WHY RATE INCREASES ARE NEEDED?
The City of Patterson provides water utility service to approximately 6,900 water customers. The water utility is intended to be financially self-sufficient with funding for operating and capital expenses derived primarily from water sales. A financial rate study conducted by an independent consultant details the operations and maintenance and capital improvement needs for the water utility from January 1, 2023 through January 1, 2027. The study outlines the necessary rate adjustments needed to allow the City to keep pace with rising costs and to fund long-term capital improvements. PROPOSED WATER RATES
The city currently charges all customers a monthly fixed charge based on meter size plus a monthly consumption rate based on the amount of water consumed. The proposed rates will align the fixed charges with meter ratio standards established by the American Water Works Association (AWWA). The proposed rates will also modify the current quantity rate structure from four tiers to two tiers.
The proposed water rates will be effective January 1, 2023 and January 1 of each following year through 2027.

NOTIFICATION OF A PUBLIC HEARING ON PROPOSED RATE INCREASES Article XIIID of the California State Constitution and the Proposition 218 Omnibus Implementation Act requires local government to notify property owners and/or rate payers of proposed water rate increases. The city will hold a Public Hearing on Tuesday, June 21, 2022, at 7:00 p.m., at No. 1 Plaza, Patterson, CA 95363 in the Council Chambers. At the time of the public hearing, the City Council will hear and consider all protests and objections concerning these matters and will consider and may adopt the increased rates. To oppose the proposed water rate increases, property owners or tenants may submit written protests prior to the close of the public hearing. Written protests must be signed and include identification of the property involved in the protest by assessor parcel number or address. If written protests against the rate adjustments are submitted by more than 50% of the affected properties, the proposed rate adjustments will not be adopted. Only one protest per property will be counted.
