
The Active Transportation Plan project was awarded to TJKM Transportation Consultants, and city staff coordinated it's efforts to combine with TJKM to ensure a successful outcome. These efforts included soliciting and encouraging participation from members of the public and key stakeholders. Participation from the public was vital to help understand the needs and to address the concerns of the community. A Citizen Advisory Committee was created with meetings scheduled throughout the project to discuss findings and recommendations. Project information was posted on the City’s website, on social media and a project specific website was created.

City staff and TJKM hosted two Community Workshops on May 26, 2021, and September 8, 2021 via Zoom. Project notices and Zoom Community Workshop information was posted on the City website and information was sent with the City’s monthly utility bills. A public review period was posted on the City’s website and advertised in the Patterson Irrigator from December 2021 - January 14, 2022, as a final attempt to encourage comments from the public and stakeholders on the master plan document. No additional public comments were received during that time.

The ATP Master Plan has identified projects that will connect existing sections of the city’s bike trail network, increase connectivity to schools and other community destination, increase pedestrian and bicycle safety, improve air quality, and promote quality of life in Patterson.

The Active Transportation Master Plan was presented to the Planning Commission during the public hearing dated February 24, 2022 and was recommended for approval of City Council.

Staff recommends adopting the ATP Master Plan for the City of Patterson.
