RECOMMENDATION
Motion to approve Resolution No. 2022-19, a Resolution of the City Council of the City of Patterson of Concurrence and Support for the Fiscal Year 2022-2023 Annual Action Plan (AAP) prepared by the Stanislaus Urban County Consortium for CDBG, ESG & HOME grants.
BACKGROUND
The adoption of the Annual Action Plan (AAP) is a requirement of the U.S. Department of Housing and Urban Development (HUD) for jurisdictions that receive and administer certain HUD block grants on an entitlement basis. Being an entitlement jurisdiction allows the city to receive annual grants on a formula basis as opposed to applying competitively for funding.
In order to receive these funds, the Stanislaus Urban County must complete an annual work plan called the Annual Action Plan. The Consortium Consolidated Plan (Con Plan) for Fiscal Years 2020-2025 was adopted in May 2020 by the Board of Supervisors and identifies housing and community development activities for the next five years. This document, presented to the City Council, is the Fiscal Year 2022-2023 Stanislaus County Annual Action Plan for Year 3 of the Con Plan.
The AAP is the one-year plan that the Stanislaus Urban County prepares pursuant to the goals outlined in the Consolidated Plan. The AAP details the projects and activities that the Stanislaus Urban County will undertake to address the housing and community development needs and local objectives using CDBG and ESG funds received during Fiscal Year 2022-2023. Further, the AAP serves as an annual funding “application” for CDBG, ESG, and HOME funds.
The City of Turlock was the lead entity with responsibility for implementing and administering HOME funds for the HOME Consortium during Fiscal Year 2021-2022. Starting July 1, 2022, Stanislaus County will begin overseeing the new HOME Consortium as the lead entity.
FISCAL YEAR 2022-2023 ANNUAL ACTION PLAN
The AAP is an integral component of the Urban County's Consolidated Plan, and describes the specific programs and projects that will be undertaken during Fiscal Year 2022-2023. The Stanislaus Urban County CDBG, ESG and HOME estimated allocations will be:
CDBG: $2,469,380
ESG: $212,662
HOME: $1,468,808
The City of Patterson will receive an estimated total allocation of $198,656 with an additional $17,090 allocation for administration purposes. The funding has been allocated towards the Washburn Infrastructure Improvement Project . This project would consist of the replacement and installation of approximately 2,000 linear feet of sidewalk, curb & gutter.
The Stanislaus County Board of Supervisors opened the 30-day public comment period on April 6 th and has scheduled a public hearing on May 3, 2022 at 9 a.m. to consider approval of the Fiscal Year 2022-2023 Annual Action Plan; the draft copy of the AAP may be found at the following link:
